Operationalizing zero trust means making access decisions about a specific resource using verified user and device context—not treating a user or device as trusted simply because it is on the corporate network. Start by identifying the resources and risks that matter, then connect identity, device, policy enforcement, and monitoring decisions to how people and services actually need to reach those resources.

What changes in practice?

NIST describes zero trust as a shift away from static network perimeters toward protecting users, assets, and resources. Its central rule is that location or ownership alone does not establish trust: “Zero trust assumes there is no implicit trust granted to assets or user accounts based solely on their physical or network location (i.e., local area networks versus the internet) or based on asset ownership (enterprise or personally owned).”

In NIST SP 800-207, subject and device authentication and authorization take place before a session to a resource is established. That changes the focus from asking whether someone is inside the network to asking whether this identity and device should access this particular application, system, or data. Remote work, personally owned devices, and cloud assets outside an organization-owned network boundary make that distinction especially important.

Zero trust does not mean removing network controls. Network segmentation and other controls may still be useful, but network location by itself cannot serve as proof that access is safe. The practical goal is resource-focused protection that accounts for the user, device, and access context.

Where should an organization start?

Begin with resources and risk, not a product shortlist. NIST’s Planning a Zero Trust Architecture: A Starting Guide for Federal Administrators, published May 6, 2022, describes applying the Risk Management Framework while developing and implementing a zero-trust architecture. It also emphasizes input and cooperation from enterprise stakeholders. The guide is written for federal administrators; its planning and coordination considerations can inform private organizations, but federal-specific directives do not automatically apply to them.

  1. Identify important resources. List the applications, data, workflows, and services whose exposure or disruption would matter most. Note who and what needs access, including people, devices, and service identities.
  2. Describe the risk to each resource. Use the organization’s existing risk-management process to identify relevant threats, consequences, and requirements. Prioritize work according to those risks rather than trying to transform every system at once.
  3. Map access paths and dependencies. Record how users and services reach each priority resource, where identities and devices are checked, and which on-premises or cloud systems are involved. This makes gaps and migration constraints visible before enforcement changes.
  4. Agree on ownership and decisions. Involve security, identity, endpoint, network, application, data, and business stakeholders. Establish who owns the resource, who defines acceptable access, and who operates the controls.
  5. Choose a bounded first implementation. Select a resource or workflow with a clear risk rationale and a manageable set of dependencies. Define what access should be allowed and what evidence will show that the intended policy is being applied.

How do you turn principles into access decisions?

For each protected resource, specify the decision inputs and the enforcement point before choosing implementation components. A useful design asks whether the organization can establish the relevant identity, assess the device, apply a policy before access, and connect the decision to the resource across its actual hosting environments.

  • Identity: Identify the user or service requesting access and the access rights it should have for this resource. Consider how identity governance and credential or access management fit into the decision.
  • Device: Decide what device identity and context are relevant to the resource’s risk. Include personally owned devices where they are part of the real access pattern rather than assuming every endpoint is enterprise-owned.
  • Policy and enforcement: Specify where policy is evaluated and how access is granted or denied before a resource session begins. Confirm that the enforcement design covers the resource itself, rather than relying only on a broad network boundary.
  • Integration: Trace how identity, endpoint, network, and security operations systems exchange the information needed to make and operate the decision. Include both on-premises and cloud dependencies where applicable.
  • Operations: Determine who maintains policies, handles exceptions, responds when access is denied, and reviews whether the design still matches business use and risk.

These are design questions, not a prescribed vendor stack. NIST SP 800-207 establishes the resource-focused principles; the organization must translate them into controls that fit its environment and risk priorities.

How should you evaluate implementation options?

Compare architectures and product capabilities against the same protected-resource scenario. NIST’s 2025 implementation guide covers multiple example builds and capability areas, but it does not establish one universally best product or configuration.

Evaluation area Questions to ask
Resources protected Which applications, data, services, and workflows are covered? Are the organization’s priority resources in scope?
Identity and device context How are user, service, and device identities represented and verified? What context can inform the access decision?
Enforcement Where is policy applied, and does the control make its decision before a session to the resource is established?
Environment coverage How does the approach work across on-premises systems and relevant cloud environments? What dependencies or migration constraints remain?
Integration and operations How does it connect with existing identity governance, endpoint, network, and security operations capabilities? What new work will teams need to operate it?
Risk alignment Does the design address the organization’s documented priorities, or does it add complexity without protecting a meaningful resource or workflow?

In NIST SP 1800-35, published June 10, 2025, the National Cybersecurity Center of Excellence collaborated with 24 organizations under Cooperative Research and Development Agreements to integrate commercially available technology into 19 example implementations. The guide provides technical implementation details, common use cases, best practices, lessons learned, and mappings to standards and guidelines. Treat those builds as patterns to study and adapt—not independent proof that a particular vendor or architecture is best for every organization.

The guide includes capability areas such as enhanced identity governance, identity/credential/access management, microsegmentation, secure access service edge, and software-defined perimeter. These names describe areas represented in the project, not a checklist every organization must buy. NIST also states that identifying commercial materials does not imply recommendation or endorsement; participation in the project does not establish a vendor’s current suitability for a particular deployment.

How should you stage and assess progress?

Use incremental implementations tied to resources and risks, then assess whether each change works as intended before broadening it. A practical sequence is to establish a baseline, implement access decisions for a bounded resource, learn from operational effects, and use those findings to set the next priority. This is an organizational approach, not a claim that NIST or CISA prescribes a universal sequence.

  • Baseline: Record the resource, its access paths, identity and device checks, current enforcement points, dependencies, and known operational constraints.
  • Implement: Apply the chosen policy to the defined scope and verify that the expected users and services can reach the resource under the intended conditions.
  • Review: Examine denied and permitted access, exceptions, support issues, and control operation. Use those findings to correct policy or integration gaps.
  • Extend: Select the next scope using documented risk priorities and what the earlier implementation revealed about dependencies and operational effort.

CISA’s Zero Trust Maturity Model Version 2 is a federal roadmap and resource for agency strategies and implementation plans. At a high level, it organizes maturity around five pillars and three cross-cutting capabilities. Consult the model itself for the pillar names, capability details, and full maturity matrix; do not infer specific actions from the top-level count alone. Private organizations may use it as a reference, while recognizing its federal purpose.

What does a useful implementation plan contain?

A plan should let technical teams implement controls and let leaders understand why each scope is being addressed. For each planned increment, document:

  • the protected resource or workflow and its risk rationale;
  • the people, devices, and services that require access;
  • the identity and device context used in decisions;
  • where policy is enforced and how the resource is reached;
  • the systems and teams that must integrate or operate the change;
  • migration constraints, exception handling, and operational ownership; and
  • the evidence used to decide whether the implementation is working and what to prioritize next.

This keeps zero trust connected to actual access and risk decisions instead of treating it as a network refresh or a single platform purchase.
