One CPU core reaching 100% while you play can be normal: a game may rely heavily on one main thread while other work is spread across less-busy cores. The reading alone does not prove your processor is faulty, that the whole CPU is maxed out, or that you need an upgrade. It matters most when it coincides with low frame rates, stutter, or uneven frame pacing.
Why can one core be at 100% while the rest are not?
Games divide work among threads, but some time-critical tasks depend on a main thread or another lightly threaded workload. Other threads may handle separate tasks, yet they cannot make serial work on the busy thread finish faster simply by running on idle cores. Intel explains that in a lightly threaded game, “the majority of the activity will be isolated to one core” (Intel’s CPU benchmark guide).
That is why 100% on one logical processor is different from 100% overall CPU usage. It describes activity on that processor, not necessarily the total capacity of every core in the system. A single saturated thread can still hold up frames even when other cores are relatively quiet.
Does a maxed-out core mean your game has a CPU bottleneck?
Not by itself. Treat the reading as a clue and check whether it lines up with a problem you can feel or measure: low frame rate, stutter, or inconsistent frame pacing. Microsoft’s game-development guidance notes that CPU-consuming game systems and draw submissions can contribute to CPU bottlenecks (Microsoft: Optimize CPU usage).

If the game is performing as expected, one busy core may simply reflect how its work is distributed. If performance is poor, you still need to identify whether the game’s CPU work is holding frames back rather than assuming the busiest reading is the cause.
How to check whether the game or another process is using the CPU
Start with Task Manager
- Open Task Manager and select Performance, then CPU, to view processor activity. Microsoft documents this view as a way to monitor CPU usage (Microsoft: CPU analysis).
- During the gameplay that causes the issue, inspect the per-logical-processor activity and see whether the high reading persists.
- Check the game’s entry in Task Manager rather than attributing all system CPU activity to the game. Background processes can also consume CPU time.
Use Windows Performance Analyzer for thread-level detail
For a deeper diagnosis, Windows Performance Analyzer provides CPU Usage (Precise) views that can show activity by CPU, process, and thread (Microsoft: CPU analysis). This can help distinguish a persistently busy game thread from unrelated background activity or a thread running under processor-affinity constraints.

When should you check BIOS core settings?
If you have a specific reason to suspect that some cores are disabled, check the firmware or BIOS settings for core enablement. Intel Support advises: “If the game is designed to run on multiple cores, then make sure all cores are enabled in the BIOS” (Intel Support: game appears to use only one core). This is a targeted check, not a reason to change firmware settings simply because one core is busy.

Should you change CPU affinity or disable cores?
Do not treat pinning a game to selected cores, disabling cores, or turning off SMT/Hyper-Threading as universal fixes. Fixed placement can prevent the operating system from scheduling work flexibly, and Intel cautions that it may result in suboptimal utilization (Intel Support). Microsoft’s guidance for desktop CPUs with a single efficiency class is generally to let threads float across cores (Microsoft: Processor affinity). The cited guidance describes tradeoffs, not a guaranteed FPS improvement from affinity changes.

When is a CPU upgrade worth considering?
Consider replacing a processor only after measurements show that the CPU is limiting the game you care about. A single per-core utilization reading cannot establish that on its own. Any upgrade decision also depends on your target games and performance goal, the current processor and platform or motherboard compatibility, and your budget; the reading provides no basis for recommending a particular CPU.
