Neither offline nor digital marketing is inherently cheaper, broader-reaching, or more effective. Compare them against the same audience, objective, geography, and time period—and judge cost by what it takes to reach the right people or achieve the intended outcome, not by a channel’s headline rate.
What counts as offline and digital marketing?
Offline marketing commonly includes linear television, radio, print, and out-of-home advertising. Digital marketing commonly includes search, social, display, online video, and connected TV (CTV). The boundary is not clean: television programming and ads also run online, while digital video can appear on television screens. Choose channels by audience and objective rather than treating the categories as opposites. Nielsen cautions against assuming traditional media is only for awareness or digital is only for performance (Nielsen, September 2024).

Which is cheaper?
There is no universal offline-versus-digital price or ROI comparison established by the available evidence. Prices vary with market, target audience, inventory, timing, and buying method. A useful comparison includes the full campaign spend and a common unit suited to the goal.

- Include more than media placement: account for production, agency, and measurement costs when those figures are available.
- Check how costs were estimated: Google notes that TV spend inputs in its Cross-Media Reach reporting may be third-party estimates and may not match actual media spend (Google Ads Cross-Media Reach documentation).
A low nominal media price can still be poor value if it reaches too few of the intended audience, duplicates exposure already bought elsewhere, or does not advance the campaign objective.

Which reaches more people?
Reach is the estimated number of unique people exposed; impressions count ad deliveries. One person can generate multiple impressions, and may encounter the same campaign across several platforms and devices. Frequency describes how often reached people were exposed. For a useful cross-channel comparison, look at unique on-target reach, frequency, and incremental reach after accounting for overlap.
Cross-media reach is an estimate, not a perfect headcount. It depends on data coverage and modeling. Google says its modeled reach estimates use aggregated behavior and other signals, including local inputs, to estimate unique people rather than simply count cookies. Its comparison of digital video with traditional TV uses licensed third-party TV metrics and is available only in selected countries; access limits may also apply. Cross-Media Reach is not a universal report across all publishers (Google Ads documentation).

- Marketing 14th edition By Roger Kerin and Steven Hartley
Channel mix can matter. Nielsen’s analysis of hundreds of campaigns found that campaigns placing more than 85% of their budget in one media bucket reached at most 17% of the target audience in the campaigns analyzed. In the same analysis, well-diversified campaigns across CTV, desktop, and mobile reached 90% of the target audience. These are findings for Nielsen’s analyzed campaigns and platforms, not guaranteed outcomes for every advertiser (Nielsen, September 2024).

How should you measure offline marketing against digital?
Start by matching the metric to the job the campaign is meant to do. Operational measures such as clicks, impressions, and platform-reported conversions help manage individual channels, but they do not by themselves prove incremental sales or a lasting brand effect. Nielsen notes that channels and metrics differ and argues for connecting common cross-media measures to outcomes (Nielsen, September 2024).
Rank #3
| Campaign objective | Primary comparison | Useful supporting measures |
|---|---|---|
| Build reach or awareness | Unique on-target reach and frequency | Incremental reach across channels; awareness outcomes measured consistently |
| Drive traffic, leads, or sales | The relevant response outcome, such as traffic, leads, or sales | Cost per outcome; conversion-lift evidence where suitable |
| Compare channel efficiency | Total campaign spend against a shared reach or outcome measure | Production and measurement costs; audience, geography, and time window |
Google recommends evaluating video reach campaigns primarily on reach and frequency, and campaigns intended to drive sales, leads, or traffic primarily against those outcomes. Where appropriate, conversion-lift approaches can help assess whether advertising caused additional conversions rather than merely receiving credit for conversions that would have happened anyway (Google Ads Cross-Media Reach documentation).
Keep the audience definition and measurement window consistent across channels. Deduplicate reach where possible, and distinguish attributed response from evidence of incremental effect. Otherwise, apparently comparable platform reports may describe different people, counting rules, or periods.

What the cross-media evidence says—and does not say
Nielsen’s September 2024 explainer, drawing on its 2024 Annual Marketing Report, says 36% of media channels globally performed above average on both sales and awareness success; in the United States, the figure was 20%. The finding describes Nielsen’s channel analysis, not the predicted performance of a particular advertiser’s campaign. Nielsen’s summary is: “There’s no media superchannel” (Nielsen, September 2024).
In Nielsen’s 2025 Annual Marketing Report, only 32% of global marketers said they measure media spending holistically across traditional and digital channels. Respondents identified data issues, weak tools, too many vendors, and limited transparency in newer channels as challenges. This reflects reported practice and perceived obstacles; it does not establish that every marketer needs a paid measurement platform (Nielsen, 2025 Annual Marketing Report).
Best Value
Nielsen also reported that surveyed marketers planned more than 63% of media spend for digital channels on average in 2024. That is a report of planned allocations, not actual spending by every company and not evidence that digital is cheaper (Nielsen, 2024 Annual Marketing Report).
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to choose a channel mix
- Set the objective. Decide whether the campaign is meant to build reach or awareness, drive a response, or do both. Choose success measures before comparing channel prices.
- Define the audience and geography. Use the same target group and market when comparing alternatives. Confirm that the reach data cover the geography you need.
- Estimate total cost. Include media spend and, where available, production, agency, and measurement costs. Compare cost per on-target reach for reach goals, or cost per relevant outcome for response goals.
- Account for overlap. Review unique reach, frequency, and incremental reach across channels rather than adding impression totals together.
- Evaluate outcomes at the right level. Treat channel-native reporting as useful operational evidence, then use consistent cross-media outcome measures or lift methods where feasible to assess incremental impact.
Digital can be a sensible choice when the available audience, format, and outcome measurement fit the campaign; offline can be a sensible choice under the same test. Nielsen’s findings support avoiding heavy concentration based on channel stereotypes, but they do not prescribe one ideal mix for every business.
Google Ads Cross-Media Reach: useful, with limits
Google Ads Cross-Media Reach can report unique reach and frequency for eligible Google Ads video campaigns, and deduplicate reach across those campaigns. Digital Video plus Traditional TV reports add licensed third-party TV metrics in selected countries, subject to access limits. These reports can inform a campaign comparison, but they should not be mistaken for a complete measurement of every publisher or channel. Google’s documentation also notes a reporting-navigation change in October 2025: digital and YouTube video reports move from the Cross-Media Reach page to Brand Report (Google Ads documentation).
