A mobile website is opened through a URL in a browser; a platform-specific app is installed through an app distribution channel. A progressive web app (PWA) is still a web app, but can add selected app-like features such as a home-screen icon, a standalone window, or some offline behavior. Choose based on the tasks your users need to complete, the device capabilities those tasks require, and how people will find and return to the experience—not on a blanket assumption that one approach is always faster or cheaper.
What is the difference between a mobile website, a PWA, and an app?
“Mobile website” usually means a website designed to work on a phone-sized screen. It is reached in a browser, commonly by entering or following a URL. “App” can mean a platform-specific app installed on a device, or it can be used loosely to describe a web experience with app-like behavior. Distinguishing those meanings makes the decision clearer.

These are tendencies, not guarantees. A well-built website can be responsive and capable; a particular app may not offer every device feature users expect. Compare the actual implementations and test the target devices.

The available evidence does not establish that web is always cheaper, that native apps are always faster, or a universal cost, build-time, or performance advantage. Those outcomes depend on scope, implementation, and the platforms being supported.

When should you choose a mobile website?
Start with a mobile website when users need to discover, open, or share the experience quickly, and the core tasks work well in a browser. It is a strong fit for information, services, and workflows where arriving from a link matters more than having an installed launcher item.
- People may visit once, arrive from search or a message, or need to share a page with someone else.
- The main tasks work with the browser capabilities available on the target devices.
- You want to deploy and update a web experience without requiring users to install a platform-specific app.
- Broad entry through a URL matters more than an installed, platform-integrated experience.
A website is not automatically mobile-friendly just because it loads in a phone browser. Design for small screens, test the actual user tasks, and check the browsers your audience uses.

When is a PWA worth considering?
Consider a PWA when web access remains important but repeat users would benefit from selected app-like affordances, such as a home-screen icon, a standalone launch, or specific offline features. A PWA does not remove the need to check browser and operating-system support or to keep the browser version useful.
- Users return often enough that a home-screen entry or standalone launch improves the experience.
- Offline behavior has a clearly defined purpose, and you can state which parts work without a connection.
- The required browser features are available on the target devices, or you can provide a usable fallback.
- You can explain how users can add or install the experience rather than assuming they will discover the option themselves.
Web.dev notes that user awareness and installation prompting can be challenges. Its guidance also stresses cross-browser differences and fallback experiences. PWA capabilities and installation behavior change, so check current browser and operating-system documentation before relying on a specific feature.

What “installing” a web app looks like on iPhone
Apple Support documents a Safari workflow on iPhone: a user can choose Add to Home Screen and turn on “Open as Web App.” The website icon is then added to the Home Screen and opens like an app; Apple also says the web app can receive notifications. This describes the documented iPhone workflow, not every Apple device or a guarantee that every website offers identical behavior.
What an Android managed web app means
Google for Developers describes Android Enterprise managed web apps as launcher items that render a web page through the user’s default browser. Their display modes depend on that browser’s compatibility. This guidance is specifically about managed Google Play distribution in Android Enterprise; it is not a complete account of consumer app distribution.

When should you choose a platform-specific app?
Consider a platform-specific app when the essential experience depends on device integration, performance, offline operation, or a standalone installed experience that the target browser cannot provide adequately. It can also make sense when the installed experience itself is important to how people use the product.
- A required capability is unavailable or insufficient in the target browsers.
- Users return frequently and an installed, platform-integrated experience materially improves their task.
- Offline operation or another device-dependent requirement is central, and testing confirms the app can meet it reliably.
- You are prepared to account for each target platform’s implementation and support needs.
Do not choose an app simply because “apps are faster” or assume that packaging a product as an app guarantees better performance. Define the measurable user task and evaluate the implementations against it.

Can a product use both web and app experiences?
Yes. A product can use web access for discovery and sharing, while offering an installed experience to repeat users when it meaningfully improves their tasks. Treat this as a product decision: decide which experience owns each workflow, what data and account behavior they share, and what a user should do if a feature is unavailable on their device.
A combined approach is not automatically better. It adds work across experiences, so use it when the web entry point and the installed experience solve distinct user needs.
A practical decision process
- Write down the required tasks. Include the user’s starting point, expected result, and whether the task must work offline or use a device capability.
- Identify how users will arrive. If links, search, or quick sharing are central, begin by evaluating a mobile website.
- Test browser feasibility. Check each required capability in the actual target browsers and operating-system versions. Google’s web.dev guidance recommends testing across platforms and providing alternatives when a feature is unavailable.
- Assess repeat-use value. If a home-screen icon or standalone launch would improve a recurring task, evaluate a PWA and verify the installation experience users will encounter.
- Escalate to a platform app only for a demonstrated need. Choose it when the browser cannot adequately meet a core requirement or when the installed, integrated experience is itself important.
- Define fallbacks and support scope. Decide what happens when an API, installation route, or offline feature is unavailable, and which platforms your team will maintain.
- Validate with representative users and devices. Compare task completion and failure cases in the implementations under consideration; do not substitute a general claim about web or apps for that product-specific evidence.
What the Hulu PWA example does—and does not—show
Google web.dev describes a Hulu case, attributing it to Google I/O 2019: 96% adoption of the PWA among Hulu’s legacy app users within five months, a 27% increase in return visits, and a 5.5% increase in engagement. These are results reported for that case, not a general forecast, a controlled universal comparison, or a promise that another product will see the same outcome.
