Pakistan’s reported Critical Telecom Data and Infrastructure Security Regulations 2025 (CTDISR 2025) concern telecom licensees and critical telecom data and infrastructure—not a general rule requiring every company or consumer to keep all data inside Pakistan. PTA’s 2022 telecom cybersecurity framework says personal information and defined critical telecom data should be localized, while other data may flow freely. A later secondary explainer reports that CTDISR 2025 was gazetted on December 31, 2025, but the official instrument’s text and commencement details are not independently confirmed here, so its precise current obligations need to be checked against the gazette.

What CTDISR 2025 is—and who it concerns

CTDISR stands for Critical Telecom Data and Infrastructure Security Regulations. The 2025 rules are described as a Pakistan Telecommunication Authority (PTA) framework for telecom licensees, focused on protecting critical telecom data and infrastructure. They should not be read as a blanket data-localization rule for all businesses, online services, or personal data in Pakistan.

The available primary baseline is PTA’s National Cyber Security Framework for Telecom, dated July 7, 2022. It refers to the earlier CTDISR 2020 and describes Critical Telecom Data (CTD) as including confidential and personal user or customer information, sensitive government information, and information important to telecom systems’ operations, confidentiality, or security. The definitions and boundaries in that document explain the earlier framework; they do not establish that the final 2025 regulations retained identical wording.

What data does the prior PTA framework say must stay in Pakistan?

Under the 2022 framework, localization applies to personally identifiable information (PII) and CTD. The document says other data can flow freely. That is narrower than “all telecom data must be stored in Pakistan.” Because the final 2025 text has not been independently verified here, operators should not assume the older definitions, exceptions, or rules for cross-border transfers carry over unchanged.

What changed in the reported 2025 rules?

The timeline matters because the early news account and the later account describe different stages. TechJuice reported on November 4, 2025 that PTA had finalized CTDISR 2025 and invited stakeholder feedback before implementation. That article described localization, disaster-recovery and business-continuity planning, and stronger security governance as elements of the regulatory direction at that time.

A Faseel secondary explainer, updated September 28, 2026, subsequently says the regulations were gazetted on December 31, 2025 as S.R.O. 2504(I)/2025 and repealed CTDISR 2020. It describes the instrument as comprising 84 regulations in 14 chapters. Those gazettal and structural details come from that secondary account; they have not been independently checked against the official instrument here.

What do continuity planning and security governance mean for operators?

The November 2025 report presents disaster-recovery and business-continuity planning and stronger security governance as part of the regulatory direction. In practical terms, those themes concern an operator’s ability to maintain or restore telecom services and manage security risks to critical systems and data. The available reporting does not establish the exact required plans, technical controls, review cycle, reporting deadlines, or compliance dates, so those should not be treated as confirmed specifications.

PTA’s National Telecom CERT (NTCERT) provides relevant institutional context. Its About Us page describes its purpose as safeguarding the security interests of Pakistan’s telecom sector, including service availability and continuity and the security and confidentiality of telecom data, particularly user data. That explains an existing sectoral cybersecurity role; it does not, by itself, prove a particular duty in CTDISR 2025.

Does this mean Pakistan requires all data to be stored locally?

No such broad conclusion follows from the available material. The 2022 PTA framework draws a boundary between PII and CTD, which it says should be localized, and other data, which it says can flow freely. The final 2025 instrument may define scope, transfers, approvals, or exceptions differently; those details cannot be resolved without its operative text.

For broader context only, the U.S. Department of State’s 2024 Pakistan Investment Climate Statement said Pakistan did not then generally restrict data transfers abroad except in banking, and noted that a redrafted personal-data protection bill could require localization. That is a historical, country-level account from before the reported 2025 telecom rules. It is not a statement of the current law and should not be conflated with obligations directed at telecom licensees.

What operators and customers should verify

Telecom operators assessing compliance should use the official S.R.O. 2504(I)/2025 rather than relying on summaries to determine what is binding. In particular, the text is needed to confirm:

  • Which licensees, infrastructure, and categories of data are within scope.
  • The final definitions of CTD and PII, including how they treat data held or processed by vendors.
  • Localization requirements, cross-border transfer rules, and any approval route or exception.
  • Commencement, transition, and compliance dates, along with audit and reporting duties.
  • Any enforcement provisions or penalties.

For customers, the available sources do not establish a new consumer-facing storage choice or a rule that every message, call record, or internet service must remain in Pakistan. The confirmed explanation is narrower: the earlier PTA telecom framework localized specified PII and CTD; the precise obligations of the 2025 instrument should be checked in its official legal text.
