Open ecosystems matter because people and organizations can inspect, use, adapt, and build on shared technology rather than depending entirely on a single vendor’s decisions. That can widen innovation, create economic value, improve portability, and support technological independence. But open availability alone does not make software secure, well maintained, or reliably supported: those outcomes require capable governance, sustained investment, and active communities.

What makes an ecosystem “open”?

An open-source project makes its source code available under a license that grants users defined rights to use, study, modify, and redistribute it. An open ecosystem is broader than a code repository: it includes the people, organizations, standards, tools, funding, and maintenance practices that allow shared technology to be adopted and improved over time.

Open source does not necessarily mean that every service, dataset, or component around a product is open. Nor does it mean that a project has no owner, rules, or costs. Licenses set the terms for reuse, while project governance and the organizations around it determine how decisions are made and work is sustained.

How open ecosystems create value

Shared development lets improvements travel

When code can be inspected and reused, organizations do not always have to solve the same technical problem independently. Developers can build on existing work, report defects, propose changes, and adapt software to needs its original authors did not anticipate. Reuse can shorten development cycles and make improvements available beyond the organization that funded them.

The European Commission’s 2021 study estimated a cost-benefit ratio above 1:4 for open-source software investment. It also modeled that a 10% increase in contributions could generate an additional 0.4% to 0.6% of EU GDP annually and more than 600 additional ICT start-ups. Participation can spread skills and innovation

Open projects give contributors opportunities to learn by reading real code, solving practical problems, and collaborating with people outside their workplace or country. In Linux Foundation Europe’s summary of its 2024 European report, 74% of individual respondents named learning and personal development as primary motivations for contributing. Open approaches are also relevant to newer technologies. Linux Foundation Research’s 2025 summary of an open-source AI study reported that 89% of surveyed organizations used some form of open source in their AI stack and 63% of companies used an open model. The summary characterizes open-source AI as cost-effective and associated with productivity and collaborative innovation; the figures describe that study’s respondents and methods, not universal adoption or outcomes. Public investment can benefit more than one buyer

When publicly funded software is released openly, other public bodies and businesses may be able to reuse it instead of paying to recreate similar capabilities. In Linux Foundation Europe’s 2024 survey summary, 82% of respondents agreed that publicly funded software should be open, while 30% of public and educational organizations reported having a formal open-source strategy. Why openness can increase control and independence

Access to source code and permission to modify it can give users more control over how a system works, how it integrates with other tools, and where it runs. If a vendor changes its prices, roadmap, or terms, an organization with the technical capacity and legal rights to do so may be able to maintain a fork, hire another provider, or migrate to a compatible implementation.

This can reduce vendor lock-in, but it does not eliminate dependency. A business may still rely on a particular maintainer, hosted service, proprietary extension, or scarce specialist. Portability depends on license terms, open formats and interfaces, available alternatives, and the practical cost of moving data and workloads. “Open” is therefore a useful factor in assessing control, not a guarantee of independence.

Why openness is not a security guarantee

Publicly available code can be inspected by defenders, researchers, and users, which can help identify defects. The same visibility can also help attackers study software. Security depends on whether problems are found, disclosed, fixed, and delivered to users—and whether users actually install fixes. Source availability by itself does not establish that code has been reviewed or that vulnerabilities will be resolved promptly.

Confidence in open-source security rose among respondents to Linux Foundation Europe’s survey: 76% reported confidence in 2024, compared with 73% in 2023. Widely used components may have fragile support

Open-source dependencies are embedded throughout commercial software. The OpenSSF announcement of Census III reported more than 12 million observations of FOSS libraries used in production applications at over ten thousand companies. It also noted that much widely used FOSS is developed by only a handful of contributors. Broad use does not necessarily mean a project has broad maintenance capacity. A vulnerability in a dependency can affect many products, while a small maintainer team may have limited time to review changes, respond to reports, or release updates. Organizations using open-source components need to know what they depend on, assess the importance and condition of those dependencies, and plan how to receive and deploy fixes.

Maintenance requires more than a vulnerability reward

Maintenance is part of security work: it includes reviewing changes, fixing defects, managing releases, protecting developer accounts, and keeping dependencies current. Research commissioned by the Sovereign Tech Fund and summarized by Linux Foundation Europe recommends treating maintenance as part of security investment. It cautions that “If not deployed judiciously, bug bounty programs may do more harm than good.” A reward program should complement established security practices, not substitute for maintainers, coordinated disclosure, or routine upkeep. How to assess an open or proprietary option

Open source is not automatically the right choice, and proprietary software is not automatically the wrong one. Compare the actual options against the needs of the organization and the capacity to operate them.

Decision area Questions to ask
Control and portability Can you modify or move the software? Are data formats and interfaces usable elsewhere? What would migration require?
Total cost Include implementation, hosting, integration, training, maintenance, security work, and support—not just a license fee or the absence of one.
Security and maintenance Who reviews and fixes defects? How are releases and security reports handled? Can your team keep the software and its dependencies updated?
Interoperability Does it work with the systems you need, and can you exchange data through documented formats or interfaces?
Accountable long-term support Is there a maintainer, provider, or internal team able to take responsibility over time? What happens if the current maintainer stops work?

A strong choice is one whose rights, technical fit, support arrangements, and maintenance resources match the organization’s needs. If a project is critical, adoption should include a plan for tracking dependencies and contributing to or funding the work on which the organization relies.

What makes an open ecosystem sustainable?

Healthy open ecosystems require more than code access. They depend on clear project governance, maintainers with time and resources, responsible security practices, and organizations willing to support essential shared infrastructure. Funding may come from companies that depend on a project, public institutions, foundations, service providers, or individual contributors; the right model varies by project.

Investment should follow real-world importance and risk. Census III’s findings illustrate why organizations need visibility into the components they use: a widely deployed library with a small maintainer base may merit more attention and support than a less critical project. Open ecosystems can distribute the benefits of development widely, but sustaining their foundations is a shared responsibility.
