Choose Azure Quantum if you want one Azure service that exposes several hardware providers, Microsoft’s Quantum Development Kit and Q#, the Resource Estimator, and adapters for Qiskit or Cirq. Choose IBM Quantum if you want IBM-owned quantum processors, a Qiskit-first workflow, IBM Quantum Compute runtime primitives, or clearly defined Open and paid access plans.
Neither platform is universally faster or cheaper. Provider rosters, queue times, pricing, promotions, API versions and backend performance change. Select the platform that matches your software stack and target hardware, then measure the exact workload on the backend you intend to use.
Azure Quantum and IBM Quantum are different kinds of services
Azure Quantum is an Azure service that combines Microsoft’s development tools with access to quantum hardware and software from multiple providers. The service is designed to let a team develop in a familiar Azure environment, choose among available provider targets, and submit workloads without building a separate account and integration for every provider.

IBM Quantum is centered on IBM’s own quantum processors and cloud runtime services. IBM Quantum Compute Service is the cloud service for executing computations on IBM Quantum hardware. Access is organized through IBM Quantum Compute instances and plans rather than through a marketplace of unrelated hardware vendors.
IBM’s setup documentation states: "You can run workloads on IBM® quantum processing units (QPUs) by setting up an account on IBM Cloud®." In practice, that means creating the IBM Cloud account, installing the Qiskit client libraries, selecting an instance, and authenticating with an API token.

How the programming stacks differ
Azure Quantum: several supported entry points
Microsoft’s Quantum Development Kit (QDK) supports Python and Q#. Azure’s documentation also describes OpenQASM, Qiskit and Cirq workflows. You can therefore keep a Python-based project, adopt Q#, or bring a circuit written for another framework and route it to a compatible Azure target.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsThat flexibility is useful when hardware choice is still open. A team can prototype an algorithm locally, compare a gate-model provider with another modality, and keep the Azure submission layer as the place where targets and credentials are selected. The trade-off is that portability is not perfect: providers differ in supported instructions, qubit connectivity, compilation behavior, timing units and billing. A circuit that is syntactically portable may still need target-specific transpilation and parameter tuning.
IBM Quantum: Qiskit is the center of gravity
IBM’s documented path is Qiskit plus qiskit-ibm-runtime. That makes IBM a natural choice when your team already writes Qiskit circuits, uses Qiskit transpilation, or wants IBM’s runtime primitives without adding an abstraction layer for another provider.
You can still develop and test code locally before submitting jobs. The cloud-specific part is the IBM Quantum Compute client, the instance you select, and the API token used for authentication. Keep those concerns separate from circuit construction so that a local test does not accidentally submit to a paid or quota-limited backend.

Can you run Qiskit on Azure Quantum?
Yes. Microsoft’s documentation explicitly lists Qiskit support in Azure Quantum workflows. The practical qualification is that Qiskit code must be submitted through the Azure integration and targeted at a provider that accepts the circuit format and operations you use. IBM-specific runtime calls are not automatically portable to Azure; code using IBM Quantum Compute primitives, instances or IBM-only backend options must be adapted to Azure’s target interface.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Hardware choice and what “multi-provider” really means
Azure’s cited provider list includes IonQ, Pasqal, Quantinuum and Rigetti. Those providers do not represent one interchangeable machine type. They can differ in physical implementation, native gate set, connectivity, measurement behavior, calibration cycle, queue policy and price unit. A provider comparison is therefore a comparison of a specific target and date, not a promise that Azure hardware is uniformly better or worse than IBM hardware.
IBM Quantum gives you IBM QPUs through IBM Quantum Compute instances. The advantage is a more consistent hardware and runtime family: tutorials, transpilation guidance and execution primitives are designed around IBM’s service. The limitation is that you are evaluating IBM’s available backends rather than choosing among the Azure provider roster.
Do not choose solely by advertised qubit count. The useful metric for your application may be circuit depth before errors dominate, two-qubit fidelity, connectivity, measurement quality, queue delay, supported instruction set or the cost of repeated shots. None of the cited official material supplies a common, independently comparable Azure-versus-IBM benchmark.
Azure Quantum setup: a practical path
Microsoft documents both portal-based submission and local development with the QDK. The exact portal labels and provider availability can change, so treat the following as the stable sequence rather than a promise of a particular screen layout.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Prepare an Azure environment. Sign in with an Azure account and create or select the Azure resources required for Quantum work in your organization. Confirm that your identity is allowed to create workspaces and submit jobs.
- Choose your development language. Use Python or Q# through the Microsoft QDK. If your project already uses OpenQASM, Qiskit or Cirq, keep that workflow and use the corresponding Azure integration.
- Install and test locally. Set up the local QDK environment, write a small circuit, and validate it with a local simulator or development target before consuming cloud quota.
- Open an Azure Quantum workspace. In the Azure portal, select the workspace associated with your project and review the provider targets available in that workspace. Availability can depend on geography, account status and provider changes.
- Select a target. Pick the specific provider and backend that support your operations. Read that target’s documentation for native gates, shot limits, queue behavior and billing units.
- Authenticate and submit. Use the portal or the local SDK to submit the program. Record the target name, submission time, number of shots and any execution-time or token charge returned with the job.
- Inspect and reproduce results. Save the compiled circuit, options and result metadata. Re-run the same workload on another target only after confirming that differences in compilation and measurement settings are understood.
Azure’s Resource Estimator is a separate planning tool rather than a promise of present-day hardware performance. It estimates physical and logical qubit requirements and runtime for fault-tolerant designs, which is valuable when deciding whether an algorithm is plausible at a future error-corrected scale.

