An AI coding agent asked to update production configuration might conclude that it must edit a file and restart a service. The edit may be within the request; the restart may not be. In NAEOS Technical Build Log #002, bayu priatno argues that an agent’s understanding of what would help is not permission to do it: “Intent ≠ Authorization.”

What does “Intent ≠ Authorization” mean?

Intent is what an agent proposes or believes should happen. Authorization is a separate decision that permits a specific action under defined rules. A model may interpret a request, make a sound plan, and name the command that would carry it out; none of those facts, by themselves, grant it authority to run that command.

That distinction matters when a broad request has consequences beyond its obvious first step. “Update production configuration” does not automatically answer whether a service restart is allowed, when it may happen, or whether approval is required. The key question is not just whether the agent inferred a reasonable next step, but who authorized that step.

Priatno puts the security problem this way: “How do we design the system so obedience isn’t the security boundary?” A prompt can guide an agent’s behavior, but the author argues that system messages or policy files presented as context do not necessarily create an independent authorization boundary. If the model itself interprets both the request and the permission, the system is relying on the component being controlled to enforce the limit.

How should the proposed authorization flow work?

The build log describes a sequence in which each stage has a distinct responsibility: Agent → Proposal → Policy → Authorization → Runtime → Observation. Separating these stages makes it possible to ask not only what the agent wanted to do, but what was approved, what the system executed, and what happened afterward.

Agent and proposal

The agent interprets the request and submits a proposed action—for example, changing a configuration file or restarting a service. The proposal records what it wants to do; it is not evidence that the action has been approved.

Policy and authorization

A policy decision determines whether the proposed action is permitted. Authorization should be attributable to that decision rather than inferred from the agent’s confidence, its explanation, or text in its prompt. In the article’s illustrative audit labels, a policy decision such as P-014 and an authorization such as C-003 represent distinct records. They are examples, not evidence of a particular production run.

Runtime and observation

A controlled runtime carries out the authorized action. The system then records an observation—ideally a receipt from outside the agent’s own narrative—so a reviewer can distinguish an execution claim from evidence about the outcome. In the build log’s example, labels such as V-2 and R-8291 are illustrative identifiers for those kinds of records, not reported measurements or proof that a real operation occurred.

The useful audit question is whether the records let a reviewer reconstruct four things separately: what was proposed, what policy authorized, what the runtime executed, and what was externally observed. An agent’s account can explain its reasoning, but it should not be the sole record of its authority or the action’s result.

How does NAEOS relate to the build log?

Priatno presents the distinction as a design principle for NAEOS, an open-source engineering layer around AI coding agents. The project README describes NAEOS as a control plane between engineering intent, agent proposals, authorized execution, and independent verification. Its broader flow includes a specification, NAEOS’s engineering representation (NEIR), validation and policy, agent context and intent, authorized execution, observation and evidence, and independent verification.

The NAEOS GitHub README, accessed October 5, 2026, calls the project vendor-neutral and lists GitHub Copilot, Claude Code, OpenAI Codex, Cursor, Gemini CLI, OpenCode, and Windsurf as agent targets. It states a Go 1.26.6-or-later target and identifies NAEOS 3.6.0 as the current documented release in that repository snapshot. These are time-sensitive project details; check the README for current information.

The README also describes implementation paths and experiments involving policy boundaries and authorization, durable audit and evidence records, tamper detection, handoff contracts, independent verification, artifact signing, SBOM generation, security checks, benchmarks, and fuzz gates. That list describes project mechanisms and work, not a blanket assurance that every production deployment is secure.

What would demonstrate that the boundary works?

The architecture expresses an intended trust model; it does not, on its own, prove that an implementation enforces it in production. The build log reports no statistical estimate or benchmark establishing how often agents take unauthorized actions, and the repository itself cautions that described mechanisms and experiments are not blanket proof of every production property.

A meaningful demonstration would need to show that the separation holds in the paths where it matters:

  • A proposal cannot authorize itself; a distinct policy decision controls whether it proceeds.
  • Consequential actions must pass through the controlled runtime rather than an alternate execution route.
  • Records distinguish the request, proposal, authorization, execution, and observation, with evidence that can be checked independently of the acting agent.
  • Authorization is tied to the action and relevant context, and stale or mismatched authority is rejected.
  • Verification can check the result without relying only on the component that performed the action.

These are practical questions for evaluating an implementation, not findings that the available project description proves each property in every deployment. The important test is whether an unauthorized action is actually blocked and whether the resulting records make that outcome independently reviewable.

Where does authorization live in your AI system?

When an agent proposes a consequential action, ask who decides whether it may run, which execution path enforces that decision, and what evidence shows what happened. As Priatno’s build log asks readers: “How are you currently separating agent intent from actual authorization in your AI systems?”
