Neither on-premises nor cloud infrastructure is automatically the better choice for a private large language model (LLM). On-premises can suit workloads that must be processed within an organization’s environment, need local connectivity, or have steady demand that justifies owned capacity. Cloud can suit variable workloads that benefit from elastic or managed compute, provided the provider’s regional, contractual, and technical controls meet the organization’s requirements. A hybrid design can split workloads between the two.

The useful comparison is not simply where the model runs. It is where prompts, retrieved documents, outputs, logs, and related data travel; who operates each layer; what capacity the workload needs; and what the complete cost looks like over time.

What “private LLM” means for this decision

“Private” can describe access controls, deployment design, or contractual terms; it does not by itself establish that data stays within an organization-controlled boundary. A private cloud account or dedicated environment may still run on provider infrastructure. Map the actual data path and responsibility boundaries before treating a deployment as private: identify where inference occurs, which services receive prompts and retrieved content, what is logged or retained, who can access it, and what the contract says about processing and use.

On-premises inference can keep processing in the organization’s own environment, but it also leaves the organization responsible for securing and maintaining more of that environment. Microsoft Learn summarizes the trade-off this way: “Local, on-premises: Since data remains on the device, running a model locally can offer benefits regarding security and privacy, with the responsibility of data security resting on the user.” That is vendor-authored guidance, not a guarantee that local systems are inherently secure. On-premises vs. cloud: the practical differences

Decision area On-premises Cloud What to validate
Data location and control The organization operates compute in its environment and can support close local control. Data is sent to provider services or runs on provider infrastructure; the deployment and contract determine the details. Processing region, logs, retention, access, training use, encryption, and contract terms.
Compute and scale Inference is bounded by procured CPU, GPU, or NPU resources, memory, and storage. Provider capacity and managed services may offer larger or more elastic resources, subject to availability and quotas. Model size, context length, concurrency, throughput, accelerator memory, and peak demand.
Latency May avoid an external network round trip, although local hardware can take longer to compute. Network communication adds a hop; more powerful provider hardware may reduce compute time. End-to-end latency, including retrieval, network, queueing, and generation.
Cost Capital and continuing costs can include accelerators, facilities, power, cooling, staffing, maintenance, and replacement. Charges can include usage or reserved capacity, networking, storage, and managed services. Compare the same time period and realistic utilization, including idle capacity and operations.
Operations The organization maintains hardware, operating systems, model-serving software, updates, monitoring, and capacity. The provider maintains some infrastructure; the customer remains responsible for configuring and protecting the services and data it controls. Staff capability, patching, incident response, service limits, and exit planning.
Resilience and control The environment can be isolated or tailored, but the organization must build redundancy and recovery. Provider regions and services may offer resilience features, depending on design and service terms. Failure domains, backups, disaster recovery, provider dependencies, and portability.

When should you choose on-premises over cloud?

On-premises is most compelling when a workload has requirements that cloud services cannot meet, or when the organization can operate owned capacity effectively. Data residency, internal security policy, connectivity limitations, and latency needs can all support a local deployment. AWS describes data residency, information-security policy, and low latency as motivations for on-premises and edge language-model deployments, with examples such as regulated sectors and factory diagnostics.   • Choose on-premises when: the requirement to keep processing local is non-negotiable; local inference is needed for connectivity or latency; demand is steady enough to justify owned resources; and the organization has the staff and facilities to operate them.
  • Do not choose it on privacy grounds alone: local infrastructure can keep data closer to the organization, but security still depends on access controls, maintenance, monitoring, and the way connected systems handle data.

When is cloud infrastructure a better fit?

Cloud is often a stronger fit when demand is uncertain or spiky, fast access to larger compute matters, or the organization wants a provider to handle some infrastructure maintenance. Those benefits are conditional: capacity can be subject to quotas and availability, network calls add latency, and cloud use still requires configuration, governance, and cost management.

  • Choose cloud when: provider regional and contractual controls meet the workload’s requirements; demand varies enough that elastic capacity is useful; and the organization prefers usage-based capacity to buying and maintaining accelerators.
  • Validate before committing: the provider’s processing region, logging and retention behavior, access model, service limits, pricing components, and process for leaving or moving the workload.

AWS Public Sector’s 2025 discussion of language models describes comparing managed API charges with self-hosted total cost, including hardware or reserved capacity, engineering, power, and operations. When does a hybrid deployment make sense?

Hybrid can separate workloads by sensitivity, latency, or utilization: for example, local capacity can serve workloads with strict residency or connectivity needs, while cloud resources serve other workloads or cover peaks. This is not automatically simpler or safer. The split needs explicit routing rules and a security boundary that accounts for identity, networking, observability, and failover across environments.

How to compare total cost and performance fairly

There is no reliable break-even point that applies to every organization. Compare both options over the same time horizon and realistic workload. A cloud estimate should include the full service bill; an on-premises estimate should account for capacity that may sit idle as well as the cost to run and refresh it.

  • Include accelerators or reserved capacity, utilization, power and cooling, facilities, engineering and platform operations, maintenance, redundancy, and replacement or refresh.
  • Measure realistic model size and quantization, prompt and context lengths, requests per second, concurrent users, and peak demand.
  • Record time to first token, tokens per second, availability target, and end-to-end response time, including retrieval, network transfer, queueing, and generation.
  • Test the same representative workload and service expectations against both options; account for local hardware limits and cloud quotas or capacity availability.

For an on-premises option, a GPU server is a category rather than a default configuration. Size it for model weights and runtime memory, context, concurrency, throughput, redundancy, and the organization’s power and network environment.

A practical decision sequence

  1. Define the boundary. Trace prompts, retrieved documents, outputs, logs, and other sensitive data through inference and connected services. Specify permitted locations, retention, access, encryption, and contractual requirements.
  2. Characterize the workload. Document model and quantization, context size, request rate, concurrency, peak patterns, latency target, uptime target, and expected growth.
  3. Check operational readiness. For local hosting, confirm responsibility for hardware, software, patching, monitoring, incident response, power, facilities, and recovery. For cloud, confirm configuration, governance, quotas, service dependencies, and cost controls.
  4. Build comparable estimates. Use the same period, demand profile, redundancy target, and service expectations. Include full cloud usage charges and an amortized local estimate with operations, power, cooling, maintenance, and refresh.
  5. Prototype and measure. Run a representative workload and compare end-to-end latency, throughput, utilization, and availability rather than relying on hardware specifications or a single model-generation speed.
  6. Choose the deployment boundary. Use one environment if it meets the requirements with a sustainable operating model; use hybrid only when the workload can be separated and identity, routing, monitoring, and failover work across both sides.
