Online casino fairness and security are assessed through separate, limited forms of assurance—not a universal seal that guarantees an operator is safe or every game will always behave as expected. Great Britain offers a documented example: covered licensees must follow the UK Gambling Commission’s technical standards, including pre-release testing for relevant games and recurring security audits. Requirements differ elsewhere, so first identify the regulator responsible for the specific operator in your jurisdiction.

How do online casino fairness and security standards work?

In Great Britain, the UK Gambling Commission’s Remote Gambling and Software Technical Standards (RTS) set requirements for covered remote gambling and software licensees. The Commission issues the standards under sections 89 and 97 of the Gambling Act 2005. Compliance with the RTS and its testing strategy is a licence condition.

The framework is principles-based: it sets aims and requirements while allowing a licensee to use a different approach if it can show that approach is reasonable and similarly effective. The standards do not prescribe particular proprietary technologies.

This is a jurisdiction-specific example, not a description of the law everywhere. A license issued by one regulator should not be treated as proof that an operator meets another jurisdiction’s rules.

How do I know an online casino is fair?

For relevant RNG-driven products—including casino games—the UK Gambling Commission’s testing strategy requires adequate testing by an approved test house before a new product is released. The licensee must provide evidence to the Commission. If a later change could affect fairness, external retesting may be required.

Applicable licensees are also subject to an annual games-testing audit. It examines whether the licensee classifies changes appropriately and follows its processes for development, testing, release, and return-to-player (RTP) monitoring. That audit assesses the operator’s processes; it is distinct from a pre-release test of a particular game.

A fairness claim is therefore most useful when it identifies the product, the responsible licensee, the testing body, the scope of the test, and its date. A document covering one game or licensee does not establish that every product or company in a wider group has been tested.

Are online casino games independently tested?

Under the Great Britain framework, covered RNG-driven products receive pre-release testing by an approved test house. The Commission’s testing strategy also sets out when fairness-affecting changes may need external retesting and when applicable licensees undergo an annual games-testing audit.

These activities answer related but different questions: a product test concerns the game within its stated scope, while the annual audit checks processes such as change classification and release controls. Neither should be presented as an unlimited guarantee about all games, all future versions, or future outcomes.

What does an RNG certificate prove?

An RNG-related certificate can support a claim about the game or system identified in the certificate and the testing performed within its stated scope. It is not, by itself, evidence that an operator’s information-security controls have been audited, that every game is covered, or that a game’s future outcomes are predictable or guaranteed.

Check which product and licensee the document names, who performed the test, what was examined, and when. If the operator has made relevant changes since the test, the date and change history matter because fairness-affecting changes can require retesting.

What does a casino security audit examine?

For covered remote casino operators in Great Britain, the Commission requires an annual independent security audit against the RTS security requirements. Those requirements draw on relevant sections of ISO/IEC 27001:2022. The audit concerns information-security controls and critical systems; it is not a game fairness test.

Critical systems can include systems that store or process sensitive customer information, generate or process random numbers used to determine game outcomes, or keep customer gambling history. The systems and networks connected to them may also fall within the audit’s scope.

Evidence may address access controls, software changes, penetration testing and vulnerability assessments, logs, backups, information handling, and staff procedures. The particular systems and controls covered determine what an audit can support; the word “audit” alone does not describe its scope or findings.

Does a casino security audit mean my information is safe?

No audit can establish that information is risk-free. An independent audit provides evidence about the covered controls and systems at the time and within the scope assessed. It does not guarantee that an incident will never occur or that systems outside the audit’s scope have the same controls.

The UK Gambling Commission explicitly cautions that its technical standards should not be used as a measure of reliability, quality, or security. It also says the standards allow equivalence between different technologies rather than specifying proprietary products. A licence logo, encryption claim, security badge, or RNG label is not a substitute for verifiable, current, in-scope evidence.

How can I check whether an online casino is licensed?

  1. Find the operator’s licensing information. Note the regulator and jurisdiction named on the operator’s site, and identify the legal licensee rather than relying only on a casino brand name.
  2. Verify the claim with that regulator. Check the regulator’s own records for the licensee and the relevant remote gambling or software permissions. Do not assume a logo or an operator’s own statement confirms a current licence.
  3. Match assurance documents to the claim. For a game-testing claim, look for the named product, licensee, test house, scope, and date. For a security claim, look for the audit’s scope, independent auditor, and date.
  4. Compare like with like. When evaluating two operators, compare their regulator and jurisdiction, licensee and product covered, assurance type, independent body’s role, report or test date, relevant later changes, and stated limitations.

A regulator’s technical standards establish obligations for licensees; they do not amount to an endorsement of a particular casino. For rules outside Great Britain, consult the regulator that licenses the specific operator rather than applying UK requirements by default.
