Microsoft Global Secure Access (GSA) is not a universal VPN replacement. It is a set of identity-aware traffic controls that combines Microsoft Entra Internet Access and Microsoft Entra Private Access. GSA can be the better fit when you want users to reach specifically defined private applications and selected internet or SaaS destinations under Microsoft Entra ID and Conditional Access. A traditional VPN remains the safer starting point when people, branches, appliances, or legacy applications need broad network-level reachability, unsupported protocols, IPv6, or connectivity from devices that cannot run the GSA client.
The practical answer is usually architectural rather than binary: use GSA for the traffic it can identify and enforce, retain or redesign other connectivity for traffic it cannot support, and validate the result in a proof of concept before changing production access.
What Microsoft Global Secure Access actually provides
Global Secure Access is Microsoft’s security-service edge approach for controlling traffic with Microsoft Entra identity, device context, and Conditional Access. It contains separate forwarding profiles, each with a different job:

|---|---|---|---|
| Microsoft traffic | Microsoft services and destinations assigned to that profile | Global Secure Access client or supported remote-network connection | It is separate from the Internet Access profile; complete Microsoft coverage can require both profiles. |
| Microsoft Entra Private Access | Defined private applications and private resources | Global Secure Access client | Administrators publish Quick Access resources or per-application definitions instead of granting an entire corporate network. |
| Microsoft Entra Internet Access | Public internet and SaaS traffic selected for forwarding | Global Secure Access client or supported remote-network IPsec tunnel | It does not include destinations in the Microsoft traffic profile and has protocol and port limitations. |
Microsoft describes the profiles and their availability in its Global Secure Access overview. The distinction matters because saying “GSA routes all traffic” is incorrect. Administrators choose users, devices, platforms, and destinations; traffic that matches none of the configured profiles is not forwarded through GSA.

How GSA forwarding differs from a VPN tunnel
With a conventional VPN, a client or gateway generally creates a network connection to a corporate concentrator. Depending on its configuration, that connection can provide broad reachability to subnets, routing domains, and internal services. The exact behavior varies by VPN design, so treat “full network access” as a requirement to verify rather than an assumption about every product.
GSA starts with the resource or destination. An administrator defines private applications, Quick Access resources, Microsoft services, or internet destinations, then assigns forwarding and Conditional Access policies. The client evaluates traffic against the Microsoft profile first, then Private Access, then Internet Access. Anything unmatched uses the device’s normal path. This produces a narrower, application-oriented access model instead of automatically placing a user on the corporate network. The evaluation order and assignment model are documented in Microsoft’s traffic-forwarding guidance.
That difference changes both security and operations. Least-privilege policies are easier to express when an employee needs one web application, database, or internal name rather than every address in a data-center subnet. Conversely, software that discovers peers dynamically, accesses many undocumented ports, or expects layer-3 adjacency may not fit a resource definition without additional design work.

