Outsourcing IT can give a business access to specialist support—especially cybersecurity expertise—without hiring every role full time. It is most useful when the work is clearly defined and the provider’s capabilities, contract, and security practices fit the business. It is not automatically cheaper, and the business remains responsible for protecting its systems and customer information.

What outsourcing IT can provide

Outsourcing means engaging an external provider to perform defined technology work. The scope can range from recurring IT support to specific security services; it does not require handing over every IT decision or function. NIST describes security services such as policy development and intrusion-detection support as work an organization may obtain internally or from vendors in its Guide to Information Technology Security Services.

Access to specialist skills

A business that cannot justify a full-time cybersecurity hire may still need access to security expertise. NIST identifies managed service providers (MSPs), managed security service providers (MSSPs), and virtual or fractional chief information security officers (CISOs) as possible arrangements for small businesses. The right option depends on the work required: general IT operations, security monitoring, or strategic security leadership are distinct needs, even when one provider offers more than one.

External support can also provide services that would be difficult to maintain internally. That is access to a capability, not a guarantee that the provider will perform well; qualifications, operating practices, and responsibilities need to be assessed.

Potential flexibility and cost advantages

Cloud services are one related form of external provision. Organizations may adopt them for potential cost savings and flexibility, but those benefits can require additional investment in workforce training and cybersecurity tools. In its 2025 study, the U.S. Government Accountability Office (GAO) examined practices at 18 selected private-sector companies; the sample was nongeneralizable, so it does not establish that cloud services—or outsourcing generally—save money for businesses as a whole. When a provider takes on well-defined recurring work, internal staff may have more room to focus on other priorities. Treat that as a possible operational benefit, not a measured productivity gain or a substitute for oversight.

How common is external cybersecurity support?

In the UK government’s Cyber Security Breaches Survey 2025/2026, 48% of businesses reported having an external cybersecurity provider. The reported share was 44% among micro businesses, 64% among small businesses, 70% among medium businesses, and 42% among large businesses. These figures describe UK businesses’ use of external cybersecurity providers; they are not global rates for outsourcing all IT.

Is outsourced IT cheaper than hiring in-house?

There is no universal cost comparison in the available evidence, so outsourcing should not be presented as automatically cheaper. Compare the total cost of the same required scope, including provider fees, internal oversight, transition work, infrastructure, security requirements, and any staffing that must remain in-house. The comparison also depends on service coverage, response expectations, and the terms of the contract.

NIST recommends requesting multiple quotes and considering more than price. A low fee is not a useful saving if the scope excludes essential work, support is inadequate, or the provider cannot meet legal, regulatory, or contractual obligations.

What risks and responsibilities remain?

The business retains responsibility

Outsourcing work does not transfer the organization’s responsibility for protecting its systems and customer information. NIST states that even when a business outsources some cybersecurity needs, it does not transfer its liability for protecting the business and its customers’ information. CISA likewise warns that using a managed provider does not absolve executives of risk-management responsibilities. The provider may perform agreed tasks, but the business still needs an accountable owner and appropriate oversight.

A provider becomes part of the risk picture

An external provider may have access to client systems, infrastructure, or data. The UK government’s research on UK managed service providers describes the security significance of that access and the role MSPs can play in customers’ supply chains.

NIST notes that assessing a provider’s capability and reliability can be challenging. Its security services guidance identifies factors to consider, including qualifications, operational capability, experience, viability, staff trustworthiness, and the ability to protect systems and data. For cloud arrangements, GAO also highlights clear agreements, performance assessment, incident-response procedures, continuous monitoring, and explicit security responsibilities.

How to choose an IT service provider

  1. Define the outcome and scope. Write down the services required, the systems and information in scope, expected support coverage, and the result the business needs. Separate strategic advice, security work, and routine IT operations where their requirements differ.
  2. Compare more than price. Request multiple proposals. Assess relevant industry experience, customer feedback, service capability, support coverage, and whether the provider can meet applicable legal, regulatory, and contractual requirements, as NIST recommends.
  3. Assess trust and resilience. Review qualifications, operating capability, provider viability, staff trustworthiness, and how the provider protects the systems and information it will handle. Consider the consequences if the provider is unavailable or the relationship ends.
  4. Put expectations in a written agreement. Define scope, service levels, responsibilities, performance measurement, security duties, escalation paths, and incident handling. For cloud services, specify shared security responsibilities and monitoring expectations. NIST recommends documenting service levels, responsibilities, and expectations in a managed services agreement or other formal contract.
  5. Keep internal oversight. Assign someone in the business to monitor the relationship, review performance, and ensure customer data and business risks receive appropriate attention. An agreement can assign tasks; it does not remove the need for an accountable customer.
  6. Plan for transition and exit. Decide how access, information, and ongoing operations will be handled if the provider changes or the service ends. CISA’s managed service provider customer guidance calls attention to vendor risk and business disruption; do not assume a provider relationship can be changed without planning.

When outsourcing is a good fit

Outsourcing is worth considering when the business has a specific capability gap, cannot justify a dedicated hire for the work, or needs a defined service it can evaluate and oversee. It is a weaker fit when responsibilities are vague, the provider cannot demonstrate relevant capability, or the business expects to hand off accountability along with the work. The decision should follow the business’s risk requirements and the provider’s demonstrated fit—not a blanket assumption that internal or external delivery is always superior.
