Microsoft-Decision-1 is a model for scoring bounded choices, such as whether an AI agent should continue, stop, retry, or hand off a task. Instead of generating an explanation, it returns structured selections, probabilities, or scores that an application can use to control its next step. Microsoft announced the model on October 9, 2026, with access through Microsoft Foundry and OpenRouter.

What Microsoft-Decision-1 does

Microsoft-Decision-1 is designed for situations where software must choose among known options. An agent can propose an action, then the decision model can score that proposal or select what happens next. Microsoft describes uses including routing, classification, prioritization, verification, and workflow control.

Examples include deciding whether an agent should continue, stop, retry, or hand off; choosing a model to match a task; grading an AI response or action against a rubric; and selecting a next step from a defined set. Microsoft also lists broader applications such as search relevance, safety screening, computer and UI use, robotics, and scientific screening. Microsoft’s announcement describes these as uses for a model that scores decisions rather than generating general-purpose prose.

What it returns—and what it does not

Microsoft says the initial model was post-trained from Qwen3.5-9B for fast, single-pass decision scoring. Given a fixed set of options, it returns probability scores for those options. Microsoft Learn documents typed requests that can ask for a yes-or-no probability, a selection from named choices with probabilities, or a score on an ordered scale.

The output is numerical and structured; it does not include a written rationale. That makes the model potentially useful when an application needs a predictable result to drive logic, but it does not explain why an option received a particular score. Use a generative language model when the task is to create, summarize, rewrite, synthesize, or explain content. The two approaches can also work together: a decision model can route or gate an agent’s work, while a generative model handles the open-ended task.

How it can fit into an agent workflow

A decision model can sit between an agent’s proposed action and the workflow step that follows. The application supplies the current state and the available choices, then uses the returned scores according to rules set by the developer. For example, an agent might propose retrying a failed operation; the decision step can score retry, stop, and hand off, while the application applies its confidence threshold and any review requirements.

What Microsoft reports about performance

Microsoft says Microsoft-Decision-1 had the highest accuracy in its comparison across 36 benchmarks, spanning nearly 150,000 questions on benchmarks kept blind from training. Microsoft also reports that it was 2.5 times quicker than H2O-Lightning-4B v1.1, the runner-up, and 35 times quicker than GPT-6 Sol in its measurements. These are Microsoft-reported benchmark results, not independent findings; the announcement does not provide independent replication.

Those figures are not a substitute for testing on a particular workload. Developers comparing decision models or a generative model should evaluate representative cases for accuracy and calibration, measure latency and cost in their own deployment, and consider data-processing requirements and regional availability. Microsoft’s announcement says future iterations may be based on other models, including Microsoft AI and OpenAI models; that is a future plan, not a description of the current model’s base.

Deployment availability depends on the selected configuration and region. Microsoft’s Foundry overview says model terms and prices vary by provider and deployment type, with pricing information available during deployment; it does not establish a single rate that applies across configurations. Safeguards for decisions and handoffs

A probability score is not an explanation or a guarantee that the chosen action is correct. Microsoft Learn recommends setting confidence thresholds in light of the costs of false positives and false negatives, and offering an abstention option when the system should not be forced to choose.

  • Test sensitivity to the order in which options are presented.
  • Monitor errors and check for unfair disparities over time.
  • For consequential decisions about people, use the model as decision support with meaningful human review, not as the sole decision-maker.

These safeguards matter most when an incorrect selection can cause significant harm. The application should define what happens below its confidence threshold, including whether to ask for more information, defer the choice, or send it to a person.

When it is a fit

Consider Microsoft-Decision-1 when an application needs a structured score or selection among defined outcomes—for example, routing a task, evaluating an agent action against a rubric, or deciding whether to continue or hand off. A generative model is the better fit when the requested output is prose or the task is open-ended. For either approach, compare performance on representative inputs and account for deployment configuration, latency, cost, uncertainty, and the consequences of errors.
