A passing test result is useful only if a reviewer can tell which checks ran, which evaluator ran them, and exactly which artifact was tested. Pinning dependencies helps control what the evaluator uses, but it does not identify the whole evaluation setup—or prove that the published artifact is the one that passed. Record the evaluator and artifact together, then promote the same identified artifact that received the qualification.
Why pinning dependencies is not enough
A dependency pin identifies a component used by a build or test. It does not, by itself, identify the workflow, test suite, fixtures, runner image, toolchain, configuration, or other actions that shaped the result. Any of these may affect what was evaluated or how the result was produced.
There are two identities to preserve: the identity of the artifact under evaluation and the identity of the evaluator that produced the result. A green status without those identities is an incomplete account of what happened.
What a qualification record needs to identify
For a reviewer to interpret a result, record enough information to answer “Which tests, run by which evaluator, against which artifact?” Include the parts of the evaluation setup that can affect its outcome:

- Artifact: its identity and hash or digest, tied to the candidate intended for release.
- Workflow: the workflow revision and the run that produced the result.
- Evaluator: the test suite or policy version, relevant action and dependency versions, runner image, toolchain, and configuration.
- Inputs: fixture identity and hash, plus other inputs that materially affect the checks.
- Outcome: which checks passed, failed, were skipped, or remain unknown.
This is a record of the evaluation, not a claim that every build is reproducible or that the evaluator is independent. Scale the evidence to the consequence of the decision: a release or security decision calls for a stronger record than a local experiment.
Keep the tested artifact connected to the one that ships
A source commit is not an artifact identity. If a test job builds from source separately from the release job, the two jobs may evaluate and publish different bytes—even when they refer to the same source revision. Qualification should apply to the exact artifact intended for release.
A useful evidence chain is:
source revision → build workflow run → artifact identity and hash → fixture identity and hash → qualification result

Attach the evaluator identity to that chain: its workflow revision, suite or policy version, runner image, toolchain, configuration, and the versions of actions or dependencies that can affect the result. When the qualified artifact is promoted, retain its identity so the release record can show that it is the same artifact—not a rebuild identified only by a familiar name.
What pinning proves—and what it does not
An immutable reference makes it easier to establish which revision was used. It does not establish that the revision is correct, secure, independent, or adequate for the question being tested. A pinned evaluator can still contain a defect, omit an important case, or operate with excessive authority.
For GitHub Actions, GitHub’s secure-use guidance says that pinning an action to a full-length commit SHA is currently the only way to use an action as an immutable release. GitHub also advises verifying that the SHA comes from the action’s repository rather than a fork, auditing the action’s source, and granting GITHUB_TOKEN only the minimum permissions needed. A tag is more convenient, but it can move or be deleted if the repository is compromised.

So treat an immutable pin as an integrity control, not a trust verdict. Review what the evaluator does, what inputs it accepts, and what permissions or access it has. The same reasoning applies to the rest of the evaluation setup: recording a version makes it traceable, not automatically trustworthy.
Handle evaluator changes as reviewed changes
Freeze the evaluator’s identity for an individual qualification run. That makes the result interpretable. It does not mean keeping the evaluator frozen forever: vulnerabilities, outdated tests, or changed threat assumptions can require updates. Make those updates visible and reassess the evidence they affect.
- Compare the old and new evaluator versions, including changes to tests, fixtures, policies, prompts, tools, and workflow.
- Record why the change was made and which parts of the evaluation it affects.
- Rerun relevant cases with the updated evaluator.
- Decide whether earlier qualifications need to be recomputed under the new evaluator.
- Give a changed candidate artifact a new identity; do not carry qualification evidence forward by name alone.
Additional identity for AI-assisted evaluation
If an AI model contributes to a qualification, record the model or provider snapshot when one is available, the prompt or rubric version, the tool permissions, and whether the model’s result is advisory or a required control. If the provider does not expose a stable model snapshot, state that limitation instead of claiming full reproducibility.

Model identity does not settle whether the evaluation is suitable. The reviewer still needs to know what the model was asked to judge, what tools it could use, and how its output affected the decision.

GitHub warns that privileged pull_request_target and workflow_run workflows can expose secrets, write access, or shared caches when they check out untrusted pull-request code. Avoid combining these triggers with untrusted content unless privileged context is genuinely necessary and the workflow is designed to handle that content safely.
This is part of evaluator identity, not an unrelated implementation detail: permissions and the code or data available to a workflow affect the conditions under which its result was produced.

Use provenance for its defined purpose
SLSA is a specification for describing and incrementally improving software supply-chain security. Its build track covers provenance creation, distribution, and verification. Provenance can help describe and verify asserted properties of a build; it is not a substitute for examining what an attestation actually says, and it does not prove that the build or evaluator is safe.
Reviewer checklist
Before relying on a qualification result, a reviewer should be able to answer:
- What exact artifact was tested?
- Which workflow and evaluator produced the result?
- Which fixtures or other material inputs were used?
- Which checks passed, failed, were skipped, or remain unknown?
- Did the exact published artifact receive the evidence?
- What changed after the evaluator was fixed for that qualification?
If any answer is unknown, record the gap plainly. A green badge should not conceal missing identity or incomplete qualification evidence.
