NetCAT is a network-based cache side-channel vulnerability affecting certain Intel Xeon E5, E7, and SP servers that support Intel Data Direct I/O Technology (DDIO) and Remote Direct Memory Access (RDMA). An attacker needs direct, authenticated RDMA access to a vulnerable system; this is not a drive-by attack that lets anyone on the internet steal arbitrary server data. Researchers demonstrated inferring keystrokes from an SSH session. Intel classifies the issue as low-severity, partial information disclosure and recommends restricting direct access from untrusted networks.
What is the NetCAT attack?
NetCAT is the name researchers gave to a network-based cache side-channel attack associated with CVE-2019-11184. Intel’s advisory describes the underlying issue as a race condition involving DDIO cache allocation and RDMA on specific microprocessors.
DDIO allows relevant input/output traffic to interact with processor cache. RDMA lets a computer access memory on another system directly over a network. NetCAT uses timing behavior in this arrangement to infer activity. The attacker does not simply request and receive files from the target; the attack attempts to learn information indirectly from side-channel behavior.
VU Amsterdam’s VUSec researchers say DDIO has been enabled transparently by default in Intel server-grade processors since 2012. That statement does not mean every Intel CPU is affected: Intel’s advisory limits the affected products to supported Xeon families and requires the relevant DDIO and RDMA conditions.

What can an attacker learn?
The VUSec researchers’ demonstration showed keystrokes being inferred from a victim’s SSH session. That is a concrete example of information leakage, not evidence that NetCAT provides unrestricted access to stored files, lets an attacker take over a server, or exposes every kind of data on every affected machine.
Intel describes the impact as partial information disclosure. In its 2019 advisory, Intel assigned CVE-2019-11184 a CVSS 3.1 base score of 2.6 and a Low severity rating. NIST’s National Vulnerability Database displays a different enriched CVSS 3.x assessment of 4.8. These are separate assessments from different authorities, not scores that should be combined; Intel’s advisory is the source for Intel’s rating and vector.

Is my Intel Xeon server affected?
A processor name alone is not enough to determine exposure. Intel identifies Xeon E5, E7, and SP families that support both DDIO and RDMA. The practical attack scenario also depends on whether RDMA is enabled and whether an attacker has the required direct access.
Intel says exploitation requires an authenticated user and, in its NetCAT explanation, read/write RDMA access to a target using DDIO. Its advisory’s CVSS vector also reflects adjacent network access, high attack complexity, low privileges, and required user interaction. In practical terms, check the configuration and access paths—not just whether a server uses an Intel CPU.

- Processor and platform: Confirm whether the system belongs to an Intel-listed Xeon E5, E7, or SP family and supports DDIO.
- RDMA: Establish whether RDMA is enabled and which users, hosts, and network paths can use it.
- Network reachability: Determine whether untrusted networks or users can reach the target through the required direct access path.
- Sensitive activity: Consider whether the server handles interactive input, such as SSH sessions, that could make side-channel inference consequential.
Intel’s INTEL-SA-00290 advisory lists affected products and its recommended mitigation. Intel’s NetCAT explanatory page describes access prerequisites and additional guidance.
How should administrators mitigate CVE-2019-11184?
Intel’s direct recommendation is: “Where DDIO & RDMA are enabled, limit direct access from untrusted networks.” Apply that guidance by reviewing network segmentation and RDMA permissions for the affected deployment. Restrict access to the necessary trusted systems and users rather than leaving the RDMA path reachable from untrusted networks.

- Inventory relevant Xeon platforms and determine whether DDIO and RDMA are enabled.
- Review which hosts and accounts have read/write RDMA access, then remove access that is not required.
- Restrict direct network paths from untrusted networks to systems using the DDIO/RDMA configuration.
- Consult the platform and operating-system vendors for controls appropriate to the specific deployment.
Intel also points to established side-channel-resistant coding practices, including constant-time techniques, as a way to mitigate exploits described in the VUSec researchers’ work. These practices can be an additional layer where applicable; they do not replace controlling network and RDMA access to an affected configuration.
The cited advisories do not establish a universal software patch, a retail product fix, or a need to replace a CPU. Administrators should follow guidance for their specific platform rather than assuming a generic product or hardware change resolves the exposure.

When was NetCAT disclosed?
VU Amsterdam’s researchers say coordinated disclosure with Intel and the Netherlands’ National Cyber Security Centre began on June 23, 2019. They report public disclosure on September 10, 2019, the same date Intel gives as the original release date for advisory INTEL-SA-00290.
