No, you do not always need an operation ID. You need a stable operation identity—or an equivalent way to deduplicate—when a caller may retry a non-idempotent change after a timeout or broken connection. The retry must be recognizable as the same logical operation, not mistaken for a new one. Naturally idempotent requests and some single-database transactions can avoid a separate client-generated ID; workflows that cross services need protection at each side-effect boundary.

Why a lost response leaves the outcome unknown

A server can commit a change successfully and then lose the connection before its confirmation reaches the caller. From the caller’s perspective, the request timed out, but that does not establish whether the commit happened.

Google Cloud’s Spanner documentation calls this “unknown commit status”: the connection may have failed before or after the commit. Blindly replaying the operation can therefore apply its business effect twice, such as charging a customer or arranging a second shipment. The risk comes from the combination of an uncertain outcome and a retry—not from the timeout alone.

A read-only request, a request that sets a resource to a specified state, and a request that creates a charge do not have the same retry risk. Decide based on what the handler actually does, including its side effects, rather than its HTTP method or error message alone.

What an operation ID provides

An operation ID, often called an idempotency key or client token, identifies one logical operation. The caller generates it once and reuses it for every retry of that operation. The server records enough information to recognize a repeat and return the existing outcome, report that work is still pending, or resume or reconcile the original work instead of blindly starting a second copy.

The identity does not make an operation exactly once by itself. Its protection depends on how the server couples the identity record to the business effect, handles simultaneous requests with the same key, retains the record, and carries the identity across downstream work. AWS Well-Architected guidance describes storing a token and request status, returning the stored response for repeated tokens, protecting updates with concurrency control, and propagating the token to downstream services.

When you can avoid a separate operation ID

Approach When it can fit Limit to account for
Naturally idempotent operation Repeating the request genuinely leaves the system in the same state as applying it once. An HTTP method label does not prove that every handler side effect is idempotent. Stripe’s engineering article describes PUT and DELETE as idempotent HTTP methods, but a particular implementation still needs to be checked.
Atomic transaction guard The deduplication condition and business updates can be enforced within the same database transaction. It does not cover external calls outside that transaction. A failed guard must abort or explicitly roll back the transaction; otherwise the business update may still proceed.
At-most-once attempt with no retry Repeating the external effect would be worse than leaving an interrupted operation unresolved. The caller may not learn whether the operation completed. At-most-once behavior alone does not provide exactly-once execution across a workflow.
Durable lookup or reconciliation A caller can identify the result through a reliable domain identifier or business key and check before deciding what to do next. The lookup and recovery contract must be designed for the operation; there is no universal lookup scheme established by the cited guidance.

Natural idempotency

Setting a profile’s status to “inactive” can be safe to repeat if every invocation has the same intended effect and triggers no duplicate side effect. By contrast, “create a new order” or “charge this card” ordinarily describes an action, not a target state. Retrying it may create another result. Check the full handler behavior: notifications, audit events, inventory changes, and external calls can make an apparently repeatable request non-idempotent.

An in-transaction guard

For a queue-driven transaction in Spanner, Google describes asserting that exactly one queue row was deleted in the same transaction as the business updates. If a retry finds the row already gone, the assertion fails. The application must let that failure abort the transaction or explicitly roll it back; the guard only protects the update if both are kept within the atomic boundary.

At-most-once behavior

Choosing not to retry can avoid a duplicate attempt, but it trades away automatic recovery. AWS Durable Execution documentation distinguishes at-most-once from at-least-once behavior and explains that neither by itself guarantees exactly-once execution across an entire workflow. Use this choice only when the system has an acceptable way to handle an uncertain or interrupted result.

When a stable ID or equivalent is strongly indicated

Use a stable identity when all three conditions apply: the operation can have a non-repeatable effect, the caller needs to retry for availability, and a lost response can leave the caller unsure whether the effect occurred. Payments, shipment requests, resource creation, and queue-triggered side effects are common examples.

  • Reuse the same key for retries of the same logical operation. A fresh key identifies a new operation and can defeat deduplication.
  • Do not reuse a key for different request parameters. The server needs a defined policy for detecting or rejecting that mismatch.
  • Define what happens when a matching request is in progress, has completed, or failed before completion.
  • Protect the identity record and the business effect against concurrent duplicate requests and crashes.
  • Set a retention period that covers expected client retries, message redelivery, workflow replay, and human reconciliation.

Stripe’s API reference documents one provider-specific contract: it stores the first request’s status code and body for an idempotency key, and later requests with that key return the stored result, including a 500 response. It compares request parameters and rejects a reused key with different parameters. Stripe also says a key may be removed after it is at least 24 hours old; after removal, reusing it starts a new request. That minimum retention threshold and response behavior describe Stripe’s API, not a universal rule. A delayed retry after a key expires may be treated as new work.

How to protect a retryable mutation

  1. Define the logical operation. Decide which attempts count as the same business action, and choose who creates its identity. The ID must remain stable through all retries of that action.
  2. Bind the ID to the request. Record or validate the relevant parameters so a caller cannot accidentally use one key for two different operations.
  3. Make recording and execution safe together. Couple the deduplication state to the mutation in an atomic transaction where possible. Otherwise, define durable pending and completed states and use appropriate concurrency control so simultaneous requests cannot both perform the effect.
  4. Specify repeat-request behavior. Return the prior outcome for completed work, and give callers a defined response for work that is still pending or cannot yet be reconciled. Do not assume every service stores or replays responses in the same way.
  5. Choose identity retention deliberately. Keep deduplication state for the actual period in which retries or replays can arrive. Expiring it sooner can turn an old retry into a new operation.
  6. Carry identity downstream. If the operation triggers another service or external provider, pass a stable identity or use a durable workflow design that lets each boundary recognize duplicates.

What changes when work crosses services

A local database transaction generally cannot make a remote API call atomic with local writes. Google advises against calling external APIs inside a Spanner transaction block because transaction retries or aborts can repeat the call. A transaction can protect local state, but it cannot by itself guarantee that a remote side effect happened once.

For cross-service work, use a durable workflow or transactional outbox pattern where appropriate, and make each consumer safe against duplicate delivery. Preserve the same logical identity when retrying a downstream provider that supports idempotency. If a downstream system has no such support, the design needs another recovery mechanism, such as a durable status check or reconciliation process; an upstream operation ID cannot force an unrelated service to deduplicate.

How to decide whether a retry is safe

After a timeout, do not infer either success or failure from the missing response. Before retrying, establish which protection applies to this operation:

  • If repeating the full effect is safe by design, retry according to the service’s documented policy.
  • If the mutation uses a stable key or an atomic transaction guard, retry through that mechanism and preserve the original identity.
  • If neither protection exists, check for a durable result or reconciliation route before issuing another mutation.
  • If no safe recovery path exists and duplicate effects are unacceptable, do not automatically replay; handle the unresolved outcome through the system’s operational process.

Provider retry rules vary. AWS EC2, for example, documents API-specific retry recommendations and client-token support for selected operations, while some actions are idempotent by default. Follow the contract for the particular API rather than assuming that a key, retry count, or retention window works everywhere.

The practical rule

An operation ID is not a universal requirement; safe handling of an ambiguous outcome is. For a repeatable state-setting operation, natural idempotency may be enough. For a mutation guarded with its business update in one transaction, a separate client token may be unnecessary. For a retryable, non-idempotent action, use a stable identity or an equivalent durable deduplication mechanism—and extend that protection to every downstream side effect that can be repeated.
