If your Magic Mouse pairs with a Windows 10 PC and moves the pointer but will not scroll, pairing is not the problem: Windows can use it as a basic mouse without understanding its touch surface. The documented route for scrolling is a compatible Windows driver, such as the third-party option Magic Utilities. Windows’ ordinary mouse settings do not install that driver or translate touch input.
Why your Magic Mouse moves the pointer but will not scroll
Bluetooth pairing establishes a connection, but it does not automatically give Windows the software needed to interpret the Magic Mouse’s touch data as scroll events. Magic Utilities explains that its Windows driver translates that data into mouse events; without an appropriate driver, basic pointer movement and clicking may work while scrolling does not. This is the likely explanation when the mouse is connected but the touch surface has no scrolling effect.
That distinction matters when choosing a fix: changing a Windows wheel preference is not the same as installing a driver that makes the touch surface produce wheel events.

Install a Windows driver for scrolling
Check Bluetooth first
Confirm that the PC has a compatible Bluetooth adapter and driver, and that Windows can pair with the mouse. A USB Bluetooth adapter may be needed if the computer lacks compatible Bluetooth. It provides Bluetooth connectivity only; it does not supply the scrolling translation driver.

Consider the third-party driver option

Open the official Magic Utilities download and help pages and check the current device compatibility information for your Magic Mouse model and Windows edition.

Check that the listed installer supports your system architecture. The vendor’s feature information describes 64-bit support, says 32-bit support was discontinued in mid-2022, and says Windows on ARM 32-bit is unsupported.

If the listed compatibility fits and you are comfortable installing third-party driver software, follow the vendor’s current installer and setup instructions. The vendor describes its installer as a Windows driver/application intended to enable scrolling.

After setup, try scrolling in a document or webpage. If it still does not work, check the vendor’s help guidance and confirm that the correct device software and Bluetooth connection are in use.

At the time of the vendor download-page details summarized here, Magic Utilities listed version 3.1.6.1 for Windows 10 and 11, 64-bit x64 and ARM, dated 25 December 2025, and a fully functional 28-day trial. The page said it was last updated 23 May 2026. These version and availability details can change, so use the current vendor page rather than treating those figures as a guarantee that the same installer or trial is still offered.
What Windows mouse settings can—and cannot—change
Windows’ standard mouse settings include controls for wheel behavior, how many lines to scroll, scroll direction, and whether inactive windows scroll when hovered over. These settings affect wheel behavior Windows already receives. Microsoft’s documentation does not describe them as a way to decode Magic Mouse touch data, so they are not a replacement for the required driver when touch-based scrolling is absent.

Boot Camp: keep right-click separate from scrolling
For an Intel Mac running Windows through Boot Camp, Apple’s documented Magic Mouse secondary click is made by clicking the upper-right corner of the mouse. Apple’s instruction does not document a scrolling fix. Magic Utilities says its software is Boot Camp compatible and can be used on Intel-based Macs, but also warns that original device-specific Boot Camp features will not work until the related Magic Utility has been uninstalled. Consider that interaction before installing it if you rely on those original features.

Windows 10 support status
Microsoft ended Windows 10 support on 14 October 2025. After that date, Microsoft no longer provides free Windows Update software updates, technical assistance, or security fixes through standard support. This does not itself explain why a Magic Mouse will not scroll, but it is relevant when deciding whether to continue using Windows 10.
