Monitoring tracks what a program is doing and how it is progressing; evaluation uses evidence and explicit criteria to judge its quality, relevance, results, or value. Teams need both: monitoring helps managers respond while work is under way, while evaluation helps explain what the evidence means and inform decisions about improvement, continuation, redesign, or scale.
What is the difference between monitoring and evaluation?
Monitoring is the regular collection, analysis, and use of information during a program or project. It can cover needs and context, activities, implementation, and progress toward planned results. Its practical question is: What is happening, and are we progressing as expected?
Evaluation is a structured assessment that applies explicit criteria to evidence to reach a judgment about an intervention’s merit, worth, significance, quality, or results. It asks questions such as: Is this work relevant or effective, why are results different from expectations, and what should decision-makers do?

These are practical tendencies, not a rigid boundary. Monitoring is not merely counting: it includes analyzing and using information. Evaluation is not necessarily a final report: developmental and real-time forms can collect and interpret evidence continuously. Why do programs need both?
Monitoring gives a team timely information about implementation and progress. If participation drops or an activity falls behind schedule, managers can investigate and adapt before the problem becomes harder to address. Monitoring may also surface results that were not expected, creating questions that routine indicators cannot answer.
Evaluation takes those questions further. It can examine why implementation or results differ from expectations, assess the quality or relevance of the intervention, and interpret whether observed changes matter for a decision. Monitoring data can contribute useful context and a record of progress, but indicator tracking alone does not establish merit, value, or causation.

The two functions therefore work as a learning loop: monitoring identifies what is happening; evaluation helps assess what it means; and decisions informed by that assessment shape what the team monitors next. The United Nations Development Programme’s Handbook on Planning, Monitoring and Evaluating for Development Results says, “Effective and timely decision making requires information from regular and planned monitoring and evaluation activities.”

- Process evaluation: examines how implementation is working and the quality of delivery.
- Outcome and impact evaluation: examines results and effects, with the scope determined by the questions being asked.
- Ex-ante impact evaluation: considers likely impacts before or in advance of implementation.
- Sustained and emerging impacts evaluation: examines effects that persist or develop over time.
- Value-for-money evaluation: assesses value in relation to resources and results.
- Synthesis of multiple evaluations: brings evidence from several evaluations together.
Counting outputs or tracking indicators can support these studies, but does not by itself show that an intervention caused a change or that its benefits justify its costs. See BetterEvaluation’s overview of evaluation types.
How should you plan monitoring and evaluation together?
- Start with the decision. Identify what program managers, funders, or other decision-makers need to decide and when they need evidence.
- Set out intended results and program logic. Describe how activities are expected to contribute to results, making assumptions visible.
- Choose routine monitoring information. Define indicators and other information needed to track context, activities, implementation, and progress toward planned results.
- Assign the work. Specify who will collect and analyze information, how often it will be reviewed, and how findings will reach the people who can act on them.
- Add evaluation questions. Identify questions that routine tracking cannot settle, such as whether the work is relevant, why results vary, what effects can reasonably be attributed to the intervention, or whether resources are being used well.
- Schedule evaluation for use. Plan the assessment so its findings can inform a real decision, and ensure it can draw on reliable baseline and monitoring records where relevant.
- Build in analysis and learning. Decide how findings will be interpreted, discussed, reported, and used to adapt the work.

When should you monitor, and when should you evaluate?
Use monitoring when the immediate need is to keep track of ongoing work and make operational adjustments. Use evaluation when a decision requires a reasoned judgment that routine reporting cannot provide. Most programs benefit from both, planned around the decisions they need to support rather than treated as competing choices.

- Monitor: Are activities happening as planned? Is progress on track? Has the context changed? Where is an early response needed?
- Evaluate: Is the intervention relevant or effective? Why did results differ from expectations? What outcomes or impacts are evident? Is the work worth improving, continuing, redesigning, or expanding?