IBM Quantum setup: account, instance and runtime client
IBM’s setup guide requires an IBM Cloud account, Qiskit, the IBM Quantum Compute client, an instance and an API token. The client installation guide identifies qiskit-ibm-runtime as the package for IBM Quantum Compute Service.
- Create or use an IBM Cloud account. Sign in to IBM Cloud and make sure your organization permits access to IBM Quantum services.
- Install the SDKs. In a virtual environment, install Qiskit and the IBM runtime package with your normal Python package manager, for example
pip install qiskit qiskit-ibm-runtime. Pin versions in a requirements file for reproducible experiments. - Create or select an instance. An instance identifies the IBM Quantum Compute access context and the plan or entitlement used for jobs. The available instances depend on your account and plan.
- Create an API token. Store the token in a secret manager or protected environment variable; do not commit it to source control or notebooks shared outside the project.
- Connect with the runtime client. Configure the client with the token and instance, then list the backends available to that instance. Select a backend only after checking its current operational status and queue.
- Transpile and submit. Compile the circuit for the selected IBM backend, choose the appropriate runtime primitive and execution options, and submit the job.
- Capture metadata. Save the backend name, transpiler settings, primitive options, shot count, queue time and result identifiers so that a later run can be compared fairly.
IBM Quantum Compute Service is described by IBM as "the cloud-based service for executing quantum computations on IBM Quantum hardware." Its runtime primitives can combine compilation with error suppression and error mitigation controls. Those controls can improve the usefulness of results, but they add options that should be documented in any performance or accuracy comparison.
Pricing and free access: why the numbers are not directly comparable
| Platform or plan | Documented figure or model | How to interpret it |
|---|---|---|
| IBM Quantum Open Plan | Up to 10 minutes of QPU use per 28-day rolling window. | This is a plan allowance, not a universal amount of circuit execution or a guarantee of queue priority. |
| IBM Open Plan promotion | As of 16 March 2026, active Open Plan users could opt in to an additional 180 minutes over the following 12 months. | A time-limited promotion; verify that it is still available and that your account qualifies before relying on it. |
| Azure Quantum providers | Providers set their own prices. Microsoft’s 2025 pricing example lists Rigetti Cepheus-1-108Q at USD 0.02 per 10-millisecond job-execution increment. | The figure applies to that provider, backend and billing unit; it is not an Azure-wide rate. |
| Azure Quantum token model | Some targets use Azure Quantum Tokens. | The token price and consumption rules are provider- and target-specific and may change. |
IBM’s minutes measure QPU use over a rolling window, while the cited Azure example bills execution time in increments. A short circuit with many shots, a long circuit with few shots and a batch of repeated jobs can have very different costs under those models. Before approving a run, calculate the number of jobs, shots, expected execution time, retries and any mitigation overhead.
For a production estimate, check the current provider price shown for the exact Azure target or the current IBM plan and instance terms. Prices, allowances and promotions are volatile; the figures above are the documented values and dates, not permanent commitments.
Runtime compilation, error handling and simulation
When IBM’s runtime primitives are the deciding factor
IBM Quantum Compute primitives provide a managed path for runtime compilation, error suppression and error mitigation. This is attractive when your team wants those controls close to execution rather than implementing a separate orchestration layer. It also makes IBM’s workflow cohesive for Qiskit projects that already depend on IBM runtime APIs.
The cost is platform coupling. Code that calls IBM-specific primitives, instance identifiers or backend options will require adaptation before it can run on Azure or another provider.

