Ask “Who controls the flow?” If a coordinator assigns tasks, directs handoffs, and combines results, you are looking at orchestration. If you mean how agents exchange information, divide responsibilities, or reason together, you are looking at collaboration. A multi-agent system can do both: orchestration is about workflow control; collaboration is about interaction.

What is multi-agent orchestration?

Orchestration is the management of work across agents. It covers how tasks are assigned and sequenced, whether agents work in parallel, how results or control move between them, and how outputs are brought together.

For example, OpenAI’s API guide describes a main agent delegating tasks to subagents and combining their results. The coordinator’s role in directing work and synthesizing output is orchestration, whether the delegated tasks run one after another or in parallel. What is multi-agent collaboration?

Collaboration describes how agents contribute toward a shared goal through interaction. They might share information, divide responsibilities, negotiate, review one another’s work, or reason in a common conversation.

AWS describes a collaboration pattern in which agents with distinct roles or objectives negotiate to solve complex tasks. Microsoft’s Agent Framework documentation includes group chat, where agents collaborate in a shared conversation. How to tell which one you are running

Use this diagnostic as a practical lens, not a universal standards definition: Who controls the flow?

  • A coordinator controls assignment and synthesis: that is orchestration. Look for decisions about which agent works, when it works, where its result goes, and who combines the outputs.
  • The focus is how agents exchange information or reason together: that is collaboration. Look for shared context, discussion, negotiation, review, or other interaction among agents.
  • Both are present: describe both layers. A coordinated workflow can route tasks while the agents collaborate through shared conversation or handoffs.

One example can contain both

Suppose a manager agent asks one specialist to gather evidence and another to assess risks. It collects their reports and produces a final response. Assigning the tasks, directing their return, and synthesizing the reports are orchestration. If the specialists then share findings, challenge assumptions, or review each other’s work, that exchange is collaboration.

The labels are not mutually exclusive: one describes control of the workflow, the other the agents’ interaction within it. A system can orchestrate agents that collaborate, or coordinate mostly independent agents that simply return results.

Why frameworks may use the terms differently

There is no single naming scheme across agent frameworks. AWS commonly contrasts centrally controlled workflows with peer-oriented collaboration. OpenAI documents delegation to subagents and also describes networks and handoffs. Microsoft places several patterns—including group chat—within its workflow orchestration documentation. Those differences make it safer to name the framework and explain its actual control and interaction patterns rather than rely on the label alone.

For implementation examples, OpenAI’s Responses API guide discusses suitable multi-agent scenarios such as codebase exploration, documentation, and implementation. AWS’s Amazon Bedrock Agents documentation describes assigning tasks to specialist subagents and parallel work. Microsoft’s multi-agent patterns overview lists sequential, concurrent, handoff, group-chat, and manager-coordinated patterns; a workflow can combine them, such as serial stages with concurrent checks.

Compare the design, not just the label

When assessing a system, describe the concrete behavior on each axis. These dimensions can vary independently, so a design need not fit a single orchestration-or-collaboration category.

AWS identifies communications, shared memory, orchestration, and dynamic routing as implementation considerations. The practical trade-off depends on the system: more agent-to-agent communication can add coordination overhead, so measure latency and cost in the design you actually deploy rather than assuming one pattern is faster or cheaper.

Bottom line

Orchestration answers who manages the work and its flow? Collaboration answers how do agents interact while doing the work? Ask who controls the flow, then describe the specific routing, handoffs, and information-sharing behaviors. That gives a clearer account than treating the two terms as competing names for the same thing.
