Moving from Waterfall to Agile testing means changing when QA participates: instead of receiving mostly finished work at a late handoff, testers help clarify requirements, identify risks, and test each increment as it is developed. The change can expose problems earlier, but it does not automatically make delivery faster or software better. Teams still need to fit testing around release gates, evidence requirements, legacy systems, and other groups that remain on Waterfall.

What changes when testing moves into Agile delivery?

In a Waterfall-style sequence, development may finish a large body of work before QA begins formal testing. That creates a handoff: defects, unclear requirements, or environment problems can surface when little time remains to address them. In an Agile team, testing is planned alongside development within an increment. Testers contribute to conversations about what a story should do, help identify risks, and check the work as it becomes available.

This is a change in collaboration and timing, not a guarantee of quality or speed. The Agile Manifesto values working software and responding to change, but organizations must still decide how testing, documentation, and approvals support their product and obligations (Agile Manifesto).

Agile labels do not remove the handoff by themselves

A Marchex experience report describes teams that adopted boards and iterations but continued coding first and testing afterward. Bottlenecks, inconsistent releases, and QA overtime remained. Unifying development and QA boards and retrospectives was an early move toward shared responsibility, rather than treating QA as a downstream service (Marchex experience report).

Testing remains broader than running scripted checks

QA contributes risk analysis, test design, exploratory work, domain knowledge, and feedback about whether acceptance conditions are clear. Developers and product decision-makers also share responsibility for quality. Automation can make frequently repeated checks more practical, but it does not replace expert judgment or exploratory testing.

What teams learn from mixed Agile and Waterfall work

Invite QA into requirements and acceptance discussions early

A report about Agile QA working alongside Waterfall teams says early review helped the team start test cases sooner and identify risks before late-stage QA. Discuss acceptance criteria and test-environment needs while the work is being clarified. Use examples to expose ambiguity, and refine them as the team learns rather than treating the first wording as immutable (Agile QA and Waterfall experience report).

In a mixed-methods project, QA may depend on external teams for an environment, data, integration access, or release approval. Identify those dependencies early and agree when they must be ready. Iterative planning inside one team cannot remove a queue controlled by another group.

Keep governance and evidence visible

Agile does not mean deleting documentation or skipping release controls. The mixed-methods report describes an Agile approach that initially failed to account for required test evidence and release documentation. A criminal-justice program report says relatively few documents could simply be removed: user documentation and some technical documentation remained necessary, while manual documentation work was reduced gradually and generated reports were used where suitable (mixed-methods report; criminal-justice transition report).

Make required evidence part of the work plan: identify who creates it, what review or approval it needs, and when it must exist. The criminal-justice report says its team spent more than 15% of total team effort maintaining documentation over the preceding eighteen months. That is a finding about that program, not a general estimate for Agile teams.

Build automation as an investment, not a shortcut

In the criminal-justice case, growing regression risk in a mature system motivated investment in test automation. During the transition, the team still relied heavily on expert manual testers while it built coverage. The report also notes that the program might have adopted automation regardless of its lifecycle choice. Automation is therefore neither a prerequisite for Scrum nor a quick substitute for skilled testing (criminal-justice transition report).

Start with stable, valuable checks that recur often, and budget for maintaining them as the product changes. Exploratory and domain-expert testing remain important, particularly when system behavior is complex or test environments are not yet dependable.

Expect scope and learning to evolve

The criminal-justice program report says nearly 50% of business-user-story effort went to emergent stories outside the initially identified scope. That figure reflects one project’s experience; it is not a forecast for other teams. It illustrates why iterative planning needs room to incorporate learning rather than assuming every requirement is fully known at the outset (criminal-justice transition report).

Choose a transition pattern that fits the organization

There is no single transition schedule or structure. Before choosing a broad reset, a gradual team transition, or a hybrid, assess the practical constraints that shape how work can change:

  • Decision rights: Who can change governance, product priorities, and release approvals?
  • Obligations: Which regulatory, contractual, audit, or documentation requirements must remain?
  • Technical dependencies: How difficult are legacy integrations, test data, and environment setup?
  • Testing capacity: What automation exists, and who will maintain it? How much domain expertise is needed for manual and exploratory work?
  • Team availability: Can product owners and cross-functional contributors make decisions and complete work within an increment?
  • Organizational boundaries: How much coordination is required with teams, suppliers, or approvers that continue to work in Waterfall?

Broad reset

A broad reset may make sense when leaders and delivery partners can change how work is governed and staffed together. A public-sector COTS rescue report describes joint customer-contractor commitment and whole-team training as deliberate startup choices. Its account says the first release came 15 months after the hard reset, with one third of the previous staffing, followed by a six-month release cadence. These are details of that project, not expected results for a new transition (public-sector rescue report).

Gradual team transition

A gradual approach gives teams room to change collaboration and testing practices while retaining organizational controls that cannot immediately move. Scrum Alliance’s Mayden case study describes moving all product-development teams to Scrum in six months. It is an example of one company’s transition, not a recommended deadline (Mayden case study).

Hybrid or phase-based execution

When formal gates must remain, an organization may keep those stages but change how work is executed between them. One experience report describes inserting a Scrum execution phase and shifting toward just-in-time planning inside a phase-based environment. This is a reported compromise, not a universal definition of Agile (phase-based Agile report).

A practical sequence for changing how QA works

  1. Agree on the problem to solve. Identify whether the priority is late defect discovery, slow feedback, release instability, unclear requirements, or another specific issue. Include the people who own product decisions and those who approve releases.
  2. Make work visible across development and QA. Use a shared view of stories, acceptance conditions, development, testing, and blockers. Track external dependencies, such as environment provisioning or approval, so a team can see where work is waiting.
  3. Bring QA into refinement and acceptance discussions. Ask testers to help identify risks, clarify examples, and determine what evidence or test data a story needs before development is complete.
  4. Plan test design and execution inside the increment. Include quality work in the team plan and agree what “done” means for the relevant work. Coordinate early with external teams whose systems or approvals the increment depends on.
  5. Automate deliberately. Prioritize stable checks that are valuable and frequently repeated. Preserve time for exploratory and expert testing, and account for test maintenance and environment readiness.
  6. Fit required controls into the workflow. Make gates, documentation, and evidence explicit. Where an organization cannot change them immediately, plan iterative work within those constraints instead of assuming the requirements will disappear.
  7. Use retrospectives to change the system. Examine where testing waits, where defects or approvals accumulate, and what the team can change in the next iteration. The Marchex and public-sector rescue reports describe retrospectives and continued learning as part of their transition accounts (Marchex report; public-sector rescue report).

How to tell whether the transition is addressing the real problem

Evaluate whether the new way of working changes the conditions that caused pain, not simply whether teams hold iterations or maintain boards. Use measures that fit the stated problem and inspect them with the team; no single metric proves that Agile caused an outcome.

  • Can QA see and influence acceptance conditions before work is ready for late-stage testing?
  • Is testing work visible alongside development, with blockers and external dependencies identified?
  • Are defects, evidence gaps, or approval queues found early enough for the team to respond?
  • Are repeated checks becoming reliable without displacing exploratory or domain-informed testing?
  • Do release practices still meet required documentation and governance needs?

Experience reports are useful for understanding decisions and tradeoffs, but their outcomes are specific to the organizations described. For example, the criminal-justice report’s effort figures and the public-sector rescue report’s release timeline should not be treated as benchmarks for another team.
