There is no single Dynamics 365 license or universal partner package. Your requirements depend on the application, what each person or device does, whether access is full or limited, and whether your organization needs tenant-level services. Microsoft supports named-user, device, and tenant licensing, with base-and-attach options for some users who need multiple qualifying applications. Implementation is commonly organized through Microsoft’s five-stage Success by Design framework, while FastTrack assistance is reserved for qualifying customers and partner projects. Technical and billing support routes depend on the product, license, and support plan; a paid Microsoft plan adds resources but does not replace your implementation partner.

Use this FAQ to map your scenario, evaluate a Dynamics 365 implementation partner, check FastTrack eligibility, and route support without assuming that a rule for one app applies to another. Confirm final entitlements in the current Dynamics 365 Licensing Guide, Product Terms, and your agreement.

How is Dynamics 365 licensed?

Dynamics 365 is licensed by application and use case rather than as one all-purpose suite. Microsoft’s licensing material describes several models:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Model What it covers Questions to resolve
Named user A license assigned to an identified person who uses an application or service. Which application does the person use, and do their duties require full or limited functionality?
Device Access assigned to a qualifying device rather than to one individual user. Is the device shared, and does the specific application permit device licensing for this scenario?
Tenant or unassigned Access to a feature or service at tenant level without assigning the entitlement to a particular named user. Is the capability genuinely tenant-wide, and are there capacity or add-on conditions?

Microsoft also distinguishes full users from light users. Full users need feature-rich business-application functionality and normally require an application subscription. Light users may consume data or reports and perform limited tasks in designated scenarios; Team Members is intended for those applicable light-user situations. Team Members is not a blanket substitute for an application license: a task that changes data, runs a restricted process, or uses functionality outside the permitted light-user rights can require a different license.

What are base and attach licenses?

A base license is the qualifying primary application subscription assigned to a user. An attach license can provide an additional qualifying application to that same user at a different licensing level, but only when Microsoft’s app-specific conditions are met. Every attach must be tied to a qualifying base license for the same person; it is not a way to buy an unconnected second application or to share rights among a team.

Eligibility is application- and agreement-dependent. Before relying on an attach design, check the current Licensing Guide and Product Terms for the exact products, required base subscription, permitted combinations, and any exclusions. Keep a record showing which user owns the base license and which attach licenses depend on it.

How do I decide between full, light, device, and tenant access?

  1. List the work, not job titles. Record the transactions, approvals, edits, reports, automations, and administrative actions each role performs.
  2. Map each task to an application. A person who works in more than one qualifying application may need a base-and-attach arrangement, while a person who only reads information may fit a designated light-user right.
  3. Identify the access subject. Decide whether the entitlement belongs to a named person, a shared device, or the tenant. Do not use a shared sign-in to avoid assigning the correct license.
  4. Check capacity and add-ons. Storage, environments, integrations, or other services can have separate requirements even when the user license is correct.
  5. Validate the legal terms. Microsoft’s overview pages are explanatory. The applicable Product Terms, Licensing Terms, and agreement govern your rights.

Because applications, purchasing programs, regions, and agreements differ, there is no responsible single price for “Dynamics 365.” Obtain a scenario-specific quote and verify the offer in the current Microsoft pricing and licensing materials rather than extrapolating from another application.

What should a licensing review include?

A partner or internal licensing review should produce an auditable map of people, devices, applications, and environments. The following checklist catches the most common gaps:

  • Every Dynamics 365 application and environment in scope.
  • The actual tasks performed by each user group, including occasional administrators and approvers.
  • Named-user assignments and any legitimate shared-device requirement.
  • Users who need one application versus multiple applications.
  • Base licenses and the attach licenses dependent on each base.
  • Team Members or other light-user rights, with the exact permitted activities documented.
  • Capacity, storage, integration, environment, or feature add-ons.
  • Region, purchasing program, agreement, and effective dates.
  • Evidence that the proposed configuration matches current Product Terms.

Ask the partner to show the use-rights reasoning for edge cases, not just a spreadsheet of quantities. A low-cost license that does not permit a required task creates compliance and operational risk.

What is Microsoft’s implementation framework?

Microsoft’s Dynamics 365 implementation guide uses Success by Design, organized into five stages: Strategize, Initiate, Implement, Prepare, and Operate. The online guidance is intended for project leaders, project managers, architects, administrators, and business stakeholders. It covers business processes, governance, training, change management, solution architecture, environments, testing, and extensions. Microsoft says the guide reflects knowledge from thousands of implementations; that is Microsoft’s description of its experience, not an independently measured success rate.

Strategize

Establish the business outcomes, scope, processes, operating model, and decision makers. Define what is in the first release, what is deferred, and how success will be measured. This is where licensing assumptions should be tested against the intended work, data, and user populations.

Initiate

Set project governance, roles, environments, delivery cadence, risks, and change-control rules. Confirm who owns architecture, security, data migration, testing, training, and go-live decisions. A written responsibility matrix prevents the customer and partner from assuming the other party owns a critical task.

Implement

Configure the applications, build approved extensions and integrations, migrate data, and test business processes. Require traceability from a business requirement to configuration, customization, test evidence, and an owner. Uncontrolled customization can increase upgrade, security, and support costs.

Prepare

Prepare users and operations for launch. Complete end-to-end and user-acceptance testing, rehearse cutover, finalize training and support procedures, and set measurable go-live criteria. A technically complete system is not ready if users, data owners, or the service desk cannot operate it.

