Live streaming and broadcasting are not opposites. Live streaming describes delivering audio or video over the internet as it happens; broadcasting describes distributing programming to an audience, traditionally by radio or television. An internet live stream can therefore also be called a broadcast. Which term fits best depends on whether you mean timing, delivery method, audience distribution, or a specific legal or technical definition.

What each term means

Live streaming

“Live” describes when the content is produced or presented: it is happening in real time. “Streaming” describes a way of delivering media over a network so a compatible device can play it. A live stream usually travels over the internet to viewers’ phones, computers, or televisions.

Streaming is not necessarily live. Apple’s HTTP Live Streaming (HLS) documentation describes delivery for both live programming and video on demand. A prerecorded programme can be streamed after it has been made.

Broadcasting

In everyday use, broadcasting means distributing a programme to an audience, often one-to-many. Traditional radio and television broadcasting sends a signal over the air, which receivers pick up. But the word can also be used more broadly, and particular laws or technology platforms may define it differently.

How live streaming and traditional broadcasting differ

Aspect Internet live streaming Traditional over-the-air broadcasting
Delivery Media reaches a compatible device over an internet connection. A station transmits a radio-frequency signal over the air for receivers to pick up.
Timing Content can be live, with some delay, or prerecorded and on demand. Programming is commonly arranged as a linear schedule of channels and programmes.
Access Viewing depends on internet access, the service, and a compatible device. Viewing depends on being able to receive the station’s over-the-air signal.
What the term emphasizes “Streaming” emphasizes the internet delivery method; “live” emphasizes timing. “Broadcasting” often emphasizes distribution to an audience and, in traditional TV and radio, over-the-air transmission.

This is a comparison of common forms, not a rule that covers every service. Broadcasters may also stream programmes online, and internet services may carry scheduled, linear channels. The U.S. Federal Communications Commission describes broadcast stations as offering linear programming over the air and contrasts them with internet-delivered services; that is a U.S. regulatory context, not a universal definition.

Does “live” mean there is no delay?

No. “Live” generally means the event is being captured or presented in real time, not that every viewer receives it instantly. Encoding, network delivery, buffering, and playback can all add delay. The amount varies by application and system: an audience watching a talk may tolerate a different delay from participants in an interactive video call. The Internet Engineering Task Force makes this distinction in RFC 9317: “While both streaming video and videoconferencing have real-time delivery and latency requirements, these requirements vary from one application to another.”

Why context changes the meaning of “broadcast”

Everyday language

In ordinary conversation, a creator who sends a live video to an online audience may reasonably say they are broadcasting. In that usage, “live stream” highlights internet delivery and timing, while “broadcast” highlights the act of distributing the programme to viewers.

Law and regulation

Legal definitions depend on the jurisdiction and the law being applied. For example, the U.S. FCC’s discussion distinguishes over-the-air broadcast stations from internet-delivered services. Canada’s Broadcasting Act uses a broader statutory formulation: following amendments under the Online Streaming Act, its definition includes program transmission by radio waves or other telecommunications. Neither jurisdiction’s wording should be treated as a universal definition.

Platform terminology

Technical products may use the words for specific objects in a workflow. YouTube’s API, for example, calls an event that viewers can watch as it happens a “broadcast,” while “stream” refers to the incoming audio-video resource and its settings. That is YouTube API terminology; it does not settle the general meaning of the words.

Which term should you use?

  • Use live streaming when the important point is that real-time video or audio is delivered over the internet.
  • Use broadcasting when you mean distributing programming to an audience, especially over traditional radio or television, or when that is the term used by a particular law or platform.
  • Use both when they describe different aspects of the same activity: an event can be broadcast to an audience by means of a live stream.
  • Say video on demand or prerecorded stream when you need to distinguish recorded programming from an event happening live.

If you want a prerecorded YouTube stream to stay live

This is a separate use case from the terminology question: a creator may want an uploaded recording or playlist to play continuously as a YouTube live stream. StreamNeo is a cloud service for that purpose. You upload a recording or build a playlist, add your YouTube stream key, and go live; its cloud keeps the uploaded video looping, so your computer does not need to stay on. StreamNeo streams to YouTube only.