| Decision area | Global Secure Access | Traditional VPN approach | Question to validate |
|---|---|---|---|
| Access model | Identity- and policy-based access to defined private resources plus selected Microsoft and internet traffic. | Often network-level reachability through a gateway, with scope determined by routes and firewall policy. | Do users need individual applications or broad subnet access? |
| Endpoint | Private Access requires the Global Secure Access client. | Usually requires a VPN client, gateway, or a site-to-site device, depending on the design. | Can every required endpoint install and run the necessary software? |
| Unmanaged devices | Coverage depends on whether the device can use the supported client and your policy. | May support browser-based or appliance-terminated access, but this is implementation-specific. | How will contractors, personal devices, and locked-down systems connect? |
| Branches | Remote-network IPsec connections support Microsoft and Internet Access profiles; Private Access cannot be assigned to a remote network. | Site-to-site VPN designs commonly connect branch subnets, subject to the chosen gateway and routes. | Must branch devices reach private applications without running a client? |
| Identity controls | Uses Microsoft Entra assignments and Conditional Access for the configured traffic. | Can use identity controls, certificates, device posture, or separate policy systems, depending on implementation. | Are Entra identity and Conditional Access already authoritative? |
| Protocols | IPv4 client tunneling, no client IPv6 support, and no UDP on the Internet Access platform are documented limitations. | Protocol and address-family support depends on the VPN technology and gateway. | Do applications require IPv6, UDP, unusual ports, multicast, or broadcast? |
| Deployment | Requires profile design, resource publishing, client rollout, licensing, and policy testing. | Requires gateway capacity, routing, authentication, client or tunnel configuration, and firewall changes. | Which operating model matches your team’s skills and existing investment? |
| Coexistence | Microsoft says the client uses a lightweight filter driver and is designed to coexist with VPN-style SSE connections, but real-world interoperability still needs testing. | Existing VPNs can remain for workloads outside the new policy, subject to route and client conflicts. | Can both paths run without DNS, route, or driver conflicts? |
When Global Secure Access is the stronger fit
Users need a small set of private applications
Private Access is designed around resources, not an assumed need for the entire corporate network. You can publish a specific application or use Quick Access for defined private destinations, then apply user, device, and Conditional Access rules. This is useful for a workforce that needs a ticketing system, a line-of-business web app, or a particular internal service but should not receive unrestricted subnet access. Microsoft explains this model in its Microsoft Entra Private Access documentation.
Conditional Access should decide access continuously
If your organization already governs sign-in with Microsoft Entra ID, GSA can put those identity and device conditions directly in the forwarding decision. You can assign profiles to selected users or devices and require the controls your tenant supports before allowing the traffic. This avoids treating possession of a network tunnel as the only access decision, although it does not remove the need to secure the application itself.

You want controlled internet and SaaS egress
Internet Access can forward selected public destinations so that policy and visibility are applied outside the data center. It is not a blanket promise to proxy every packet: Microsoft documents destination, port, and protocol constraints, and the profile excludes destinations handled by the Microsoft traffic profile. Read the Internet Access description while defining the exact categories you intend to send through the service.
You need a staged transition
Because GSA evaluates only configured traffic, you can begin with a pilot group and a limited application set while an existing VPN continues to carry other workloads. Microsoft describes the client as using a lightweight filter driver rather than simply presenting itself as another VPN connection. That is Microsoft’s architecture description, not a guarantee that every third-party client will coexist without route, DNS, driver, or support changes; test the combinations you operate.
When retaining a traditional VPN is more practical
Broad network reachability is a real requirement
Some environments deliberately expose a routed network to users or systems: engineering tools may contact many internal services, administrators may need a large management segment, or applications may discover back-end hosts dynamically. If you cannot enumerate the required resources and protocols, a network-level design may be simpler. Confirm the required segmentation and least-privilege controls at the VPN gateway and firewalls rather than assuming that any VPN is automatically safer.
Devices cannot run the Global Secure Access client
Private Access traffic is acquired only through the Global Secure Access client. Servers, appliances, industrial devices, thin clients, and locked-down operating systems therefore need another path unless they can run a supported client. A VPN gateway, site-to-site tunnel, application proxy, or redesign may be necessary for those systems.
Applications depend on unsupported traffic
Before choosing GSA, inventory address families, transport protocols, ports, DNS behavior, and application dependencies. A video, voice, monitoring, or discovery workload that relies on UDP may not work through Internet Access. A dual-stack application may bypass the client over IPv6. Legacy software that expects a local subnet or broadcasts may need a routed VPN or application-specific modernization.

