An OpenID Connect (OIDC) application may depend on more than its users and its identity provider: it may also need network access to the provider’s discovery document and signing keys. If those endpoints cannot be reached, token validation can fail, depending on how the relying-party implementation retrieves and caches the information.
The specific incident implied by “the OIDC dependency we didn’t know we had” is not identified by an available postmortem or account, so no outage, organization, or fix can be attributed to it. The architecture pattern itself is documented and worth checking in your own deployment.
How OIDC discovery creates a network dependency
OpenID Connect adds an identity layer to OAuth 2.0. Its Discovery specification describes how a relying party—such as an application validating a user’s sign-in token—finds an OpenID Provider’s metadata and endpoints. The OpenID Foundation describes the purpose as enabling clients to verify an end user’s identity and obtain basic profile information in an interoperable way.

The discovery document publishes an issuer value and endpoint locations, including jwks_uri. That URI points to a JSON Web Key Set (JWKS), a collection of public keys a relying party can use to verify token signatures. The issuer in the discovery document must match the iss claim in ID Tokens issued by that provider. See the OpenID Connect Discovery 1.0 specification.

What happens when a JWKS endpoint is unreachable?
If a relying party needs provider metadata or a signing key and cannot retrieve it, it may be unable to validate a token. Network reachability, firewall rules, endpoint latency, and key retrieval therefore can become part of the authentication architecture—not merely background infrastructure.
This does not mean every sign-in triggers a live request to the identity provider. Whether metadata and keys are fetched on each validation, cached, refreshed, or handled another way depends on the client library and its configuration. A cache may affect how an endpoint interruption presents to users, so inspect the implementation rather than assuming a universal behavior.

AWS federation guidance illustrates specific failure modes
AWS documents several possible causes of the federation error “Couldn’t retrieve verification key from your identity provider.” These are troubleshooting examples for AWS IAM federation, not universal OIDC outage statistics or limits.
- The provider’s
.well-knowndiscovery orjwks_uriendpoint may not be accessible from the public internet. - A firewall may block the relevant request.
- Latency between the identity provider and AWS STS may exceed five seconds in the request path described by AWS.
- A large JWKS may contribute to request throttling.
AWS recommends checking endpoint accessibility, firewall rules, operation latency, and whether unnecessary keys can be removed. Its IAM guide also describes a service-specific key-count condition: for AssumeRoleWithWebIdentity, a JWKS with more than 100 RSA keys or more than 100 EC keys can result in InvalidIdentityToken when the JWT is signed with a key type that exceeds the applicable limit. AWS also documents a VPC endpoint option for STS OIDC discovery. That guidance is a concrete example of network topology and endpoint access mattering in a cloud integration; it does not establish how other providers or client libraries behave. Use the following checks from the environment where the relying party actually runs. They help locate common dependency failures, but the right remediation depends on the provider, client library, and deployment.

- Inspect provider discovery metadata. Retrieve the configured discovery document and confirm its issuer and
jwks_uri. Compare the issuer with theissvalue expected in the ID Tokens your application accepts. - Test reachability from the relying party. Check whether that runtime environment can reach the discovery and JWKS endpoints. A test from a developer laptop does not establish that a workload behind a different network boundary can connect.
- Review egress policy and firewalls. Check the routes and rules governing outbound requests from the application, including any proxy or network controls in the path.
- Check latency and provider-side telemetry. Correlate token-validation failures with request latency and identity-provider endpoint logs. If you use AWS federation, compare the symptoms with AWS’s documented troubleshooting conditions.
- Inspect JWKS contents and rotation. Confirm that published keys are needed and that the provider’s key rotation is reflected in the set the relying party can retrieve. For AWS IAM, evaluate the key-count condition for the relevant key type and operation.
- Verify client caching and refresh behavior. Identify how your specific library caches discovery metadata and keys, when it refreshes them, and how it behaves if refresh fails. Do not assume a cache duration or failure policy without checking the implementation and configuration.
- Make the dependency visible in architecture and operations records. Document the issuer, discovery and JWKS endpoints, network boundaries, key-rotation responsibility, and the telemetry used to diagnose failures.
What the 2025 OpenID Foundation notice does—and does not—establish
On February 25, 2025, the OpenID Foundation published a security notice about a formal analysis of OpenID Federation. It reported a vulnerability involving ambiguities in JWT audience values sent to authorization servers and said the issue also affected other OpenID and OAuth specifications. The notice said corrective actions had been incorporated into OpenID specifications and certification tests, with work underway for affected OAuth specifications. The architecture lesson
Identity-provider metadata and signing keys are dependencies to account for wherever a relying party retrieves them. Map the retrieval path, understand the implementation’s caching and refresh behavior, and ensure that network controls and operational telemetry cover those endpoints. The title-specific incident remains unverified; a real postmortem would be needed to connect this general pattern to a particular outage or remediation.
