No: New Jersey Senate Bill S597 does not propose escalating fines on Atlantic City casinos or other venues. Its introduced text would impose civil fines on people who gamble at a casino or simulcasting facility while under 21. The official bill record reports that S597 was introduced and referred to committee on January 13, 2026; that record does not establish that it became law.

Who would face fines under S597?

The proposed penalties apply to a person who gambles at a casino or simulcasting facility while under the legal age of 21. The venue is where the conduct occurs; the introduced bill text does not make the venue the party liable for these proposed fines. See the introduced text of New Jersey Senate No. 597.

How would the proposed penalty work?

The bill would change underage gambling from a disorderly persons offense under current law to a civil-penalty framework. Its proposed amounts are maximums, not guaranteed assessments:

Offense Proposed maximum civil fine
First Up to $500
Second Up to $1,000
Any later offense Up to $2,000

These amounts are proposed in the introduced 2026 bill text; they should not be read as fines currently in force under S597.

Where would collected fines go?

The introduced text says collected fines would be used for compulsive-gambling prevention, education, and treatment programs, including programs such as those provided by the Council on Compulsive Gambling of New Jersey. It does not establish a more specific allocation formula.

What is S597’s status?

The New Jersey Legislature’s S597 bill record reports that the measure was introduced in the Senate and referred on January 13, 2026, to the Senate State Government, Wagering, Tourism & Historic Preservation Committee. The record cited here does not show subsequent committee action or enactment, so S597 should be described as a proposal, not current law.
