The correct Microsoft Entra answer is task-specific: identify the operation, select the least-privileged Entra role, set its directory scope, and then verify the license required for that exact feature, user population, and cloud. Entra directory roles and Azure resource roles are separate systems, and a license bundle that includes one capability does not automatically include every Entra feature.
This guide explains how to make that decision without over-assigning privileges or buying the wrong entitlement. It covers built-in and custom roles, administrative-unit delegation, Conditional Access, MFA, group-based administration, and the checks to perform before changing a production tenant.
The four checks to make for every administrator task
Before assigning anything, write down four facts. They determine both security and licensing:
- Operation: What exact change or data access is required? “Manage users” is too broad; identify the specific operation, such as updating a license assignment or changing an authentication policy.
- Role: Which built-in role contains that operation, or is a custom role genuinely necessary?
- Scope: Must the administrator act across the directory, or only within an administrative unit or another supported boundary?
- Entitlement: Which license is required for the feature, the administrator, the members affected, and the tenant’s cloud?
Microsoft’s task guide is the authoritative starting point for operation-level choices: Least privileged roles by task. Confirm the individual permission in the built-in role permissions reference, because role coverage and labels can change.

What is the difference between an Entra role and an Azure role?
Microsoft Entra roles grant permissions over directory resources such as users, groups, applications, authentication settings, and other identity objects. Azure role-based access control (Azure RBAC) grants permissions over Azure resources such as subscriptions, resource groups, virtual machines, storage, and databases. They use a similar role-based model, but they are distinct authorization systems.
An Azure role does not automatically grant directory administration. Conversely, an Entra role does not authorize management of an Azure subscription. If a person needs both kinds of access, evaluate and assign the two systems independently, each at the narrowest scope.
Microsoft describes the principle this way: “Microsoft Entra roles allow you to grant granular permissions to your admins, abiding by the principle of least privilege.” Treat that as a design rule, not as permission to combine roles casually.

Start with the task guide
Open the task-based guide and search for the operation rather than a job title. Select the role listed for the exact action, then read its scope limitations and prerequisites. Follow the link to the permissions reference and confirm that the permission covers the object type and action you intend to delegate.
Check what the role can actually do
Role names are not descriptions of unlimited authority. For example, Microsoft’s License Administrator role can read, add, remove, and update license assignments on users and groups and can manage a user’s usage location. Microsoft also states that this role does not provide subscription purchasing authority or broad user and group management. That boundary is why the permission reference should be checked before assignment.

Set an appropriate scope
If the operation supports administrative-unit scope, use it for a department, region, campus, or other defined population instead of granting directory-wide authority. Verify that the selected operation and role support the intended scope; not every permission can be constrained in the same way.
Built-in roles versus custom roles
A built-in role is a Microsoft-defined collection of permissions. It is usually the safest first choice because its behavior, documentation, and update path are established. A custom role lets you select a narrower or organization-specific combination, but it introduces design and maintenance responsibilities.

Do not confuse a role definition with an assignment
A role definition describes the permissions. A role assignment binds that definition to an administrator and a scope. Creating a custom definition does not grant anyone access; an assignment is a separate step. Review both objects during change control, and remove obsolete assignments even if the definition remains for future use.
When a custom role is justified
Use one when a built-in role grants materially more authority than the task requires and the needed permissions are supported for the target scope. Document the business task, included permissions, excluded permissions, owner, review date, and the P1 entitlement for every assigned user. If a built-in role already meets the requirement, its lower operational burden is generally preferable.
Do I need Entra ID Free, P1, or P2?
There is no single feature ladder in which every capability appears at Free, then P1, then P2. Licensing depends on the feature, who receives it, the administrative scope, any bundle or add-on, and the cloud in which the tenant operates. Microsoft’s current licensing overview is the source to check alongside the feature’s own documentation and your contract or SKU terms.

Microsoft also cautions that not all features are available in every cloud. A commercial-cloud entitlement should not be treated as proof of availability in a government or other sovereign environment.