Branches need private applications without endpoint agents
Remote-network connectivity uses an IPsec tunnel from on-premises equipment to Microsoft’s edge service. Microsoft documents Microsoft traffic and Internet Access profiles for remote networks, but Private Access requires the client and cannot be assigned to those networks. If branch devices must reach private applications through a site tunnel, retain an appropriate existing design or validate a different architecture.
Endpoint, branch, and remote-network coverage
Separate the endpoint question from the branch question. A managed laptop with the Global Secure Access client can acquire Private Access traffic. A branch router connected through the documented remote-network method cannot be assigned the Private Access profile, so traffic from devices behind that router does not become Private Access merely because the site has an IPsec tunnel.
For each user population and location, record:
- Operating system and whether software installation is permitted.
- Whether the device is managed and can receive Entra identity and Conditional Access policy.
- Whether traffic originates on the endpoint, a branch subnet, a server, or an appliance.
- Whether the required destination is private, Microsoft-hosted, or public internet.
- Whether the connection must continue when no client is installed or no user is signed in.
Use those answers to assign the correct profile instead of treating “remote access” as one feature. The supported remote-network behavior is described in Microsoft’s remote network connectivity documentation.
Protocol, DNS, and routing limitations to test
Microsoft’s known-limitations page should be part of every design review because these constraints can change as the service evolves.
IPv4 and IPv6
The Global Secure Access client does not support IPv6. It tunnels IPv4 traffic while IPv6 traffic goes directly to the network. If an application has both A and AAAA records, test which address family clients select and whether a direct IPv6 path defeats the intended policy or creates an unexpected reachability problem.

UDP
The Internet Access platform does not support UDP according to Microsoft’s documented limitations. Test every public workload that uses real-time media, custom datagrams, name-resolution alternatives, telemetry, or game-like protocols; do not infer compatibility from the fact that its web interface uses HTTPS.
IP-based Private Access
IP-based Private Access tunneling works only for ranges outside the endpoint’s local subnet. A resource that shares the client’s local subnet can be treated as local rather than sent through the intended path, so subnet planning and overlap checks are essential.
FQDN-based forwarding and DNS over HTTPS
Microsoft documents that FQDN-based forwarding requires DNS over HTTPS or Secure DNS to be disabled. Browser or operating-system settings that enable encrypted DNS can therefore prevent the name-based rule from matching as designed. Test the actual resolver behavior on managed endpoints, not just the tenant policy.
Ports and platform limits
Internet Access filtering assumes standard HTTP and HTTPS ports 80 and 443, with additional platform limits and policy caps documented by Microsoft. Applications using alternate ports need an explicit compatibility decision; do not treat a successful browser test on port 443 as proof that the application’s other connections will work.

Licensing and prerequisites
Microsoft states that Microsoft Entra Private Access and Microsoft Entra Internet Access require Microsoft Entra ID P1 or P2. The Microsoft traffic profile has its own P1/P2 prerequisite. The services can be licensed individually or through Microsoft Entra Suite, and most Global Secure Access capabilities use per-user licensing. Packaging and prices can change, so confirm current terms in Microsoft’s licensing information before budgeting or assigning licenses.

