First identify what “not working” means: Is the reaction button missing, does a reaction fail to send, can another recipient not see it, or is only the notification missing? Each points to a different cause. Outlook reactions are not available to every personal account or mailbox; check account and mailbox eligibility before troubleshooting the app.
Why can’t I react to an email in Outlook?
Start with the account and mailbox, especially if the reaction button is missing. Microsoft Support says: “Reactions are only available to individuals using a work or school account in Outlook with a qualifying Microsoft 365 subscription.” A personal Outlook.com account should not be assumed to qualify. If you use a work or school account and are unsure whether your license or organization’s settings qualify, ask your Microsoft 365 administrator.
Both sides of the conversation matter. Reactions fully work when you and the message sender both have Exchange Online mailboxes. If the sender does not use Exchange Online, Outlook may send a fallback email instead of displaying a fully working reaction. Reactions are not supported for Exchange shared mailboxes. Microsoft’s feature guidance also identifies GCC High, DoD, and Gallatin (China) environments as unavailable; check with your administrator about your organization’s setup.
Microsoft says rollout across Outlook platforms was complete by September 2023, but that does not remove account, mailbox, or tenant restrictions. The feature page also notes that Semi-Annual channel users receive it in Version 2308. See Microsoft’s reaction guidance for its current eligibility and availability details.

Why can’t everyone see my Outlook reaction?
Recipients in the To and Cc fields can see one another’s reactions. A recipient added in Bcc can see their own reaction, and the sender can see it, but other recipients cannot. If you and another participant have different views, check whether you were both addressed in To or Cc before assuming the reaction failed.
Outlook reactions not showing in a web browser
If you use Outlook on the web and the button or reaction interface is missing, first try a current supported browser. Microsoft lists Edge, Firefox, or Chrome on Windows 11; Edge, Safari 16 or later, Firefox, or Chrome on macOS; and Firefox or Chrome on Linux, where some features may not be available.

Browser extensions can also interfere with Outlook.com. Microsoft specifically names AdBlock and uBlock as extensions that can cause problems. Open Outlook in a private window or temporarily disable relevant extensions to test; if that changes the behavior, adjust the extension settings and restore your usual protections. An extension is a possibility to test, not proof of the cause. See Microsoft’s browser guidance.

A notification problem is different from a delivery problem. Reactions appear under message controls, and Outlook also has a Notifications pane. Open that pane, check its Filter control, and review Notification Settings before concluding that the reaction was lost. Microsoft says users who received reactions in the previous day or so may receive a digest email.

In new Outlook and Outlook on the web, notification cards cannot be dismissed; Microsoft says this is by design. Use filtering and notification settings to manage what appears rather than looking for a dismiss action. See Microsoft’s notification guidance.
Outlook for Windows troubleshooting: new Outlook or classic Outlook
Use the steps for your Windows app. New Outlook and classic Outlook have different troubleshooting paths. These general app steps can address an unresponsive client, but they do not change account eligibility or make an unsupported mailbox arrangement compatible.

New Outlook for Windows
- Close the app fully. If it is unresponsive, use Task Manager to end the Outlook task, then reopen Outlook and check whether the reaction controls load.
- If the problem persists, follow Microsoft’s instructions to uninstall and reinstall new Outlook for Windows. Check that the app is updated before testing again.
Classic Outlook for Windows
- Install available Windows and Office updates, then restart the computer. If Outlook is busy processing, allow it to finish before testing reactions again.
- Open classic Outlook in Safe Mode: press Windows+R, enter
outlook.exe /safe, and press Enter. If the reaction issue disappears in Safe Mode, an add-in may be involved. - To isolate an add-in, open Outlook normally, go to File > Options > Add-ins, and manage COM Add-ins. Disable add-ins, restart Outlook, then re-enable them one at a time until the issue returns.
- If the app still misbehaves, Microsoft’s broader troubleshooting options include creating a new Outlook profile, repairing a data file with the Inbox Repair Tool, and repairing Office. These are general client-repair steps, not reaction-specific fixes.

When to contact your administrator or Microsoft Support
If you have a qualifying work or school account but the reaction button remains unavailable, ask your Microsoft 365 administrator to verify the license, mailbox type, and tenant conditions. Microsoft’s new Outlook known-issues page, last updated August 2026, does not list a reaction-specific issue. For an eligible setup that still fails after the relevant checks, contact Microsoft Support or your organization’s support team rather than using registry edits or third-party repair utilities.

If the emoji itself looks blank or malformed
A missing reaction control and a blank or distorted emoji are different problems. Microsoft’s reaction guidance explains eligibility and reaction behavior, but does not establish a universal fix for every emoji glyph-rendering issue. Avoid treating account or mailbox troubleshooting as a guaranteed solution for a symbol that displays incorrectly.
