To merge PDFs without uploading them to a website, use a desktop PDF app whose specific merge workflow processes files locally. PDFsam Basic documents a local merge workflow for Windows, macOS, and Linux: add the files, put them in order, choose where to save the result, and run the merge. PDFsam says Basic processes PDF files on your computer; that is the vendor’s statement, not an independent audit.
Merge PDFs locally with PDFsam Basic
PDFsam Basic’s documented merge workflow lets you combine files and choose their sequence before saving one output PDF. Keep the original PDFs and save the merged document as a separate file so you can recover the sources if the result needs changes.
- Open PDFsam Basic. Choose its Merge tool.
- Add the source PDFs. Select the files you want to combine.
- Set the order. Arrange the files in the sequence you want them to appear in the merged document.
- Choose the output. Set a filename and save location for the new PDF.
- Run the merge and check the result. Open the saved PDF and confirm its page order and completeness. Checking the output is a prudent step; it is not a reported software test.
PDFsam Basic also offers controls for merging selected page ranges, handling bookmarks, setting AcroForms behavior, and optionally adding a table of contents. See PDFsam Basic documentation and its merge instructions for the vendor’s current details.

PDFsam’s Basic product page says files are processed locally and never leave the computer. Its privacy policy, last revised September 1, 2023, says PDF files are processed locally across the company’s applications and that desktop applications do not automatically send or upload PDF content. For PDFsam Basic specifically, the policy says, “Nothing is sent and/or collected by PDFsam Basic.” These are the company’s claims about its Basic desktop application, not independent network testing.

The policy also discusses website analytics and data collection, and communications for other offerings such as Visual. Do not extend the Basic desktop-app statement to the PDFsam website or every product. Review the PDFsam privacy policy if those distinctions matter to your use.
- Use a desktop application rather than a browser-based merger when your goal is to avoid sending the PDFs to an online merge service.
- Check that the specific application and feature you plan to use are local; a desktop label alone does not establish how every workflow handles files.
- For confidential documents, follow your organization’s rules for approved software and handling. “Local” is not, by itself, a general guarantee that an application or device is secure.
How other desktop options compare
Adobe’s desktop help documents combining PDFs and other files, previewing and arranging pages, removing pages, and saving a single resulting PDF. Its instructions were last updated January 20, 2026. They establish merge and page-ordering features, but do not establish that all Acrobat combine workflows operate offline or make a no-upload privacy claim. See Adobe’s combine-files instructions.

Apple Support has a guide titled “Combine PDFs in Preview on Mac,” and qpdf documentation is another possible avenue. The available procedural information here does not establish their exact steps, so check their official documentation before relying on a particular Preview workflow or qpdf command for a privacy-sensitive merge.

Choose a workflow based on your requirements
- You want a documented local workflow across major desktop systems: PDFsam says Basic processes files locally and supports Windows, macOS, and Linux. Confirm the current product and policy details before using it for sensitive files.
- You need to select only some pages or manage document features: PDFsam Basic documents page-range, bookmark, AcroForms, and optional table-of-contents controls.
- You already use Acrobat: Its help documents combining and rearranging files, but the cited instructions do not verify an offline/no-upload workflow. Do not treat the merge instructions alone as a privacy guarantee.
