Microsoft font embedding stores permitted font data inside a document so an embedding-aware app can display the intended typeface on a computer where it is not installed. The font’s license flags determine whether the recipient can only view and print the document or can also edit it; embedding does not give you general permission to redistribute the font.
What font embedding means
A document with an embedded font carries font data along with its text and layout. When an application that supports embedding opens the document, it can use that data even if the font is absent from the recipient’s system. Microsoft’s Windows font embedding overview says that only TrueType and OpenType fonts can be embedded.
Embedding is therefore a way to preserve the intended appearance or, where permitted, allow editing with the intended font. It is not the same as installing the font permanently, nor does it transfer broad rights to copy or distribute the font.

The OpenType specification defines the OS/2 table’s 16-bit fsType field as the indicator of font embedding licensing rights. The permissions are set by the font vendor, not chosen freely by the document author. The common values have distinct effects:

These values and handling rules come from Microsoft’s OpenType 1.9.1 OS/2 specification. In short, embedding can preserve appearance without granting editing rights; editable embedding allows editing while the font is temporarily available.
Additional restrictions
Other fsType flags can narrow what an application may embed. The 0x0100 flag prohibits subsetting, which means the application must not embed only a reduced subset of the font. The 0x0200 flag limits embedding to bitmap data; if the font has no usable bitmaps, it cannot be embedded under that restriction. An embedding-aware application must honor these restrictions as well as the basic permission.

OpenType versions 3 and later require the basic permission bits to be mutually exclusive. Older OS/2 versions 0–2 allowed legacy combinations, so rules for interpreting those combinations should not be generalized to current fonts.
Can someone edit a document with embedded fonts?
It depends on the permissions of every font embedded in the document. An editable font permits the recipient to edit and save while the font is temporarily loaded. A preview-and-print font limits the document to viewing and printing.

If a document contains both preview-and-print and editable fonts, Microsoft says the whole document must be locked for editing. A recipient cannot edit only the portions that use the editable font. Word and PowerPoint follow these embedding rules, according to Microsoft’s Font redistribution FAQ.
Where Microsoft font embedding applies
Microsoft identifies Word documents, PowerPoint presentations, and PDFs produced from Word as examples of formats that can include embedded Windows-supplied fonts. Word and PowerPoint follow the OpenType and TrueType document-embedding rules. For other applications or file formats, consult their documentation to confirm that they support embedding and comply with those specifications.

The exact menu steps for embedding fonts depend on the application version and platform. The Microsoft guidance cited here establishes support and permission behavior, but does not provide a version-specific click path; do not assume every version exposes the same controls.

Microsoft describes document embedding as a limited case that may be permitted under a font’s embedding rights. It does not authorize bundling the font in an app, game, or device. Converting the font to a different format does not remove its restrictions, and Microsoft says Windows fonts generally may not be copied to other computers or servers or converted to other formats.
For rights beyond document embedding, identify the font owner or developer in the font’s properties and ask the rights holder about licensing. Microsoft notes that some Microsoft-owned fonts may be licensed with extended rights through Monotype, but availability depends on the specific font. Microsoft also states that Segoe UI Variable is not available for licensing or use outside Microsoft products or on non-Windows platforms.
