Microsoft Copilot is not one uniform feature with one access rule. Whether you can use it depends on where you open it (the standalone Copilot app or a Microsoft 365 application), which account you use, your subscription or assigned license, organization policy, and sometimes Microsoft’s available service capacity. The Windows app can be available with a personal Microsoft account or a work or school account, while Copilot inside Word, Excel, PowerPoint, and OneNote has separate eligibility requirements.

This guide explains the access paths, the labels and requirements to check, and what to do when Copilot is missing, slow, unavailable, or showing license errors.

First, identify which Copilot you mean

Many apparent contradictions about Copilot come from treating several products as one entitlement. Start by identifying the product surface and account involved.

Product surface Account used What determines access
Standalone Copilot app on Windows Personal Microsoft account, or Microsoft 365 work or school account App installation, sign-in, account policies, and feature availability for that account
Copilot Chat in Word, Excel, PowerPoint, or OneNote Personal or work/school account Qualifying subscription or license, organization policy, app eligibility, and file conditions
Microsoft 365 Copilot for an organization Work or school account The license assigned by the organization; users without the add-on may receive standard, capacity-dependent access in supported Copilot Chat experiences
Updated personal Copilot app content The same personal sign-in used previously, including Microsoft, Google, or Apple sign-in where supported Account selection and completion of Microsoft’s app migration

Signing out of one account and into another can therefore change what appears, even on the same computer.

How to open Copilot on Windows

New Windows 11 PCs may already include the Copilot app. If it is absent, install it from Microsoft Store. Open the app and sign in with either a personal Microsoft account or your Microsoft 365 work or school account.

  1. Open Microsoft Store and search for the Copilot app if it is not installed.
  2. Launch Copilot and choose Sign in.
  3. Select the account that should own the session: personal Microsoft, or work/school.
  4. Use the Copilot keyboard key or press Windows+C to open the app after sign-in.
  5. To change shortcut behavior, open Account > Settings > Copilot Keyboard Shortcuts and choose the available option.

With a personal sign-in, Microsoft’s Windows access guidance describes features such as chat history, image creation, longer conversations, and voice interactions. The exact feature set can change by account, region, age eligibility, and service availability.

When Copilot appears inside Microsoft 365 apps

Copilot in Microsoft 365 desktop or web apps follows licensing rules separate from the standalone Windows app. The absence of an icon in Word or Excel does not prove that the Windows app is unavailable, and having the Windows app does not automatically grant every in-app feature.

Work and school accounts

Sign in to Microsoft 365 with the organization account and inspect the Copilot label shown for that account. Microsoft’s license guidance uses labels including Copilot Chat (Basic), M365 Copilot (Basic), and M365 Copilot (Premium). Those labels indicate the access level and whether an add-on license is present; the apps available directly can differ between labels. If your employer or school controls licensing, an administrator must assign or change the entitlement.

Personal subscriptions

Microsoft’s personal-account guidance identifies qualifying Microsoft 365 Personal, Family, and Premium subscriptions as routes to Copilot features in the listed apps. In Family and Premium plans, the AI features in Word, Excel, PowerPoint, Outlook, and Designer are available to the subscription owner only. They cannot be shared with other members of the plan, and Microsoft says only that owner can use Copilot in the desktop applications.

Excel has an additional file requirement

Copilot in Excel requires AutoSave to be enabled and the workbook to be saved to OneDrive. It does not work with an unsaved file. A user can otherwise have a qualifying subscription and still see Copilot unavailable until the workbook is stored in the supported location.

Age and regional eligibility

Age requirements vary by region. They can block AI features even when an account otherwise qualifies for AI credits or a subscription. If an option is missing only for a younger account or in a particular country, check the regional eligibility rules rather than repeatedly reinstalling the app.

Standard access versus priority access

For work or school users in the Microsoft 365 Copilot Chat experience covered by Microsoft’s service-access guidance, access can be available without the paid Copilot license add-on. That access is called standard access and is capacity-dependent.

Access type Who it generally applies to What to expect
Standard access Work or school users without a Microsoft Copilot license, where the organization and service support it Availability and response times can vary throughout the day. Microsoft may temporarily restrict features during high demand.
Priority access Users with a Copilot license Designed for faster responses and more consistent availability, but still subject to overall service availability.

Microsoft Support states: “Standard access: Users without a Microsoft Copilot license have standard access to Copilot capabilities, which is subject to service capacity and may vary throughout the day.” In this Copilot Chat context, Microsoft currently limits voice features to priority access. A slow response during a busy period is therefore not necessarily a broken installation.

