No. An MCP tool-name allowlist confirms only that a tool’s identifier is permitted; it does not establish that the tool’s description and schema are safe, unchanged, or authorized for a particular call. Reduce the risk by reviewing and versioning complete tool definitions, detecting changes, and enforcing deterministic permissions on every execution.
What MCP tool poisoning is
Tool poisoning is a form of indirect prompt injection in which malicious instructions are placed in MCP tool metadata—such as a tool’s description or parameter descriptions. Because models use that metadata to decide which tool to call and how, those instructions can influence their behavior, sometimes without being visible to the user. Microsoft describes this attack in its MCP security guidance.
A related risk is a rug pull: a hosted server changes a tool definition after an operator has approved it. The familiar tool name can remain the same while the instructions the model sees have changed.
Keep metadata poisoning distinct from response poisoning. Metadata poisoning is embedded in the tool definition. Response poisoning arrives later, in content returned by a tool, and may affect the model if that content is passed into its context without adequate handling. OWASP’s community guidance on MCP tool poisoning discusses this runtime path.

Why checking only the name falls short
A name match answers one narrow question: is this identifier on the permitted list? It does not answer whether the approved definition is the one currently being served, whether its instructions or schema are safe, or whether the tool’s output should be trusted.
The distinction matters along the execution path: a client receives tool definitions, a model selects a tool and constructs arguments, and the client sends a request for the server to execute. Microsoft’s 2026 control-plane article notes that MCP does not itself supply a built-in checkpoint to decide whether a particular agent may invoke a particular tool with particular arguments at that time. Name allowlisting, definition review, and call-time authorization therefore address different risks.

What the benchmark evidence does—and does not—show
The MCPTox benchmark, published in the AAAI proceedings on March 14, 2026, evaluated selected agents against constructed malicious cases involving realistic MCP settings. Its results illustrate why relying on model safety behavior alone is risky, but they are not estimates of how often poisoning occurs in real deployments.

Controls that cover the full tool lifecycle
Inspect the complete definition before connecting
Review more than the tool name. OWASP’s MCP03:2025 guidance calls out the name, description, and parameter descriptions, as well as schemas. Look for model-directed imperatives, instructions to hide or conceal actions, references to sensitive paths or secrets, requests to upload data externally, invisible Unicode, and instructions smuggled into comments. These are warning signs for human review, not a guarantee that automated or manual inspection will catch every attack.

Bind approval to the content, not just the server
Record provenance and approve a specific version of the definition. Signed manifests, immutable version records, or trusted content hashes can help establish which content was reviewed. OWASP recommends signed schemas and content-addressable identifiers and identifies weak provenance or automatic promotion as risk factors. A server’s familiar name is not a substitute for an integrity check.
Detect and review changes
Compare definitions with the approved version when a server reconnects or updates its tools. Treat material changes as unapproved until reviewed, and require operator confirmation before accepting them where appropriate. Approval of yesterday’s definition should not silently carry over to a changed description or schema.

Enforce permissions at execution time
Put a deterministic policy check in the execution path before a server runs a tool. The policy should consider tool identity, arguments, user, and relevant context, then allow, deny, or request approval. Do not make the model’s willingness to follow instructions the security boundary. Microsoft’s control-plane discussion frames per-call policy and auditability as governance requirements.
Limit the impact of a compromised tool
- Give tools only the permissions and data access required for their task.
- Isolate high-privilege tools from untrusted servers and integrations.
- Require out-of-band user confirmation for sensitive or destructive actions.
These measures limit what a poisoned or compromised tool can reach; they do not make its metadata trustworthy. OWASP’s runtime attack guidance recommends least privilege, isolation, and confirmation for sensitive actions.

Validate outputs and keep them untrusted
Validate returned data against an expected structure where a structured response format is available, and reject malformed results when appropriate. Schema validation can check shape and types; it cannot prove that free text is benign or prevent prompt injection embedded in otherwise valid content. Tool output should not gain authority merely because it appears in the model’s context.
Log changes and decisions
Keep records that let operators reconstruct what happened: the definition version, its approval, the policy decision, the arguments needed for investigation (subject to privacy limits), and the execution outcome. These logs support audits and incident response, especially when a definition changes or an unexpected call is made.

- Is approval tied to a version, signature, or trusted hash with known provenance?
- Are changes detected and reviewed instead of silently accepted?
- Does a deterministic policy evaluate each call and its arguments before execution?
- Are tool privileges scoped, and are sensitive actions isolated or confirmed?
- Are returned values validated where possible and treated as untrusted model input?
- Can operators audit definition changes, approvals, policy decisions, and outcomes?
For tool annotations specifically, the Model Context Protocol project’s discussion of annotations as risk vocabulary is a useful reminder to distinguish descriptive hints from enforceable security controls.
