Potentially—but Manitoba is not a ready-made power haven for hyperscale data centers. Manitoba Hydro requires a feasibility assessment for large-supply requests above 5 MW, while its plans for new generation are still subject to planning and regulatory review. A project’s prospects therefore depend on a specific service assessment, approval status, costs and local impacts—not simply on the province’s electricity resources.
Why Manitoba is attracting attention
Large data centers need more than a suitable site: they need substantial, dependable electricity and a credible schedule for getting it. Manitoba Hydro’s 2025 Integrated Resource Plan (IRP) says new electricity sources are needed by 2030 as demand grows and supply remains limited. That makes the province’s plans relevant to prospective large users, but planned resources are not the same as power already available to a particular facility.
Manitoba has also established a levy framework for data centers and other large electricity uses. Together, the service rules, supply outlook and levy make Manitoba a potential location to evaluate—not a confirmed shortcut to abundant, low-cost power.
What Manitoba Hydro’s supply plan does—and does not—show
Manitoba Hydro describes its IRP as a high-level, 10-year roadmap that weighs reliability, cost, environmental considerations and socio-economic impacts. Its recommended plan includes:

These are components of a resource plan, not proof that the capacity has been built, approved for a particular customer or reserved for a data center. The distinction matters: a developer evaluating a large facility needs a project-specific answer about service feasibility and timing, not just a provincial generation target.
Brandon turbine proposal remains distinct from operating supply
On May 4, 2026, the Government of Manitoba said it had referred a proposed 750 MW dual-fuel turbine facility in Brandon to the Public Utilities Board (PUB). The board’s review was to consider whether the facility is needed, alternatives and possible effects on electricity rates before cabinet considers final decisions. A referral for review is not final approval or evidence that the facility is operating.

The same government release said proposed efficiency and demand-response investments were expected to reduce peak demand by approximately 860 MW by 2035. That is the government’s stated expectation for those proposed programs, not a measured reduction already achieved. The release also referred to targeted infrastructure additions and a 5 MW battery project; it does not establish that these proposals have delivered additional capacity for a new customer.
The PUB proceeding record lists the IRP filing on February 2, 2026, the Major New Facilities filing on April 29, 2026, hearing dates from July 27 through September 4, 2026, and an exhibit list updated September 8, 2026. Those entries document the review process, not a final approval decision.

Large-supply applications face a formal service gate
Manitoba Hydro says statutory changes effective September 1, 2025 set new parameters for large-supply requests above 5 MW. Under its guidance, Hydro must refuse a request for a prescribed ineligible use, including cryptocurrency mining. It must also deny a large request if providing service is not reasonably feasible in light of its supply capacity and the effect on the provincial grid, or if regulatory requirements have not been met.
The application is not just a request for a number of megawatts. Manitoba Hydro asks applicants to provide information including:

- Strategies to minimize energy use.
- Projected construction and full-production employment.
- Economic and socio-economic impacts.
- Indigenous involvement and environmental impacts.
For a prospective data center, that means demonstrating the proposed load, its efficiency approach, its grid implications and its expected local effects. A headline power demand alone does not establish that service will be approved.

Bill 39 establishes a levy framework for cryptocurrency operations, large data centers and certain other high-demand electricity uses. It provides for separate customer classes and rates set by regulation. The statute describes a default for cases where a rate is not prescribed: 100% of the applicable monthly energy charge per kWh and 100% of the applicable monthly demand charge per kVA, using the equivalent General Service rate schedule.

That statutory default should not be treated as a confirmed rate for an individual data center. A project’s actual bill depends on the regulations and applicable tariff treatment in force, as well as its load and service arrangements. The April 22, 2026 legislative committee record quotes Manitoba Finance Minister and minister responsible for Manitoba Hydro Adrien Sala: “The revenue from this levy is retained by Manitoba Hydro, not government, and is used to support the work Hydro must do to build new capacity, refurbish infrastructure and maintain system reliability.”
What a developer should establish before calling Manitoba viable
A sound comparison with another location—or between grid-supplied power and a developer-supplied option—needs project-level answers in four areas:
- Power access: requested megawatts, Manitoba Hydro’s service-feasibility assessment, grid effects and a credible interconnection timeline.
- Supply and approvals: which resources are planned, which are approved or built, and the status of relevant regulatory decisions.
- Customer cost: applicable rate class, levy regulations, energy and demand charges, and responsibility for required system work.
- Local outcomes and impacts: construction and operating employment, Indigenous involvement, economic and environmental effects, and energy-efficiency plans.
The official records cited here do not establish that a particular hyperscale project has an approved site or power allocation, a water plan, confirmed jobs or investment, or a construction schedule. They also do not provide like-for-like project data to rank Manitoba against competing jurisdictions on power prices, permitting speed, tax treatment or overall economics. Those comparisons require evidence for the specific project and locations being assessed.
