Microsoft’s Decision-1 is a model for scoring and selecting among options an application defines, rather than generating a conversational reply. Separately, Xbox has announced XP, a division for franchise experiences beyond games. The announcements describe distinct initiatives; they do not establish an organizational link between Decision-1 and XP.
What Microsoft Decision-1 does
Decision-1 is intended for software workflows that need a structured choice: classify an item, route a request, prioritize work, or evaluate something against defined options. An application supplies text or JSON state and typed questions; the model returns a selected option or numerical scores or probabilities. Microsoft describes the goal as producing outputs software can act on directly.
Microsoft Learn lists three question types: yes/no (noul), fixed-choice (choice), and ordered-scale (score). The application defines the options and uses the result according to its own rules.
How Decision-1 differs from chat
A chat model is generally asked to compose open-ended language. Decision-1 is asked to make a bounded assessment and return structured output; it does not provide a written explanation of its choice. A team can use a decision model to route or gate a request, then pass it to a generative model when a prose response is needed.

These are differences in task fit, not a claim that one model is better for every workload. Microsoft recommends validating the model against representative examples for the intended task. Microsoft Learn’s deployment and usage documentation also cautions that scores can be affected by wording, option order, base-model and training-data biases, and outdated knowledge.
Where Decision-1 is available and how it was built
Microsoft says Decision-1 is available through Microsoft Foundry and also names OpenRouter as an access route. Microsoft Learn lists model version 1 and Foundry deployment types DataZoneStandard in selected regions and GlobalStandard. Regional availability can vary, so developers should check the current deployment options and measure latency for their own workload.

Microsoft says Decision-1 was post-trained from Qwen3.5-9B for single-pass decision scoring. Its announcement says future iterations are planned to rebase on Microsoft AI (MAI) and OpenAI models; that is a stated plan, not the model’s current composition. Microsoft’s announcement provides its account of the model and the reported evaluation results.

What Microsoft reports about performance
The following figures are Microsoft-reported measurements published in 2026, not independently reproduced results. They describe the company’s comparisons and tests, not a guarantee of performance on a particular application.

- Benchmark performance: Microsoft says it evaluated nearly 150,000 questions across 36 benchmarks and that Decision-1 achieved the highest accuracy in its comparison. The company also says it updated its benchmark page to include Jev results for accuracy and calibration.
- Latency: Microsoft reports Decision-1 was 35 times faster than GPT-6 Sol in its measurement, describing that result as both the fastest measured result and an approximate P50 latency comparison.
- Decision consistency: Microsoft reports a 1.3% average decision-flip rate across eight input perturbations. It says its tests produced zero flips when option descriptions were paraphrased or option order was reversed or shuffled.
- Safety evaluation: Microsoft says it tested 5,250 requests across 11 safety benchmarks covering harmful content, jailbreak attempts, and prompt injection.
For a real deployment, the relevant comparison is how the model performs on the organization’s own labeled data, including the cost of false positives and false negatives. A strong vendor benchmark is a reason to evaluate a model, not a substitute for that evaluation.
What Decision-1’s Xbox Research example involved
Microsoft says Xbox Research used Decision-1 to assign researcher-defined themes to more than 10,000 pieces of open-ended feedback and reviews drawn from surveys, Steam, and Twitter/X, covering games, launches, and streams. Microsoft reports quality competitive with GPT-6 Sol, more than 14 times the speed, and 200 times lower cost for that use case. These are vendor-reported results from an internal example, not an independent audit or a general price guarantee.

This example concerns Xbox Research using a decision model to categorize feedback. It does not show that Decision-1 created, powers, or is organizationally part of Xbox XP.
What is Xbox XP?
Xbox announced XP on October 8, 2026, as a new division focused on experiences beyond games, with Kayleen Walters as president. Xbox describes four investment areas:

In its announcement, Xbox says Walters previously worked at Lucasfilm and Mojang, and that her move opens a leadership transition at Mojang. Xbox also says Minecraft grew from 350 million to more than 425 million units sold during her tenure and that its merchandising business ranked among the global top 20. Those career and business figures are statements from Xbox, not independently verified figures here. The announcements do not specify a launch calendar, named XP partners, event locations, or purchasable products. What to check before using a decision model
Decision-1 returns scores, not certainty. Microsoft Learn warns that calibration is strongest on familiar task types, that scores can reflect biases in the base model and training data, and that wording and option order can affect results. Its safety guidance says the model can miss subtle harmful content or flag benign content.
- Test on representative, labeled examples from the actual workflow rather than relying only on published benchmark results.
- Set decision thresholds with the consequences of false positives and false negatives in mind.
- Provide an abstention path for uncertain or borderline cases instead of forcing a model choice.
- Use meaningful human review for consequential decisions about people.
- Evaluate safety behavior for the specific content and threat patterns the application will encounter.
For developers, Microsoft Learn documents model version 1 and the Foundry deployment choices in its Decision-1 deployment guide; the guide’s regional availability information should be checked when planning a deployment.
