Yes. Official investigations have documented weapons being offered through dark-web marketplaces, and a limited U.S. government test completed two firearm purchases in 2016. Those historical findings do not show how common such activity is today, whether current listings are genuine, or whether an advertised weapon would be delivered.
What does “dark web” mean in this context?
Europol describes the dark web as concealed online content accessed through networks and software such as Tor, I2P, or Freenet. The term refers to how certain services are reached; it does not mean that everything hosted there is illegal. Europol’s 2017 organized-crime assessment discusses criminal use of darknet marketplaces, including firearms trafficking.
What has been documented about weapon offers?
A specific European investigation
Europol’s 2017 assessment recounts a Slovenian investigation from December 2016 involving alleged online offers of live-fire weapons, grenades, and ammunition. This is evidence of a particular investigated case, not a measure of how many sellers or transactions existed across the dark web. An allegation in an investigation should not be treated as a conviction.

The U.S. Government Accountability Office reported that undercover agents made seven attempts to purchase firearms through dark-web sources in 2016 and completed two purchases. GAO explicitly cautioned: “The results of the testing are illustrative and nongeneralizable.” The result describes a small, U.S.-focused covert test—not a market-wide success rate or a prediction of what a buyer would encounter. A dated marketplace listing snapshot
A 2020 United Nations Office on Drugs and Crime report discusses a snapshot in which Berlusconi Market had more than 700 weapon listings in June 2018. A listing count is not a count of sales, verified items, or successful deliveries. The figure is historical, and the report notes that marketplaces differed in whether they permitted weapon listings. The cited report is available at UNODC’s report on illicit firearms trafficking.
What these findings do—and do not—tell us
The sources establish that weapon offers and some completed purchases have been documented in specific historical investigations. They do not establish the current scale of the activity. Europol said in its 2017 assessment that the exact scale of darknet criminality could not then be fully determined and described dark markets as unstable.
- Listings are not transactions. An advertised item may not be genuine, available, or sold.
- A completed test purchase is not a prevalence estimate. GAO’s two purchases came from a small illustrative test.
- Historical cases are not current market measurements. The cited investigations and listing snapshot date from 2016–2018.
- These sources do not show that the dark web is the dominant source of illicit firearms. Nor do they provide a reliable present-day count of listings, sellers, buyers, or completed sales.
Europol also noted broadly that illicit goods bought online are predominantly trafficked using postal and parcel services. That general observation about illicit online goods does not establish how any particular firearm was shipped or delivered.

Why a present-day answer is difficult
Dark-web marketplaces can change or disappear, and a visible listing does not verify the seller or the item. The available figures are tied to particular operations and dates rather than a consistent, ongoing count. A 2024 scholarly chapter titled “Illicit Firearms Markets Accessible Through the Dark Web” indicates that the topic continues to receive academic attention, but its abstract page does not provide a current market-wide count.

How to read claims about dark-web weapon sales
- Check the date and jurisdiction of the source.
- Distinguish an allegation or marketplace listing from a verified transaction or conviction.
- Look for whether a reported number counts listings, attempted purchases, or completed purchases.
- Do not treat a small undercover test as representative of all markets or current conditions.