Licensing is only one part of readiness. Map each planned profile to the users, devices, and platforms that will receive it; identify which Conditional Access policies apply; and verify that the profile combination covers the destinations you actually need. The Internet Access profile does not include Microsoft-traffic destinations, so a design that expects one profile to cover both categories may be incomplete.
A proof-of-concept plan that exposes problems early
Microsoft recommends a proof of concept (PoC) before deployment. Its deployment guide gives an estimate of up to seven hours for the described PoC steps, depending on which capabilities you deploy; that is Microsoft’s planning estimate, not a universal implementation benchmark. Follow the detailed Global Secure Access deployment guide and use a representative test population.
- Define the decision. Write down whether the PoC is testing private application access, Microsoft traffic, internet egress, branch connectivity, VPN coexistence, or all of these. Set success criteria for authentication, latency, application function, logging, failure behavior, and rollback.
- Inventory traffic. For each candidate application, record FQDNs, IP ranges, ports, protocols, DNS records, IPv4/IPv6 behavior, authentication method, and dependencies such as file shares, databases, discovery, or licensing servers.
- Check prerequisites and licenses. Confirm Entra ID P1 or P2, the selected GSA licensing route, supported endpoint operating systems, administrative rights for client installation, and Conditional Access policies that will govern the pilot.
- Publish the smallest useful resource set. Start with one or two Private Access application definitions or Quick Access resources. Avoid publishing an entire address space until you understand which destinations the application really needs.
- Configure forwarding assignments. Assign pilot users and devices, choose the Microsoft, Private Access, and Internet Access profiles required for the test, and verify the documented evaluation order. Record what remains unmatched and follows the normal network path.
- Install and observe the client. Test sign-in, policy refresh, sleep and resume, network changes, local-subnet access, DNS resolution, and removal or rollback. Confirm that existing security agents and any VPN client behave as expected.
- Exercise failure cases. Test an expired session, a denied Conditional Access result, an unavailable private resource, a DNS-over-HTTPS setting, an IPv6 preference, a UDP-dependent feature, and a device without the client. The intended result should be predictable and documented for the help desk.
- Test branches separately. If remote-network connectivity is in scope, validate the IPsec tunnel and Microsoft or Internet Access traffic from a real branch subnet. Do not mark Private Access complete based on an endpoint test; it requires the client.
- Measure operational impact. Capture sign-in prompts, application errors, route and DNS changes, support tickets, policy visibility, and any capacity or performance observations. Compare those results with the current VPN’s service levels rather than assuming one architecture is faster.
- Decide, then stage migration. Keep the existing path for workloads that fail the acceptance criteria. Expand by user group and application, with a documented rollback that removes assignments or restores the previous route and policy.
Migration and coexistence design
A phased design is usually less risky than a “big bang” VPN cutover. Begin with managed endpoints and applications whose destinations and protocols are well understood. Keep broad network access for workloads that still require it, and make ownership clear when traffic can take either path.
Recommended Free Tools
Pay particular attention to overlapping controls. Two clients can install competing routes or DNS settings; a VPN may capture traffic before the GSA filter evaluates it; and split-tunnel rules can create asymmetric paths. Test login order, reconnect behavior, sleep and resume, Wi-Fi-to-cellular transitions, and what happens when one client is unavailable. Document which profile owns each destination and which team troubleshoots a failure.
For rollback, preserve the existing VPN configuration and gateway capacity until the migrated application set has completed an agreed observation period. Remove GSA assignments in a controlled order, verify that the original route and DNS behavior return, and record any cached credentials or policy state that could confuse users during the transition.
Decision checklist for your organization
Choose GSA as the primary path for a workload when most answers below are “yes”:
- The workload can be expressed as defined private resources or supported public destinations.
- Users and devices can run the Global Secure Access client when Private Access is required.
- Entra ID and Conditional Access are suitable sources of identity and device policy.
- The application works over supported IPv4 traffic and does not require unsupported UDP behavior.
- DNS, FQDN rules, ports, and local-subnet boundaries have been tested.
- Your team can operate profile assignments, policy troubleshooting, and client lifecycle management.
Retain or supplement a traditional VPN when any of these is decisive:

- Critical devices cannot run the client, especially servers, appliances, or branch equipment.
- Private applications must be reached from remote networks without endpoint agents.
- IPv6, UDP, dynamic discovery, unusual ports, broadcasts, or local-subnet behavior is fundamental.
- The current VPN provides a tested route, protocol, or operational control that the PoC cannot reproduce.
Bottom line
Global Secure Access is best understood as an identity-centered access layer, not a drop-in replacement for every VPN function. It can reduce broad network exposure by granting access to defined private applications and can apply Entra-based policy to selected Microsoft and internet traffic. Traditional VPN connectivity remains appropriate for requirements that GSA’s client, branch model, protocol support, or resource-oriented design cannot meet. Run a representative PoC, validate every application and network origin, and adopt a hybrid or staged design when the evidence says both paths are needed.
