But that does not tell us how many Canadians use Linux on personal computers. The available sources do not establish a current national Linux desktop share or count of individual users.
It is also important to separate Linux from open-source software (OSS) generally. Government policy and business surveys discuss OSS broadly; they cannot be read as Linux adoption statistics.
Where Linux is used in Canada’s federal infrastructure
Shared Services Canada (SSC) provides hosting services to federal partner organizations. Its 2025–26 evaluation says the department’s Linux/Unix division managed approximately 10,000 Linux/Unix-based servers supporting thousands of applications during the evaluation period. Many of those applications were critical to partner departments’ operations and services to Canadians. This is evidence of a substantial federal hosting footprint, not a count of all Linux systems across Canada. SSC’s evaluation of Linux/Unix hosting modernization describes that scope.
What the federal modernization numbers mean
SSC launched its Operating System Modernization Initiative in 2020 to update Linux/Unix systems used by 31 partner organizations. The initiative began with a target of more than 9,000 systems, but its scope grew as incomplete asset records were corrected. By October 2024, the updated inventory contained 11,242 systems.

The evaluation attributes the scope increase to incomplete initial asset records, rather than a sudden expansion of use. It also describes aging, complex, non-standardized infrastructure and accumulated technical debt as factors that made systems costly to maintain and raised security and reliability risks.
What Statistics Canada’s open-source figures measure
Statistics Canada reports that 17.2% of covered private-sector enterprises used open-source software in 2019, compared with 13.6% in 2021 and 13.6% in 2023. The figures come from its Information and communication technologies used by industry and size of enterprises table. Micro-size enterprises are excluded.

These are enterprise reports of OSS use in general—not the share of businesses running Linux, the share of computers running Linux, or the number of Linux users. They should not be compared directly with SSC’s server inventory: the survey counts enterprises reporting software use, while SSC counts managed operating systems.
Federal open-source policy is broader than Linux
The Government of Canada says federal institutions have used OSS in their technology ecosystem for years, rely on it for service delivery, contribute to external projects, and release government-developed source code under open-source licences. The Government of Canada’s Open Source Software page describes that practice and commitment. It does not say that all open-source software used by government runs on Linux.

The Treasury Board of Canada Secretariat’s Open First whitepaper presents open standards and OSS as ways to improve interoperability and information sharing and mitigate vendor lock-in. It also identifies lower total cost of ownership, support for Canadian economic and open communities, and talent attraction as strategic rationales—not guaranteed outcomes for every project.
The government’s Open Resource Exchange lists OSS used by public administrations. For example, its entry for 7-Zip identifies federal use associated with the Treasury Board Secretariat and Agriculture and Agri-Food Canada. A software catalogue is evidence of listed software use, not an inventory of Linux distributions or installations.

What we can—and cannot—say about Linux adoption
- Federal hosting: SSC’s evaluation documents about 10,000 Linux/Unix servers supporting thousands of applications during its evaluation period.
- Business OSS use: Statistics Canada measured the percentage of covered private-sector enterprises reporting open-source software use, with the latest values in this source through 2023. The measure is not Linux-specific.
- Public-sector OSS: Government policy pages and catalogues document OSS practice and listed software, not a national Linux count.
- Personal computers: The sources reviewed do not establish a current Canada-wide Linux desktop share or number of individual Linux users. They also do not provide a province-by-province breakdown or a census of Canadian Linux communities.
Statistics Canada published older figures of 14% of private-sector firms and 51% of public-sector firms using OSS in 2006. Those numbers are historical, refer to OSS rather than Linux, and should not be used to characterize current adoption. Statistics Canada’s 2007 article, “Who’s using open-source software?”, reports that historical context.
