Calling AI a “normal technology” does not mean it is ordinary, harmless, or unimportant. In Arvind Narayanan and Sayash Kapoor’s framing, AI can be transformative—like electricity or the internet—while its effects still depend on how people build applications, adopt them, and govern their use. Their central claim is that AI should remain under human control. That is an argued view about how to understand and manage AI, not a guarantee that every system is easy to control.

What “normal technology” means

In their April 15, 2025 essay “AI as Normal Technology,” researchers Arvind Narayanan and Sayash Kapoor use “normal” to distinguish AI from accounts that treat it as an exceptional force certain to produce abrupt, autonomous change. They do not use the word to suggest that AI is mundane. Electricity and the internet are examples of technologies that can profoundly reshape society and still count as normal in this framework.

The distinction is about how change happens. A powerful technology does not transform every workplace or institution the moment a technical capability appears. People have to turn capabilities into useful applications; organizations must decide whether and how to adopt them; and effects spread as those applications diffuse. That process can be consequential without being instantaneous or uniform.

How AI can be powerful and still be a tool

“Tool” describes AI’s role in relation to people and institutions; it does not mean a system is weak, predictable, or limited to following a simple instruction. AI systems vary in autonomy, the tasks they can perform, the resources they can access, and the reliability of their outputs. A system connected to consequential tools or deployed with little oversight poses different control questions from one used to draft text under close human review.

Narayanan and Kapoor state their position directly: “We view AI as a tool that we can and should remain in control of, and we argue that this goal does not require drastic policy interventions or technical breakthroughs.” This is their thesis, not proof that all existing or future AI systems already satisfy meaningful human control. It also does not make risk disappear; it shifts attention toward the design and governance choices that shape a system’s use.

Capability is not the same as impact

Technical progress matters, but it is only one part of the path from AI research to social and economic consequences. A model may gain a capability before anyone has built a dependable application around it. An application may exist without being adopted widely. Adoption may be uneven because organizations face different costs, rules, workflows, and risks.

Narayanan and Kapoor’s framework therefore separates methods, applications, adoption, and diffusion rather than treating a jump in capability as an automatic jump in economy-wide impact. This helps explain why forecasts based only on what a system can do in a demonstration can miss the work of integration, oversight, and institutional change. It does not establish that change must be slow: the pace and reach of adoption remain matters of prediction, not certainty.

How this view differs from superintelligence-centered accounts

The contrast is best understood as a difference in emphasis, not as a claim that one side takes risk seriously and the other does not. Superintelligence-centered accounts tend to focus on the possibility that increasingly capable systems could create discontinuous change or become difficult to control. The normal-technology account gives more weight to applications, adoption, diffusion, and how institutions respond. Narayanan and Kapoor say their essay is not a point-by-point rebuttal of the superintelligence literature.

Question Normal-technology emphasis Superintelligence-centered emphasis
What drives impact? Capabilities matter alongside applications, adoption, and diffusion. Increasing technical capability and the possibility of discontinuous change receive greater emphasis.
How might change unfold? Effects often depend on implementation and spread through institutions; this is a forecast, not a guarantee of gradual change. Some accounts emphasize rapid transitions or changes that outpace adaptation.
Which risks matter? Accidents, arms races, misuse, and misalignment are all considered. Risks from highly capable systems becoming difficult to control are often foregrounded.
Where can control be applied? Attention includes resilience and context-sensitive controls around applications and deployment. Attention may also focus on constraints or safeguards during model development.

These are broad differences in emphasis, not exhaustive descriptions of every author or proposal in either debate. The normal-technology framing is useful for asking what must happen between a technical advance and a real-world effect; it does not, by itself, settle the likelihood of extreme outcomes.

What risks the framework recognizes

Narayanan and Kapoor discuss accidents, arms races, misuse, and misalignment. Calling AI a normal technology is not a denial of catastrophic risk. It is part of an argument about which defenses are appropriate, including resilience and controls tailored to the context in which a system is used. Those are the authors’ recommendations, not a settled consensus that one set of policies is sufficient.

For readers assessing a particular deployment, “human control” becomes more concrete when broken into design questions. The related Pro-Human Tool Framework describes meaningful control in terms of bounded scope, the ability to override a system, ways to verify its work, and assurances proportionate to its capabilities. These are useful criteria to examine; the existence of a framework does not show that every product or deployment meets them.

  • Scope: What tasks may the system perform, and what data, tools, or resources can it reach?
  • Override: Can a responsible person pause, reject, or reverse an action in time to matter?
  • Verification: Can people check important outputs or actions, rather than having to trust them blindly?
  • Proportionate assurance: Do safeguards match the system’s capability, access, and potential consequences?

How certain are the predictions?

The authors present their account as a forecast, not an established law of technological change. They write: “Of course, we cannot be certain of our predictions, but we aim to describe what we view as the median outcome. We have not tried to quantify probabilities, but we have tried to make predictions that can tell us whether or not AI is behaving like normal technology.” Their expectations about adoption and diffusion should therefore be read as judgments grounded in argument and historical analogy, not as measured probabilities.

A practical way to use the framework is to keep three questions separate: what a system can do, what people have built it to do in a particular setting, and what happens as that use spreads. Each question needs its own evidence. Capability demonstrations alone cannot answer how quickly organizations will adopt AI, how much impact a deployment will have, or whether its controls will be adequate.
