Component reuse in web development ranges from shared foundations such as buttons and inputs to composed controls, page sections, templates, reusable patterns, and libraries shared across projects. These levels are useful ways to reason about scope—not a universal taxonomy every team must follow. Choose a boundary that makes behavior, ownership, accessibility, and future changes easier to understand.

What are the levels of component reuse?

A practical continuum moves from small building blocks toward solutions shared across pages and products. Each level composes or coordinates lower-level pieces, but the categories overlap: teams may classify something by size, purpose, behavior, code packaging, or where it is reused.

These levels are not mutually exclusive. A search form, for example, can be a composed control inside a header section, placed by a page template, and documented as part of a broader search pattern. A team can use these labels—or different ones—as long as the scope and purpose are clear.

What is Atomic Design?

Atomic Design is a mental model for describing how interfaces are composed from small parts into larger ones. The CFPB’s guide uses atoms, molecules, organisms, and templates, and also discusses page templates. The terminology helps teams talk about composition; it does not prescribe a universal implementation or require every project to use those names.

Atoms: foundations and base units

Atoms are the smallest building blocks in the model, such as buttons, inputs, or visual tokens. Some are meaningful on their own; others, such as a color token, are abstract until used by a visible interface element.

Molecules: small combinations with a task

Molecules combine atoms into a control or unit that does something. A labeled input group, for example, brings together a label, field, and possibly helper text so they work as one form control.

Organisms: distinct interface sections

Organisms combine smaller pieces into a self-contained section, such as a header or comments area. They often have an identifiable role within a page, even when their contents vary.

Templates: recurring page structure

Templates describe the arrangement of major regions and identify which smaller elements can occupy them. A template focuses on structure and placement; the content and final page instances may differ.

The CFPB guide also gives practical tests for deciding what deserves a distinct element. In general, consider a separate element when it has meaningful behavior or styling, appears repeatedly, has a stable interface, or would benefit from centralized updates. A plain paragraph or list item usually does not need a component wrapper just because it appears in several places; keep semantic text and layout helpers simple unless they have a real component responsibility.

How are patterns different from components?

A component is a concrete user-interface chunk, such as a button, alert, or input group. A pattern is a broader solution to a recurring problem: it can combine components with design choices, content strategy, and accessibility guidance. The CMS Design System puts it succinctly: “Patterns are solutions, whereas a component can be considered a UI chunk.” It also says, “A pattern is more than the sum of its parts.”

For example, a reusable text field is a component. A multi-part form pattern can specify how fields, instructions, validation messages, navigation, and accessibility work together to help someone complete a task. The individual components may be reused elsewhere, while the pattern documents how they solve that particular problem as a whole.

Patterns can be specific to an application and can change over time as the product and its users’ needs change. Treat them as maintained guidance, not as immutable assemblies of components.

What are Web Components, and how do they relate to reuse levels?

Atomic Design describes levels of composition; Web Components describe browser technologies for implementing reusable custom elements. They answer different questions, so using the Atomic Design vocabulary does not mean an application must be built with Web Components.

MDN Web Docs defines them this way: “Web Components is a suite of different technologies allowing you to create reusable custom elements — with their functionality encapsulated away from the rest of your code — and utilize them in your web apps.” The suite includes:

  • Custom elements: APIs for defining an element with its own behavior.
  • Shadow DOM: a way to encapsulate an element’s internals, helping reduce collisions between its styles or IDs and the surrounding page.
  • Templates and slots: facilities for repeatable structure and composition, including places where supplied content can be inserted.

Those browser primitives can support reusable components, but they do not by themselves decide whether a control belongs in a local application, a shared library, or a design system. That is a product and maintenance decision.

How should you choose a component boundary?

Start with the problem the proposed element solves and the people who will maintain it. A useful boundary has a clear purpose and a stable interface for its consumers. Reuse is not automatically valuable if the shared abstraction makes ordinary changes harder or forces unlike use cases into one component.

  • Behavior and styling: Does this unit have meaningful behavior or visual rules of its own?
  • Repeated use: Is it used in multiple places, or is there a credible reason it will be?
  • Stable interface: Can consumers configure it through a small, understandable set of inputs or variants?
  • Shared need: Do the consuming pages or products genuinely need the same behavior, or do they only look similar today?
  • Ownership and documentation: Who updates it, explains its options, and handles changes for consumers?
  • Accessibility: Are keyboard behavior, labels, focus, and assistive-technology needs understood in the actual context where it will be used?
  • Change propagation: Will one update improve all consumers, or could it unexpectedly break pages with different needs?

Keep straightforward semantic content—such as a paragraph or list item—and simple layout helpers outside a component when they do not need component behavior. When a team does make a component, document its intended use and meaningful variants rather than turning every markup fragment into a separately named abstraction.

When should reuse stay local, and when should it become shared?

A component can be reusable without belonging in a cross-project library. The right scope is the smallest boundary that serves its actual consumers and can be maintained responsibly.

Keep it within a page or application when

  • Only one product uses it, or its behavior depends closely on that product’s conventions.
  • Its interface is still changing and there is no established need to support external consumers.
  • Sharing it would require a large number of product-specific options or exceptions.

Consider a shared library when

  • Several applications have the same need and can use a stable interface.
  • Centralized fixes, consistent behavior, or shared documentation offer real value to those applications.
  • The team can support versioning, accessibility guidance, contribution decisions, and changes that affect consumers.

USWDS recommends incremental adoption rather than treating a design system as an all-at-once replacement. Its guidance includes inventorying existing components, checking whether an equivalent already exists, consulting UX guidance, and using tokens or prebuilt components where useful. The same cautious approach applies to any shared system: assess what a project needs and what the system actually provides before adopting it.

How can you assess a reusable component or design system?

Compare candidates on the dimensions that affect their fit, not only on how many components they list. Scope of reuse, encapsulation, customization, evidence of accessibility and UX guidance, and the cost of ongoing maintenance all matter.

  • Scope: Is the component intended for one feature, one application, or several products?
  • Coupling and encapsulation: How closely does it depend on the host application’s styles, markup, or JavaScript? What does it isolate?
  • Variants and customization: Can consumers meet legitimate needs without forking the component or relying on undocumented overrides?
  • Accessibility and UX evidence: Is there guidance for appropriate use and behavior, and has the component been evaluated in the context where it will appear?
  • Maintenance and governance: Who reviews changes, documents them, and handles compatibility for existing consumers?

Class names or an installed stylesheet are not proof that a component is ready for use. USWDS states: “The presence of usa- classes or a USWDS stylesheet can help identify an implementation. It does not establish that the implementation is usable or accessible.” Evaluate the rendered component in context, including the content and interactions surrounding it.

Reuse can reduce duplicated work and make updates more consistent, but the reviewed official sources do not establish a quantified time or cost saving. Treat those as possible qualitative benefits, not as guaranteed outcomes with a specific percentage.

Does Atomic Design require a team to use Web Components?

No. Atomic Design is a vocabulary for composition; Web Components are browser technologies. They can be used together, but neither requires the other.

Does reusing the same CSS class make something a component?

No. A shared class or stylesheet alone does not establish that an implementation is usable or accessible; assess its behavior and context.
