Nokia Bell Labs’ Lunar Surface Communications System (LSCS) reached an operational, on-air state on the Moon during Intuitive Machines’ IM-2 mission and transmitted operational data to Earth. It did not complete a cellular call: limited power and a temperature problem prevented the Micro Nova Hopper from connecting.

What Nokia deployed on the Moon

The LSCS is a compact cellular system Nokia describes as a “network in a box.” It flew aboard Intuitive Machines’ Athena lander on the IM-2 mission to the lunar south-pole region. IM-2 was conducted through NASA’s Commercial Lunar Payload Services initiative, and Nokia said the demonstration received partial support from NASA’s Tipping Point initiative.

The equipment included a base station, radio equipment and a network core, along with operations and management software. Rather than testing a consumer phone service, the demonstration evaluated whether a terrestrial-style cellular network could be delivered, powered and operated in a lunar environment.

What happened during the 25-minute operating window

Nokia reported that the LSCS powered up during a 25-minute power window. Its operations and management software started, the system connected with Intuitive Machines’ ground station, and telemetry showed the base station, radio and core operating in an “on-air” state.

The network remained available without a service interruption for the duration of that window and sent operational data back to Earth. Those results establish that the system was deployed, activated and able to communicate status information through the mission’s ground link.

Why there was no cellular call

The demonstration stopped short of the milestone many headlines imply: no cellular call was completed on the Moon.

Power was constrained after landing

Athena’s final landing position left its solar-panel orientation limiting available power. Nokia said that constraint shortened the useful operating opportunity for the communications system.

The Hopper module was too cold

The device module carried aboard the Micro Nova Hopper had cooled below its operational range by the time the network was activated. It therefore could not connect to the LSCS.

EE Times reported that Athena came to rest on its side about 250 meters from its intended landing site at Mons Mouton. The off-nominal landing geometry and the resulting power and thermal conditions were central to the outcome.

How to interpret the demonstration

Question IM-2 result What it shows

Was the system tested under ideal landing conditions? No Power availability and vehicle orientation constrained the demonstration.

This distinction matters. The result validates deployment and network operation, but it is not a measurement of routine lunar coverage, user capacity, call quality or long-term reliability. The reported sources do not provide a broader performance data set or a comparison with another lunar cellular product.

What Nokia’s result means for lunar missions

A local cellular network could give landers, rovers, instruments and crewed vehicles a common communications layer instead of requiring every device to maintain a separate direct link to Earth. Cellular architecture can also support managed device identities, mobility and different data services within a mission area.

IM-2 shows both the appeal and the difficulty of that approach. The communications hardware and software operated in the lunar environment, yet landing attitude, solar access and thermal survival determined whether a user device could actually attach to the network. Future systems will need those environmental constraints designed into the complete mission, not treated as separate communications issues.

Axiom spacesuit integration: a reported future step

In a March 2025 EE Times report, Nokia was described as working with Axiom Space on integrating cellular technologies into spacesuits for Artemis III. The proposed communications included voice, biometric data, and high-resolution imagery and video.

That report identified unresolved engineering issues, including mechanical integration, antenna placement and the power draw that would come from a suit’s life-support system. The collaboration was future work as described at that time; it was not a completed Artemis capability, and the report does not establish that the mission schedule or design has remained unchanged.

Bottom line

Nokia Bell Labs did deploy what it called the first cellular network on the Moon, power it up, reach an on-air state and send operational data during a 25-minute window. The IM-2 mission did not produce a cellular call because the lander’s power situation and the Hopper module’s low temperature prevented a device connection. The achievement is therefore a successful network deployment and operations demonstration—not yet a demonstration of end-to-end lunar voice service.
