“MCP store” can mean different things: OpenAI directory submission, Microsoft MCP certification, Autodesk marketplace publication, or Anthropic directory inclusion. Each has its own eligibility rules and review process, so start with the destination’s current requirements. The checks below help you find common submission defects; they are not a substitute for a platform-specific checklist, and available guidance does not establish how often vague rejections occur.
Start by identifying the review path
Do not treat every MCP directory or marketplace as the same store. OpenAI, Microsoft, Autodesk, and Anthropic publish distinct requirements, and Microsoft describes its certification process as a preview. Recheck the live guidance immediately before you submit.

The available Anthropic policy excerpt describes safety, security, and compatibility review and asks developers to document operation, purpose, and troubleshooting. Consult the full current policy before relying on more specific requirements.
Check publisher eligibility and endpoint control
Verify the publishing identity
For OpenAI, publishing under an unverified individual or business name will result in rejection, according to its published review guidance. Confirm that the identity in the submission portal is verified and matches the intended publisher.

Confirm ownership or control where required
Microsoft’s certification path requires a verified publisher enrolled in the Microsoft 365 and Copilot program, and the publisher must own or control the endpoint. An independent developer who does not control the underlying service should partner with its owner or complete the applicable verification.
Prove that the production endpoint and authentication work
Test the endpoint from outside your network
OpenAI remote MCP review requires a publicly accessible server on a production domain, not a local or testing endpoint. Test the exact submitted HTTPS endpoint from outside company networks. If you use a URL template, supply a concrete working review endpoint that matches the submitted pattern.
Run the actual reviewer login flow
If the server requires authentication, use the exact demo credentials you intend reviewers to receive. OpenAI’s guidance calls for a fully featured demo account with sample data. Avoid flows that require a reviewer to create another account or complete an inaccessible two-factor step. For Microsoft certification, provide and test the supported authentication configuration as part of readiness.

Make the package and listing complete
OpenAI remote MCP submission
OpenAI’s submission-error guidance sets these field limits for its remote MCP listing: a long description of no more than 4,000 characters, and a display name and short description of no more than 30 characters each. Required policy and support URLs must use HTTPS. These are OpenAI-specific limits, not general MCP store rules.
Prepare the other review materials OpenAI identifies:
- A demo-recording URL.
- Exactly five positive and three negative test cases.
- Release notes.
- Required policy and support pages.
Microsoft certification package
Microsoft’s current guidance names a manifest, tool file, intro.md, and authentication configuration among the package materials. It also calls for icons, public documentation, support, privacy and terms information, and publisher metadata. Follow its live package instructions for the exact formats and fields.

Autodesk publisher materials
Autodesk’s guidance focuses on a complete tool manifest and publisher security declaration. Include all applicable tools, resources, prompts, external endpoints, Autodesk APIs, and AI providers rather than only the most visible tools.

Describe tools and risks accurately
For OpenAI remote MCP tools, provide explicit values and justifications for readOnlyHint, openWorldHint, and destructiveHint. Ensure the tool scan succeeds and is current, and complete the domain-verification challenge. Names and plain-language descriptions should match each tool’s real action; avoid promotional names or unexplained internal jargon.
Declare endpoints, permissions, and data use
Autodesk asks publishers to declare external domains and connections in the manifest and security declaration, use HTTPS, and request only data needed for functionality. OpenAI’s guidance also says to explain requested permissions and limit them to what the plugin needs. If an OpenAI UI embeds third-party domains, document why each domain is present; this can require additional review and may slow or prevent approval.

Reconcile the manifest with deployed behavior
Compare every declaration with the live server: available tools, endpoints, access requirements, and resulting actions. Autodesk specifically warns about missing tools, undeclared endpoints, and mismatches between a manifest and actual behavior. A clean listing cannot compensate for a server that exposes something different.

Exercise the server, tools, and any user interface across realistic scenarios and supported surfaces. OpenAI calls for reliable desktop and mobile behavior. Microsoft reviews functionality, endpoint behavior, authentication, security, compliance, telemetry readiness, and responsible AI considerations; evaluation evidence can help validate behavior and support review.
For each test case, record the prompt or action, expected result, actual result, and any relevant endpoint response. Include failure cases as well as successful ones so a reviewer can distinguish an intentional safety boundary from a broken tool.

Use rejection feedback to create a reproducible fix
When a decision is unclear, preserve enough context to recreate the exact review state. This is a practical workflow for diagnosing submissions, not a quoted platform requirement.
- Save the submitted version, package, and scanned metadata snapshot.
- Capture the exact rejection text, timestamp, test prompts, endpoint response, and the credentials setup used for review.
- Map each feedback item to a specific check, then reproduce it against the same version and configuration.
- Make a targeted change and record what changed before resubmitting.
- Confirm the deployed endpoint, declarations, and submission materials all reflect that change.
OpenAI says publishers receive feedback identifying unsuccessful checks and may resubmit or appeal by replying with a rationale and new information. Its review process stores a versioned API contract based on scanned metadata, so a later deployment may not alter what the submitted draft captured. Autodesk likewise directs publishers to resolve identified issues and resubmit.
What approval does—and does not—mean
For OpenAI, approval is not necessarily the final publication step: approved plugins must still be published from the portal before they appear in the directory. Enhanced distribution is selective. Treat certification, approval, and public listing as distinct stages wherever the target platform defines them that way, and check its current instructions for any post-approval action or maintenance expectation.
