Microsoft has confirmed two separate Remote Desktop problems affecting some Windows environments after September 2026 updates. The first can make Remote Desktop Services (RDS) unstable, causing connections to fail after several minutes, sign-in problems, and servers stuck at “Please wait for the Remote Desktop Configuration.” The second affects certain Windows 11 enterprise-managed hosts with Administrator protection enabled and can produce error 0xC000000D. Install the relevant September 14 or October 13 updates before changing security policy, and compare the installed KB and Windows version with Microsoft’s affected-platform lists.
Which Remote Desktop issue are you seeing?
| Issue | Typical symptom | Trigger and scope | Fix |
|---|---|---|---|
| September 2026 RDS instability | RDP fails after several minutes, sign-in fails, or the host hangs at “Please wait for the Remote Desktop Configuration.” Management tools may also stop responding. | September 8, 2026 security updates; affected Windows client and Server releases listed below. Windows 365 and Azure Virtual Desktop were not affected. | Install an update released on or after September 14, 2026, including the applicable out-of-band (OOB) package. |
| Windows 11 Administrator-protection failure | Non-admin users cannot connect and receive 0xC000000D with “The token that was passed to the function is invalid.” |
Preview update KB5124010 or later updates; primarily enterprise-managed Remote Desktop hosts with Administrator protection enabled. | Install an update released on or after October 13, 2026. Microsoft’s temporary mitigation resets the “User Account Control Type Of Admin Approval Mode” policy. |
| Earlier 2025 regression | Sessions freeze shortly after connection, or UDP-based sessions disconnect after approximately 65 seconds. | Windows 11 24H2 connecting to older RDS hosts, including Windows Server 2016 or earlier, after January–March 2025 updates. | KB5052093 addressed the freeze symptom; KB5053656 addressed the approximately 65-second UDP disconnect. |
September 2026 RDS instability
Microsoft’s September 8, 2026 security update documentation warned that RDS could become unstable in some environments. Reported effects included an RDP session that works initially but fails after several minutes, inability to sign in, and a server that never gets past “Please wait for the Remote Desktop Configuration.” MMC, RDS Licensing Diagnoser, File Explorer and the Windows Update page could also become unresponsive.

Affected platform range
Microsoft’s Windows 11 release-health entry identifies the client-side originating update as KB5124008, released September 8, 2026. Listed clients are Windows 11 26H1, 25H2, 24H2 and 23H2; Windows 10 22H2 and 21H2; and Windows 10 Enterprise LTSC 2019 and 2016. Listed server platforms are Windows Server 2025, 2022, 2019, 2016, 2012 R2 and 2012.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThe release-health entry lists KB5129195, released September 14, 2026, as the out-of-band resolution for the client-side issue. For Windows Server 2025, Microsoft’s September 14 bulletin identifies KB5129235 as the fix. Later cumulative updates also include the correction, so a machine patched after September 14 should contain the remedy even if the OOB package was not installed separately.

- STREAMLIMED AND INTUITIVE UI | Intelligent desktop | Personalize your experience for simpler efficiency | Powerful security built-in and enabled.
- JOIN YOUR BUSINESS OR SCHOOL DOMAIN for easy access to network files, servers, and printers.
- OEM IS TO BE INSTALLED ON A NEW PC WITH NO PRIOR VERSION of Windows installed and cannot be transferred to another machine.
- OEM DOES NOT PROVIDE PRODUCT SUPPORT | To acquire product with Microsoft support, obtain the full packaged “Retail” version.
Microsoft explicitly says Windows 365 and Azure Virtual Desktop were not affected by this issue. That distinction matters: an on-premises RDS host can match the advisory while a cloud desktop service does not.
What administrators should check
- Record the operating-system edition and version for both the RDP client and the RDS host.
- Check update history or installed updates for KB5124008, the applicable September 8 package, and for KB5129195, KB5129235 or a later cumulative update.
- Test a new RDP connection, remain connected for longer than the previous failure interval, and open the management tools that were previously hanging.
- If the host still fails, compare its exact build with Microsoft’s release-health guidance rather than assuming every RDP outage is update-related.
Windows 11 error 0xC000000D and Administrator protection
Microsoft documented a separate Windows 11 problem on September 22, 2026. After preview update KB5124010 or later updates, non-admin users may be unable to connect to remote devices where Administrator protection is enabled. The connection can fail with error 0xC000000D and the message “The token that was passed to the function is invalid.” Microsoft says the problem primarily affects enterprise-managed Remote Desktop hosts.

Permanent resolution
Updates released on and after October 13, 2026 resolve this issue. Microsoft lists KB5127646 and KB5127648 among the applicable branch updates. Install the package appropriate to the Windows 11 branch, then retest a non-admin connection with Administrator protection left enabled.

If deployment of the October 13 update is not yet possible, Microsoft’s documented workaround is to reset the User Account Control Type Of Admin Approval Mode policy through Intune or Group Policy, temporarily turning off Administrator protection. Apply that change only as a short-term measure in accordance with your organization’s security policy, and restore the protected configuration after the fixed update is installed. This mitigation is for the 0xC000000D Administrator-protection case; it is not the remedy for the September RDS instability.

How the 2025 regression differs
Microsoft’s February 11, 2025 support bulletin recorded two earlier regressions. Following KB5050094 and later updates, some Windows 11 24H2 sessions froze shortly after connection and required disconnecting and reconnecting; KB5052093 addressed that symptom. The same bulletin reported a marked increase in UDP-based disconnects after the March 2025 security update KB5053598. Connections from Windows 11 24H2 to RDS deployments on Windows Server 2016 or earlier could drop after approximately 65 seconds, and KB5053656 addressed that issue.
The older-host requirement and the roughly 65-second timing are useful clues that separate this 2025 problem from the 2026 advisories. A failure after several minutes, a configuration-screen hang or a new sign-in problem points instead toward the September 2026 RDS issue; the exact token error points toward Administrator protection.
Practical triage checklist
- Identify the symptom: configuration hang and general instability,
0xC000000D, an immediate freeze, or a repeatable approximately 65-second UDP drop. - Identify the date and KB: September 8, 2026 packages, KB5124010 or later preview updates, or the 2025 KB5050094/KB5053598 sequence.
- Check scope: compare client and host versions, note whether the host is an older Windows Server RDS deployment, and verify whether Administrator protection is enabled.
- Patch first: use the September 14, 2026 OOB or later cumulative update for the RDS issue, and the October 13, 2026 or later update for the Administrator-protection issue.
- Use policy changes narrowly: only the documented Administrator-protection workaround calls for changing the User Account Control policy, and it should be temporary.
Microsoft has not published an affected-device count or prevalence percentage for these incidents. The advisories describe affected environments and update paths, so an unrelated network, credential, firewall or server-configuration problem remains possible when a machine does not match those conditions.