Operate

Run the service after launch with monitoring, incident management, release governance, adoption measurement, and a backlog for improvements. Agree which issues go to the partner, Microsoft, or an internal team, and how escalations are documented.

How do I choose a Dynamics 365 implementation partner?

Microsoft does not publish a universal scoring table for partner selection. Compare candidates against the work your project actually requires:

Evaluation area Evidence to request
Product and industry fit Named consultants, relevant application certifications, and references for organizations with similar processes and regulatory needs.
Delivery method A stage plan aligned to Success by Design, governance cadence, decision rights, and a clear change-control process.
Migration and integration Source-data assessment, cleansing ownership, interface inventory, reconciliation tests, and cutover rehearsal.
Testing and adoption Test strategy, acceptance criteria, role-based training, communications, and measures of user readiness.
Commercial scope Deliverables, assumptions, exclusions, milestones, acceptance conditions, and how additional work is approved.
Post-go-live support Service hours, severity definitions, escalation path, release management, knowledge transfer, and named responsibilities.

Request references that cover the same application and implementation scale, not only a general Microsoft relationship. Ask what the partner will do during a failed migration, an integration outage, or a late change to a critical process. Those answers reveal more than a generic capability presentation.

What is FastTrack, and who qualifies?

FastTrack services build on Success by Design and may include solution blueprint reviews, go-live readiness reviews, and implementation support from Microsoft engineering teams. Access is not automatic.

Customer and partner conditions

  • The project must be a new deployment of an eligible application and meet Microsoft’s minimum annual Dynamics 365 license-spend requirement. The reviewed guidance does not state one universal dollar threshold; verify the current program terms for your market and agreement.
  • The implementation partner must be a Solutions Partner for Business Applications with at least two eligible customer deployments.
  • The partner must complete the required Success by Design training and knowledge check before the project starts.

Eligibility details were last updated July 29, 2026. Ask Microsoft or the proposed partner to confirm qualification for your exact application, deployment type, and contract before putting FastTrack deliverables on the project schedule.

What if the project does not qualify?

Customers outside the criteria can still use self-guided FastTrack resources, including training, product TechTalks, and readiness assessments for select applications. These resources do not create the same eligibility or engineering engagement as the qualifying service, so assign an internal owner or partner to turn the guidance into project actions.

Who provides Dynamics 365 support?

Support usually involves both the implementation or reselling partner and Microsoft. Your partner understands the configured solution, customizations, data flows, and operating procedures. Microsoft handles product-level issues through routes determined by the application, license, and support plan. Billing support also follows product- and license-specific routes.

Microsoft support plans

Plan or route General role Important qualification
Standard Support Included with a Dynamics 365 purchase for covered support needs. Case routes and scope are product-specific; current response commitments must be checked in the plan terms.
Professional Direct Support Designed for customers with continuously operating production environments that need faster responses plus advisory or escalation access. It does not cover Business Central. Business Central customers should work through their reselling partner for technical problems.
Unified Support A customized option for comprehensive support across Microsoft technologies. Scope and entitlements are contract-specific.

Microsoft’s support FAQ says all plans include technical support, while paid plans add advisory services. It also answers the question “Does having a paid support plan replace partner support?” with: “No, a Microsoft paid support plan is an additional resource that can be used by both you and your partner.” Treat the paid plan as an additional escalation and advisory resource, not as a replacement for the team that knows your implementation.

Where should a case be opened?

  • Standard: use the relevant product-specific support route.
  • Professional Direct: submit through the Power Platform admin center.
  • Unified Enterprise: use Services Hub.
  • Billing: follow the billing route for the specific product and license.

Before opening a Microsoft case, collect the environment, application, affected users, timestamps, correlation or error details, recent changes, reproduction steps, business impact, and partner case number. This allows Microsoft and the partner to separate a product defect from configuration, integration, data, or entitlement issues.

A practical decision process for customers

  1. Inventory the estate. List applications, environments, regions, agreement type, users, devices, integrations, and capacity needs.
  2. Map work to rights. Classify each user as full or limited based on tasks, then test named-user, device, and tenant models.
  3. Validate combinations. Check base-and-attach eligibility, Team Members limits, and add-on requirements in current terms.
  4. Design delivery. Ask partners to align scope, governance, testing, migration, training, and operations to the five Success by Design stages.
  5. Check FastTrack. Confirm the eligible application, spend requirement, partner status, two-deployment criterion, and completed training before promising Microsoft engineering support.
  6. Set the support model. Document partner responsibilities, Microsoft plan, case routes, severity handling, billing ownership, and escalation contacts.
  7. Reconfirm before purchase and go-live. Licensing guidance and program rules can change; recheck the March 2026 Licensing Guide, Product Terms, agreement terms, and current support-plan scope.

Common mistakes and how to avoid them

Treating a product family as one license

Different applications and user activities can have different rights. Require an application-by-application entitlement map.

Using Team Members for unrestricted work

Light-user rights cover only designated basic or read-only activities. Test every required task against the permitted rights before assigning the license.

Buying an attach without a qualifying base

An attach license depends on a qualifying base assigned to the same user. Keep that relationship visible in the license register and recheck it when roles change.

Assuming FastTrack is automatic

FastTrack has customer, application, spend, partner, and training conditions. Obtain written confirmation before scheduling deliverables that depend on it.

Replacing the partner with a paid support plan

Microsoft explicitly describes paid support as an additional resource. Keep the partner accountable for solution-specific knowledge, operational handoff, and first-line diagnosis.

Promising response times from a plan name alone

Support scope and escalation entitlements change by product and contract. Verify current terms instead of making a response-time promise from a general description.
