Low-latency streaming can deliver media before a full segment is complete, but two different kinds of “chunks” are involved. A CMAF chunk is a unit of media structure; an HTTP chunk is a unit of message-transfer framing. LL-HLS commonly makes partial media segments available for separate requests, while LL-DASH can deliver the chunks of one segment through a single HTTP request using chunked transfer coding. Neither CMAF nor chunking alone guarantees a particular end-to-end latency.
What CMAF means—and what it does not mean
Common Media Application Format (CMAF) is an extensible media format and object model for encoding and packaging segmented media. Its objects include tracks, fragments, segments, chunks, and track files. CMAF is based on ISO Base Media File Format and can be used with both HLS and MPEG-DASH presentations.
A CMAF chunk is a sequential subset of samples within a fragment. CMAF describes how media is organized; it does not, by itself, specify that a player must receive the media incrementally or play it with low delay. The packaging, delivery, playlist or manifest, and player behavior all matter.
What an LL-HLS partial segment is
Low-Latency HLS (LL-HLS) adds partial media segments near the live edge. A partial segment may be packaged as a small file, such as a CMAF chunk. Because it is shorter than its parent segment, it can be packaged, published, and listed sooner. The terms describe related things at different layers: “CMAF chunk” names a media object, while “HLS partial segment” names an HLS delivery object. An HLS partial segment can be a CMAF chunk, but not every CMAF chunk is automatically an HLS partial segment.

LL-HLS uses playlist information to expose the available parts. Apple’s documented feature set includes partial segments, playlist delta updates, blocking playlist reload, preload hints, and rendition reports. These are coordinated protocol features, not a result of changing the media container alone. Production and delivery systems must support the relevant behavior.
What HTTP/1.1 chunked transfer coding does
HTTP/1.1 chunked transfer coding is message-transfer framing. It wraps a response body as a series of transfer chunks, each with a size indicator, and may include a trailer section. It lets a sender transmit a response progressively without first knowing the complete body length. It does not define the video samples or CMAF fragment structure.

Consequently, an HTTP transfer chunk and a CMAF media chunk are not interchangeable. One is a way to frame content in an HTTP message; the other is a way media samples can be organized. A response can use HTTP chunked transfer coding to carry media data, but the HTTP framing does not itself create CMAF chunks.
How LL-HLS and LL-DASH use chunks differently

The protocol distinction is documented in IETF RFC 9317, “Operational Considerations for Streaming Media” (2022). Its comparison describes separate GET requests for LL-HLS chunks and a single GET for LL-DASH chunks belonging to a segment. It is a distinction in request and delivery behavior, not a promise that one protocol always has lower measured latency.

Part duration, RTT, and latency trade-offs
Shorter parts can become available sooner, but they also increase the frequency of requests or updates and make round-trip time more important. Apple’s HLS authoring specification says the Part Target Duration must be at least the maximum server round-trip time expected for 95% of clients (P95 RTT); it should be at least three times that P95 RTT. The specification recommends a one-second Part Target Duration. It also requires PART-HOLD-BACK to be at least three times the Part Target Duration.
These are LL-HLS authoring requirements and recommendations, not a measured guarantee of end-to-end playback latency. A player’s live-edge policy and buffering, encoder and packager publication cadence, network conditions, RTT, and CDN or origin behavior all affect the result. The relevant target is therefore constrained by the actual client population and delivery path, not selected in isolation.

Apple’s LL-HLS documentation gives an illustrative example: six-second media segments composed of thirty 200-millisecond partial segments. Those durations are an example, not universal defaults. DASH does not inherit the LL-HLS PART-HOLD-BACK rule.
What to evaluate in an implementation
- Player and platform support: Verify that the actual clients support the chosen protocol features and live-edge behavior. Support should be checked for the specific player and platform rather than assumed from the format name.
- Request and response handling: For LL-HLS, check partial-resource requests and playlist behavior. For LL-DASH, check whether the client, origin, and delivery path can sustain the progressive response behavior required for chunked delivery.
- Publication cadence: Confirm that the encoder and packager produce and publish parts at the intended cadence, and that playlist or manifest updates expose them in time.
- RTT and part target: Use expected client RTT—especially the P95 constraint for LL-HLS—to choose a viable part duration.
- End-to-end measurement: Measure glass-to-glass latency and playback stability on the deployed player, network, origin, and CDN. Protocol mechanics alone cannot establish the result.
MPEG identifies MPEG-DASH as ISO/IEC 23009 and lists “Delivery of CMAF content with DASH” as Part 7. That relationship does not make DASH and CMAF synonymous: DASH is a delivery standard, while CMAF defines media packaging objects that can be used in a DASH presentation.