An administrative unit is a directory boundary for delegating management over a subset of users, groups, or other supported objects. It can represent a department, school, branch, or region. Administrative units can be managed in the Entra admin center, PowerShell, or Microsoft Graph; the control plane does not change the licensing rules.
Licensing has three separate questions
- Can the unit be created? Microsoft lists administrative-unit creation as available with Entra ID Free.
- Who administers it? Assigning directory roles at administrative-unit scope requires P1 for each administrative-unit administrator.
- Who belongs to it? Members have separate requirements, and dynamic membership changes the licensing analysis.
Read the current administrative units documentation for the exact administrator, member, and dynamic-membership combination you plan to use. Do not assume that placing users in a unit automatically licenses them for every feature used by an administrator.
Groups, licensing, and application access
Groups are useful for assigning licenses and enterprise-application access to many users at once. They also make membership review and joiner/mover/leaver processes easier. Group-based assignment, however, is an operational mechanism; it does not override the underlying role, feature, or scope requirements.
For example, putting administrators in a group can simplify assignment of a built-in role or an application, but each resulting administrator still needs the license required for the feature and the assignment. Review nested membership, dynamic rules, and guest accounts so that the effective population matches the licensed population.

MFA, security defaults, and granular policy controls
“MFA is enabled” can describe very different configurations. Security defaults provide a baseline in eligible free offerings. More granular designs may require Conditional Access and can differ in supported authentication methods, exclusions, reporting, risk signals, and per-user or group targeting.

Decide first whether you need a baseline or a condition-based policy. Then verify the exact authentication method, report, or control in the current MFA and licensing documentation; do not treat a P1 or P2 label as a guarantee that every method is included.

- Describe the change: Record the object, action, actor, and expected result in one sentence.
- Locate the task: Use the least-privileged task guide and note every role it lists.
- Validate permissions: Check the built-in permissions reference for the exact action and object type.
- Choose built-in or custom: Prefer built-in unless its permissions are materially broader than necessary and a supported custom design solves that problem.
- Choose scope: Use directory-wide scope only when the task requires it; otherwise evaluate an administrative unit or another supported scope.
- Check licensing: Match the feature, administrator, members, bundle/SKU, and cloud against the current licensing page and feature documentation.
- Test and review: Assign to a pilot administrator, verify the intended operation, confirm that an out-of-scope object is denied, and schedule a periodic access and license review.
Common failure modes and fixes
“The role is assigned, but the action is unavailable”
Confirm that the assigned role actually contains the operation, that the assignment is active and at the intended scope, and that the feature is licensed for the administrator and affected users. A directory role cannot substitute for a missing feature entitlement.
“A custom role works for its creator but not another administrator”
Check the second user’s P1 entitlement. The requirement applies to each user assigned the custom role, not only to the person who defined it. Also inspect the assignment scope and whether the custom definition includes every required permission.

Review both the role and the unit membership. A role assignment scoped to an administrative unit does not necessarily constrain every related operation. Test an in-scope and out-of-scope object, and examine dynamic-membership rules for unexpected additions.

“Conditional Access or risk controls cannot be configured”
Separate ordinary Conditional Access from risk-based policies. The former requires P1; risk-based policies require access to Entra ID Protection, a P2 capability. Then verify cloud availability and the eligible-user terms of the tenant’s SKU.
Preview features and changing documentation
Microsoft’s page titled Privileged roles and permissions in Microsoft Entra ID labels its privileged-role feature as preview. It describes roles or permissions that can delegate directory management, modify credential or authentication and authorization policies, or expose restricted data. Preview status means availability, behavior, and support commitments may change; do not use preview metadata as a general-availability guarantee.
Role permissions, plan names, bundle contents, and cloud matrices are updated over time. Recheck the live task guide, permissions reference, licensing page, and administrative-unit documentation during design, renewal, and major tenant changes rather than relying on an old export or a plan name alone.

Frequently Asked Questions
Can an Azure subscription role replace an Entra administrator role?
No. Azure RBAC authorizes Azure resources, while Entra roles authorize directory resources. Evaluate and assign them separately.
Does creating a custom role license everyone in the tenant?
No. Microsoft’s P1 requirement applies to each user who receives a custom-role assignment. Creating the definition alone does not grant access.
Can I delegate only one department’s users?
Often, administrative units can provide that boundary, but the chosen operation must support administrative-unit scope and the administrator, members, and any dynamic-membership design must meet their separate licensing rules.
Are all Entra features available in every Microsoft cloud?
No. Microsoft states that availability can differ by cloud. Verify the feature and entitlement for the tenant’s specific environment.
