Microsoft documents a specific Windows 11 issue in which simultaneous VPN profile changes can interrupt connectivity until a later Intune check-in; this does not mean every network change causes an outage.
Plan the change around the device and its dependencies
Before assigning a new or changed network configuration, map the device’s platform and enrollment mode, the profiles it already receives, and the authentication method it must use. Treat this as an operational checklist, not a guarantee that a profile will connect successfully.
- Identify the target devices, their platform and enrollment mode, and the groups that will receive the change.
- Record the current Wi-Fi and VPN profiles and determine which settings are changing.
- Confirm the VPN client is installed and ready before assigning a profile that depends on that app.
- If VPN authentication uses certificates, arrange for the required certificate profiles and VPN profile to go to the same groups.
- Define what success looks like, such as a device joining the intended Wi-Fi network and establishing the expected VPN connection.
Intune Wi-Fi profiles are available for listed platforms including Android, iOS/iPadOS, macOS, and Windows. To configure one, administrators need the network’s SSID, security type, and other connection settings. See Microsoft’s Wi-Fi settings in Microsoft Intune.
Keep profile delivery separate from a working connection
A profile being assigned or present on a device does not prove that the device can connect. Authentication can fail because a certificate is missing or invalid; a VPN client may not be ready; server-side access may be unavailable; or the Wi-Fi network itself may be preventing access. Microsoft notes that VPN failures can have causes outside Intune. Check both policy delivery and the parts of the connection that operate beyond policy delivery.

For VPN configuration, deploy the applicable VPN app before assigning a profile that uses it. When certificate authentication is part of the design, deploy the certificate profiles alongside the VPN profile to the same groups. Microsoft’s VPN settings in Microsoft Intune describes profile configuration and platform-specific options.
Stage Windows 11 VPN profile changes
Microsoft documents a Windows 11 issue in which processing multiple Intune VPN profile changes simultaneously can interrupt VPN connectivity. The documented examples include changing an existing VPN profile, applying two new profiles at once, and replacing an active profile at the same time it is removed. This is a specific behavior for those profile-change scenarios, not a general rule that all network changes disrupt service.

For those Windows 11 changes, avoid having several VPN profile changes apply in the same processing window. Separate the changes so the device does not process them simultaneously, and check whether the VPN connection is restored after the device’s next Intune check-in. Microsoft says that when the device checks in with Intune a second time, it processes the VPN profile changes and connectivity is restored. The documentation does not establish a specific recovery interval.

Choose automatic reconnection for the platform
Automatic connection options differ by platform. Windows VPN auto-triggers and Android Enterprise Always-on VPN are separate configuration approaches; choose the one that matches the managed device and the access policy you need.
Windows VPN auto-triggers
Windows VPN profiles can use automatic triggers, including Always On. Microsoft describes Always On connections as attempting to connect after user sign-in, a network change, or the device screen turning on. Android Enterprise Always-on VPN
For Android Enterprise, Intune Always-on VPN can reconnect after a device restart or a wireless network change. Deploy only one Always-on VPN policy to a device. If lockdown mode is enabled, device traffic is forced through the VPN; if the VPN connection is not established, the device has no network access. That fail-closed behavior may suit a strict access requirement, but it also means a VPN outage can prevent the device from reaching other networks. Work through delivery, dependencies, and connection evidence before concluding that Intune caused a failure. Microsoft recommends checking group assignment and Intune sync status, and verifying certificate prerequisites. For further diagnosis, VPN client logs on Android or iOS and RADIUS server logs on Windows can help identify where a connection is failing. Follow Microsoft’s VPN profile troubleshooting guidance.

- Check assignment: Confirm the device is in the intended group and that the relevant Wi-Fi, VPN, app, and certificate profiles are assigned as planned.
- Check sync: Verify that the device has synced with Intune and determine whether the expected profile changes have been processed.
- Check prerequisites: Confirm the VPN client is present and that certificate profiles required for authentication have been deployed to the right group.
- Check connection evidence: Use Android or iOS VPN client logs, or Windows RADIUS server logs where applicable, to investigate authentication and connection failures.
These checks help distinguish a profile-delivery problem from a certificate, client, network, or server-side connection problem.