When Azure’s estimator and target breadth matter more
Azure’s Resource Estimator addresses a different question: how many physical and logical qubits and how much runtime a fault-tolerant design may require. It is useful during architecture and feasibility work, before a team commits to a particular current QPU.
Azure’s multi-provider model also lets you compare hardware modalities through one service. The comparison remains your responsibility: providers may expose different simulators, compilation passes, error controls and result formats, so portability should be tested rather than assumed.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choosing by project scenario
You already use Azure identity and operations
Start with Azure Quantum when your team’s cloud governance, billing and developer workflows already run in Azure and you want one service for several quantum providers. Confirm the required region, identity permissions, data handling and provider availability with your administrator before standardizing on it.
You are learning quantum programming with Qiskit
Start with IBM Quantum when the tutorials, libraries and examples you plan to use are Qiskit-first and your target is IBM hardware. The Open Plan can provide an initial QPU allowance, subject to its rolling-window limit and any current eligibility rules.
You need to compare different hardware modalities
Use Azure Quantum as the initial comparison layer because its documented targets include IonQ, Pasqal, Quantinuum and Rigetti. Keep the circuit definition, shot count, compilation settings and result analysis under your control; the common cloud entry point does not make backend results directly equivalent.
You need IBM runtime compilation or mitigation
Choose IBM Quantum if the ability to use IBM Quantum Compute runtime primitives for compilation, error suppression and error mitigation is central to the experiment. Budget time to learn the primitive options and record them with every result.

You are designing for fault-tolerant systems
Use Azure’s Resource Estimator when you need physical-qubit, logical-qubit and runtime estimates for a fault-tolerant design. Treat the output as an estimate based on the selected assumptions, not as a prediction of the queue time, price or performance of a current commercial backend.
You need the lowest possible cost
There is no platform-wide answer. Compare the exact Azure target price and billing unit with the IBM plan, instance and expected QPU minutes for your workload. Include failed jobs, calibration changes, retries, mitigation overhead and the value of local simulation when estimating total cost.
A fair Azure-versus-IBM evaluation method
Because the official material does not provide a universal head-to-head benchmark, run a small, documented experiment before making a procurement or architecture decision.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Freeze the workload. Use the same algorithm, input data, circuit-generation code, shot count and stopping criteria.
- Define compatible targets. Record the exact Azure provider/backend and IBM backend, including the date and operational status. Do not compare an Azure simulator with an IBM QPU.
- Control compilation. Save transpiler or compiler settings, optimization levels, basis gates and circuit depth after compilation.
- Measure queue and execution separately. Record submission-to-start time, QPU execution time, total wall-clock time and any retry or failure.
- Measure quality, not just speed. Use the application’s success metric, confidence interval or approximation error. If mitigation is enabled on IBM, run a clearly identified unmitigated control where possible.
- Calculate cost. Apply the target’s current billing unit, including shots, execution increments, tokens, plan allowances and any paid overage.
- Repeat across dates. Queueing, calibration and provider availability change. A single run is evidence about that run, not a permanent ranking.
This method produces a workload-specific answer to "which is better?" A global winner based on qubit count or one queue observation would not be defensible.
Interoperability and migration pitfalls
- Assuming Qiskit means identical execution. Qiskit can be used with Azure, but IBM runtime calls and IBM backend options are not portable without changes.
- Ignoring native operations. A circuit accepted by one target may require decomposition, additional depth or a different connectivity mapping on another.
- Comparing provider prices by headline number. A per-10-millisecond Azure charge and a monthly IBM QPU-minute allowance measure different things.
- Forgetting quota windows. IBM Open Plan’s 10-minute allowance is measured over a rolling 28-day window, not a calendar month or a daily reset.
- Leaving credentials in notebooks. Use environment variables or a secret manager for Azure and IBM credentials, and rotate tokens when a notebook or repository may have exposed them.
- Treating estimates as hardware results. Resource Estimator output concerns fault-tolerant resource requirements; it does not substitute for a current-device experiment.
- Failing to record target metadata. Provider rosters, APIs, prices, queues and backend performance change, so a result without target and date information is difficult to reproduce.
Decision checklist
- Is the project already standardized on Azure services, or on Qiskit and IBM tooling?
- Do you need access to several hardware providers, or specifically to IBM QPUs?
- Will Q# and the Microsoft QDK accelerate development, or would a Qiskit-first codebase reduce migration work?
- Do you need Azure Resource Estimator for fault-tolerant planning?
- Do you need IBM runtime compilation, error suppression or error mitigation primitives?
- Which exact backend supports your gates, connectivity and circuit depth?
- What are the current queue, price unit, plan allowance and data-governance requirements?
- Can your team run a controlled workload test before committing to a platform?
Verdict
For most teams, the choice follows the workflow rather than a universal performance ranking. Azure Quantum is the stronger starting point for multi-provider exploration, Azure-centered operations, Q#/QDK development and resource estimation. IBM Quantum is the stronger starting point for Qiskit-centric development, IBM hardware, IBM Quantum Compute runtime primitives and explicit plan-based access.
If you are undecided, prototype the same small workload on one Azure target and one IBM backend, document compilation and cost, and choose from those measurements. Recheck provider availability, pricing, plan terms, API versions and queue behavior immediately before production use.
