In PCB design, “static effects” here means electrostatic charge buildup and electrostatic discharge (ESD); “dynamic effects” means the changing signal and power behavior caused by switching currents moving through real board structures. They are related design concerns, but not a single standardized taxonomy. ESD is not the same as steady-state, or DC, power delivery: DC analysis examines voltage drop and current density, while transient analysis examines switching-related behavior.

What happens during an ESD event?
Charge can build up on a person, tool, or object when materials contact and separate. The resulting imbalance creates an electric field. If a conductive path forms, charge transfers rapidly: that event is electrostatic discharge. The amount of charge depends in part on the materials, speed of contact and separation, and humidity.
A device can be damaged by a discharge directly into it, by charge discharging from the device, or through an induced effect from a nearby charged object. Sensitivity differs among devices. The EOS/ESD Association explains that ESD can change a semiconductor’s electrical characteristics, leading either to immediate failure or latent damage that causes premature failure later. How to reduce ESD risk when handling boards
Charge generation cannot be eliminated completely. The EOS/ESD Association states: “While the basic principle of “controlling static electricity to a level that minimizes damage” should be followed, complete removal of charge generation is not achievable.” An ESD control program aims instead to reduce accumulation, safely dissipate or neutralize charge, and protect susceptible products.

- Design in protection. Consider the ESD vulnerability of components and interfaces early, and use appropriate circuit protection where the design requires it.
- Define the control level. Establish requirements based on the items being handled and the applicable standards and device guidance.
- Identify protected areas. Make clear where ESD-sensitive items are handled and what controls apply there.
- Reduce charge generation. Select handling materials and practices that limit charging.
- Dissipate or neutralize charge. Use suitable grounding and charge-control measures. A grounded wrist strap is one possible control, not a complete program by itself.
- Protect products. Use handling, storage, and packaging controls suited to the item and the working environment.
IEC 61340-5-1:2024 specifies ESD-control-program requirements for organizations handling electrical and electronic items with withstand voltages of at least 100 V HBM and 200 V CDM; its scope also addresses isolated conductors below 35 V. These are scope details, not universal safe-design targets or instructions for every board. Items with lower withstand levels may need additional controls or adjusted limits. Why PCB signals behave dynamically
A PCB trace is not an ideal wire at all frequencies and edge rates. The trace and its reference plane form a transmission line for a single-ended signal; practical differential routing also relies on a reference plane. Signal integrity depends on controlling impedance, which is determined by trace geometry and the dielectric properties around the trace and reference plane. AMD UG583: Transmission Lines

When a signal encounters an impedance mismatch, some energy can reflect instead of continuing cleanly. Poor or interrupted return paths can degrade signal quality, and nearby traces can couple energy into one another. Vias, planes, trace transitions, dielectric losses, and conductor skin effect all contribute to behavior; the board’s physical geometry is part of the circuit, not merely a carrier for it. AMD notes that local glass-weave variation rarely creates issues except in the context of high-speed interfaces above 6 Gb/s. That is a qualification in AMD’s guidance, not a universal threshold at which every board develops a problem. AMD UG583: Transmission Lines

How to improve signal integrity through layout
- Keep a continuous reference beneath high-speed signals. Avoid routing across plane splits or gaps that force return current onto a longer path.
- Limit long parallel runs. Routing neighboring signals alongside one another for long distances can increase crosstalk; assess spacing and routing against the interface requirements.
- Control impedance for the actual stackup. Use the trace geometry and dielectric properties of the intended board stackup rather than assuming a generic trace width applies.
- Review transitions and return paths. Vias and layer changes alter the interconnect. Check that the signal’s return current can follow a suitable path through each transition.
- Use device-specific guidance. Microchip’s PIC32C high-speed-peripheral guidance recommends a continuous ground under high-speed signals and avoiding long parallel trace runs. It also gives 30–50 ohms for termination resistors in its described context; that range should not be transferred to unrelated interfaces. Consult the current device PDF as Microchip advises. How dynamic power-integrity effects differ from DC drop
Power integrity has both steady-state and transient questions. A DC analysis focuses on whether the board delivers the required steady-state voltage, including voltage drop and current density. A transient or AC analysis looks at how the power-delivery network (PDN) responds when components switch and draw changing current, including the effects of decoupling and PDN impedance. When a load changes quickly, the supply must provide transient current through a real network of capacitors, vias, planes, and current paths. Their parasitic inductance and resistance affect how quickly current can arrive and how the rail responds. A capacitor’s nominal value alone does not describe its behavior in-circuit: placement, connections, and parasitics matter. Signal and power behavior can also interact through shared structures and return paths.

Decoupling and protection choices
Place bypass capacitors close to the pins they serve
Microchip recommends placing bypass capacitors close to component power and ground pins and keeping the vias close to the capacitor pads. Short connections help limit the parasitic effects of the interconnect. The appropriate capacitor type, value, and arrangement still depend on the device and board design; use the target component’s documentation rather than treating one layout pattern as universal. Evaluate protection at exposed connections
For the PIC32C design context it documents, Microchip recommends evaluating TVS devices on power buses and external signal connections. A TVS diode must be selected for the interface and protection requirement; its presence alone does not establish that a design is protected. A grounded wrist strap helps control handling-related charge, while board-level protection addresses different paths and conditions. Neither replaces the broader controls appropriate to the equipment and its use.

A practical review checklist
- For ESD: identify sensitive items and protected handling areas; define the applicable control level; reduce charging; provide safe dissipation or neutralization; and protect products during handling and storage.
- For signals: identify relevant edge rates and interface requirements; check impedance against the board stackup; preserve reference continuity; inspect layer transitions and return paths; and assess crosstalk where routes run in parallel.
- For power: check steady-state voltage drop and current density separately from transient load response; review decoupling connections and PDN impedance for switching demands.
- For verification: use the target device’s current documentation and interface requirements, then validate the design using analysis or measurement appropriate to its risks.
