Some Windows 11 Always On VPN deployments began reporting a connected status without a working tunnel after the September 8, 2026 security update KB5124008 for version 24H2. Microsoft-hosted deployment reports describe IKEv2 attempts no longer falling back automatically to SSTP. An out-of-band update, KB5129195, was reported by a Microsoft Q&A participant to restore device and user tunnels on Windows 11 24H2 and 25H2. Microsoft has also documented VPN-process resilience improvements in the Windows 11 26H1 preview update KB5124006.

The safest response is to install the latest cumulative update offered for the affected Windows release, then test both device and user tunnels. Do not assume that a KB number for 24H2 applies to 26H1, and do not treat community workarounds as permanent Microsoft guidance.

What failed after the September update

The reported regression concerns Always On VPN profiles that use automatic protocol selection, particularly an IKEv2 connection with SSTP fallback. Before KB5124008, one affected deployment saw RasClient events 20223 for IKEv2, followed by 20222 for SSTP and then 20225 within roughly a second. After the update, the SSTP attempt reportedly stopped occurring. Windows could show the connection as established even though no usable tunnel existed.

This evidence comes from operational reports on Microsoft Q&A. Microsoft has not published an engineering explanation naming a specific Windows Filtering Platform change, network-driver defect or certificate-handling bug as the root cause. It is therefore more accurate to describe the issue by its observed behavior and update relationship than to claim a confirmed internal cause.

September 2026 update timeline

Date Package What the available evidence shows
September 8, 2026 KB5124008 Windows 11 24H2 security update associated in Microsoft-hosted reports with the AOVPN fallback symptom.
September 8, 2026 KB5124012 Windows 11 26H1 security update. The 26H1 release-health material lists other regressions, including Remote Desktop Services instability, but does not list AOVPN as a separate known issue.
September 14, 2026 KB5129195 Out-of-band update for Windows 11 24H2 and 25H2. A Microsoft Q&A participant reported that it restored device and user Always On VPN tunnels.
September 14, 2026 KB5129194 Out-of-band package for Windows 11 26H1 that Microsoft says resolved the documented Remote Desktop Services issue.
September 22, 2026 KB5124006 Windows 11 26H1 preview update whose Network section documents improved resilience and recovery from VPN process-related background hangs.

What Microsoft has officially documented

KB5124006 contains the clearest direct Microsoft statement about VPN behavior: “This update improves resiliency and recovery from potential VPN process-related background issues that can cause processes to stop responding.” That wording supports a process-hang and recovery improvement for 26H1; it does not establish that Microsoft officially classified every IKEv2-to-SSTP failure as a known issue or guarantee a fix for every AOVPN configuration.

The 24H2 and 25H2 recovery signal is different. It is a community deployment report hosted in Microsoft Q&A, not a Microsoft release note specifically promising an Always On VPN fix. Treat the reported restoration after KB5129195 as useful corroboration, while validating it in your own environment.

How to troubleshoot an affected deployment

  1. Identify the release and patch level. Open Settings > System > About to confirm the Windows version, then check Settings > Windows Update > Update history for the installed cumulative and out-of-band packages. Record whether the device is on 24H2, 25H2 or 26H1 before selecting a KB.
  2. Install the current cumulative update. Use Settings > Windows Update, your organization’s Windows Update for Business deployment, or the Microsoft Update Catalog. Microsoft’s update guidance is to use the latest update available for that Windows release. For 24H2 and 25H2, verify whether KB5129195 or a later cumulative package is installed. For 26H1, use the current 26H1 cumulative package rather than copying a 24H2 KB.
  3. Retest both tunnel types. Always On VPN can establish device and user tunnels separately. Test at startup and after sign-in, and confirm access to an internal resource rather than relying only on the Windows connected indicator.
  4. Check the profile’s protocol logic. Determine whether the profile permits automatic selection and depends on IKEv2 falling back to SSTP. Compare RasClient events around a failed attempt; the missing SSTP event is a useful symptom but is not, by itself, proof of a particular root cause.
  5. Use a workaround only as a bridge. Microsoft Q&A participants describe forcing SSTP or explicitly constraining the fallback strategy. Those settings are deployment-specific, can alter security and performance characteristics, and were not presented as official Microsoft guidance. Document the change and plan to remove it after the patched behavior is verified.
  6. Avoid making uninstall the default fix. Removing KB5124008 or another cumulative package also removes security and quality fixes. Prefer the applicable out-of-band or later cumulative update; consider rollback only under your organization’s tested incident process and with compensating controls.

Which update applies to which Windows release?

Windows 11 24H2

Investigate KB5124008 if the AOVPN symptom began after September 8. KB5129195, released September 14 for 24H2 and 25H2, was reported to restore both device and user tunnels. Install that package or the latest cumulative update superseding it, then retest the profile.

Windows 11 25H2

The cited out-of-band recovery package is KB5129195. The available report covers 25H2 tunnel restoration but does not provide a separate September 8 baseline KB for this release, so use the update history and Microsoft’s offering for the device to determine the correct current package.

Windows 11 26H1

KB5124012 was the September 8 security update, and KB5129194 was the September 14 out-of-band package for the documented Remote Desktop Services problem. KB5124006, published September 22 as a preview, adds the explicit VPN process-resilience wording. Keep the separate Remote Desktop known issue added to the KB5124006 change log on October 14 out of AOVPN troubleshooting; it concerns non-admin users with Administrator protection, not the VPN regression described here.

What remains unknown

  • Microsoft has not supplied an authoritative count or percentage of affected devices.
  • No cited Microsoft page identifies a definitive low-level root cause for the IKEv2-to-SSTP behavior.
  • A successful installation of KB5129195 is reported evidence, not a universal compatibility guarantee for every Always On VPN topology, authentication method or profile.

For incident records, capture the Windows release, installed KBs, tunnel type, RasClient event sequence and whether device and user tunnels behave differently. That information separates an update-related fallback failure from unrelated certificate, routing, gateway or authentication problems.
