W3C’s mobile guidance can help interpret those criteria, but it is an informative Draft Note, not a standard or a complete guarantee of accessibility.
What W3C’s mobile guidance does—and does not—establish
W3C’s WCAG2Mobile explains how WCAG 2.2 Level A and AA criteria can be applied to native mobile apps, mobile web apps, and hybrid apps on phones and tablets. Published on 6 May 2025, it is identified as a Draft Note. It is informative: it interprets existing criteria rather than creating requirements or serving as a conformance standard. Its scope excludes wearables and laptops, and it does not address AAA criteria.
The note also cautions that following it alone is insufficient to ensure a mobile application is accessible. WCAG does not fully address every non-user-interface aspect, platform component, or closed-functionality case. Treat the note as guidance for planning and interpreting checks, not a substitute for evaluating the app as a whole.
W3C’s mobile accessibility overview explains that mobile accessibility is addressed by existing W3C standards, including WCAG, and points to WCAG2Mobile and WCAG2ICT. The latter offers broader guidance on applying WCAG to non-web documents and software, including native applications and mobile apps: WCAG2ICT.

Plan coverage across screens, flows, and devices
1. Record the app context
List whether the build under review is native, mobile web, or hybrid, and identify the platforms and phone and tablet contexts in scope. Note relevant screen sizes and orientations. The point is not to test every possible device combination, but to make clear which contexts the evaluation covers.
2. Inventory screens and meaningful user flows
Make a screen list and map the routes people use to complete important tasks—for example, signing in, searching, changing a setting, or submitting a form. Include dialogs, menus, validation messages, and other states that appear during those flows. WCAG2Mobile adapts web terminology to mobile screens and views, making screens a practical unit for organizing coverage.
3. Build a coverage record
For each screen or flow, note the applicable WCAG 2.2 Level A and AA criteria, the interaction or state checked, the result, and any issue that needs follow-up. Mark criteria as not applicable only when the feature or interaction genuinely is not present; record the reason so the boundary of the evaluation is visible.

Choose the scope to match the decision you need to make:

Check mobile interactions that can expose barriers
Use WCAG2Mobile to identify mobile-relevant criteria, then check the real screens and flows where each applies. The cases below are prompts for evaluation, not a claim that a checklist alone establishes conformance.
Orientation
Rotate the device where the app can be used in more than one orientation. Check whether content and controls remain usable and whether a particular orientation is unnecessarily required for the task. Record any feature-specific reason for a restriction rather than assuming it is necessary.

Reflow and screen layout
Inspect screens at the relevant phone and tablet sizes and when the available space or orientation changes. Look for content that is clipped, obscured, or requires avoidable two-direction scrolling to complete a task. Include dialogs, forms, and dense screens, not only the main view.
Pointer gestures and motion actuation
Identify interactions that depend on a gesture or device movement. Check whether the action can be completed in another way when the applicable criterion requires an alternative. A flow that works only with a particular gesture may create a barrier for someone who cannot perform it.
Dragging movements
Find controls that require dragging, such as reorderable items or sliders. Check for an alternative way to perform the same task when required by the applicable criterion, and verify that the alternative is discoverable and works through the complete flow.

Target size
Inspect interactive targets in context, especially closely spaced controls and frequently used actions. Evaluate them against the applicable WCAG criterion rather than relying on a general impression that a control looks large enough.
Redundant entry
Follow tasks that ask someone to enter the same information more than once. Check whether a previously supplied value can be reused or selected where the criterion applies. Include the transitions between screens, because repeated entry may only become apparent across a complete flow.

These mobile concerns are not the entire accessibility evaluation. Review all applicable WCAG 2.2 Level A and AA criteria for the product and its content, and consider aspects WCAG does not fully address, such as platform components, closed functionality, and non-user-interface parts of the experience. The right evaluation scope depends on the app and the question the team needs answered.

For a more structured evaluation, W3C describes the WCAG-EM evaluation methodology as applicable to mobile applications. Use a formal methodology when the evaluation needs documented scope and process; do not present informal checks or a completed checklist as proof of conformance.
Where website screenshots fit in a mobile review
A screenshot can document a mobile web view or a captured visual state, but it cannot establish how an app behaves with gestures, orientation changes, device motion, or other interactions. Native app screens also are not automatically testable through a website screenshot service. Use screenshots as supporting visual evidence for relevant web-based views, alongside interaction testing and broader evaluation.