Why you do not see Copilot in an application

  1. Name the surface. Confirm whether you expect the standalone Copilot app or a button inside Word, Excel, PowerPoint, OneNote, Outlook, or Designer.
  2. Check the signed-in identity. In Microsoft 365, verify that the account shown is the one with the subscription or organization license. A personal account will not use a work license, and a work account will not use a personal subscription.
  3. Inspect the license label. Work or school users should review the Copilot label in Microsoft 365. Personal users should confirm that the subscription is Personal, Family, or Premium and that they are the subscription owner.
  4. Check organization policy. An administrator can disable or limit Copilot even when the underlying Microsoft 365 plan could support it.
  5. Check app and file conditions. In Excel, enable AutoSave and save the workbook to OneDrive. For other apps, make sure you are using a supported, signed-in Microsoft 365 session.
  6. Run the license troubleshooter. Open the Windows Get Help app and use Microsoft’s Copilot license troubleshooter. If the account should be licensed but the icon remains absent, the troubleshooter can identify an account or assignment problem.
  7. Escalate the right way. Ask your work or school administrator to verify the assignment. Personal-account users can continue with Get Help diagnostics and any support contact option offered in the app.

Fixing Copilot license-validation errors

A license-validation error usually means that Copilot cannot match the current session, file location, or browser state to an eligible entitlement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the licensed account

Sign out of Microsoft 365, then sign back in with the account that owns the personal subscription or received the organization license. If multiple accounts are listed, switch explicitly rather than relying on the account selected by the browser.

Match the file and account

Open work or school files with the corresponding organization account. A personal subscription does not validate access to a file governed by an employer or school account.

Move files from unsupported third-party storage

Microsoft’s error guidance identifies third-party-hosted files as a possible cause. Copy or move the file to OneDrive or SharePoint, reopen it from there, and try Copilot again.

Allow required browser cookies

In Microsoft 365 web apps, blocked third-party cookies can prevent license validation. Review the browser’s privacy or cookie settings, allow the required Microsoft sign-in cookies, refresh the page, and retry. Browser labels and locations differ, so use the browser’s own settings search for “third-party cookies.”

Why Copilot is slow or temporarily unavailable

For standard work or school access, Microsoft’s service-capacity policy is the first explanation to check. Demand can produce longer responses or temporary restrictions during the day. Wait and retry later, and check whether your organization has assigned a Copilot license if predictable priority access is important.

A Copilot license improves access priority but does not guarantee uninterrupted service; Microsoft’s guidance still makes availability subject to the service operating normally. If every user in the organization is affected for an extended period, use the Get Help connectivity troubleshooter and ask the administrator to check organization connectivity, firewall rules, and service status.

Why old chats or content are missing after the app update

Microsoft’s September 2026 guidance for the updated personal Copilot app says content may still be moving between app versions. Follow these steps:

  1. Sign in with the same method used previously: the same Microsoft, Google, or Apple sign-in.
  2. Check the selected account on every device. Personal and work or school accounts remain separate.
  3. Restart the app, or refresh the web page if you are using Copilot in a browser.
  4. Follow any migration message displayed in the app and allow time for the move to complete.
  5. Try again later if content is still absent, then report the problem from inside Copilot if the option is available.

Microsoft says files shared or generated in the app are stored in OneDrive. Group Chat threads and content do not carry forward after August 18, 2026, according to the migration guidance. Other retirement dates mentioned in that article should be checked against the linked current guidance before relying on them, because the article contains inconsistent date text.

Getting help when the checks fail

Personal accounts

Open Get Help, search for Copilot, run the license and connectivity troubleshooters, and use the in-app support contact option when Microsoft offers one. The connectivity tool checks firewall rules and other connection blockers in addition to basic account diagnostics.

Work or school accounts

Give your administrator the exact account, app, license label, error text, file location, and time of failure. Administrators can verify license assignment and organization policy; Microsoft recommends contacting them when the problem persists.

What to record before contacting support

  • The product surface: Windows app, web app, or a specific Microsoft 365 application.
  • The account type and sign-in address category: personal, work, or school.
  • The Copilot label or subscription name shown in Microsoft 365.
  • The app version, whether the file is saved, and whether it is stored in OneDrive, SharePoint, or another location.
  • The exact error message and whether the problem affects one account or multiple users.

These details let support distinguish an entitlement problem from capacity limits, migration delay, browser restrictions, or an organization policy.

A practical decision checklist

  • Need chat on Windows? Install the Copilot app, sign in with the intended account, and use the Copilot key or Windows+C.
  • Need Copilot in Word, Excel, PowerPoint, or OneNote? Verify the qualifying subscription or organization license separately from Windows app access.
  • Sharing a Family or Premium plan? Only the subscription owner receives the listed in-app AI features.
  • Using Excel? Turn on AutoSave and save the workbook to OneDrive.
  • Seeing slow responses with a work account? Determine whether you have standard, capacity-dependent access or a Copilot license with priority access.
  • Seeing a license error? Match the account to the file, move third-party-hosted files to OneDrive or SharePoint, and review browser cookie settings.
  • Missing old personal content? Use the original sign-in method, refresh or restart, complete migration prompts, and check account selection.
