To take off Logan’s mask in Marvel’s Wolverine, pause the game, open the suit menu, select the suit Logan is wearing, and activate TOGGLE COWL. Follow the control prompt shown on your screen; the available guide does not specify a universal button or key.
How to remove Logan’s mask

Pause the game and open the suit menu.

Highlight Logan’s currently equipped suit.

Select the on-screen TOGGLE COWL action. The suit preview should change between masked and unmasked appearances.

Close the menu to return to the game.

Yes, according to the practical guide: it reports that the cowl setting carries into both gameplay and cutscenes. That guide also describes the change as cosmetic, with the selected suit otherwise unchanged and no effect on combat or mechanics: All Things How: How to toggle the cowl on and off.
