China-developed AI accelerators—including Huawei Ascend and products from several other domestic vendors—are potential alternatives to Nvidia GPUs, but there is no single replacement that fits every AI workload. Huawei’s Ascend hardware, CANN software stack, and Atlas systems are the most substantiated option in the available evidence. Whether any chip can legally be exported, transferred, or purchased for a particular deployment is a separate, transaction-specific question: the product, parties, destination, end use, and applicable licenses or exceptions all matter.

Which AI accelerators can replace Nvidia in China?

The alternatives identified in public sources are primarily China-developed accelerators. Their existence does not establish that they match Nvidia GPUs in performance, availability, software coverage, or price. The best fit depends on the model and framework, whether the work is training or inference, the required scale, and the engineering effort available for migration.

Huawei Ascend, CANN, and Atlas

Huawei’s Ascend is the clearest documented alternative stack in the available evidence: Ascend processors are paired with CANN software and can be deployed in Atlas systems. Huawei says the Atlas 900 A3 SuperPoD launched in March 2025 and can contain up to 384 Ascend 910C chips, with system compute of up to 300 PFLOPS. In September 2026, Huawei reported support for more than 90 open-source projects, including PyTorch, Triton, vLLM, and veRL; more than 40 models natively pretrained on Ascend and CANN; and over 5,200 monthly active CANN developers. These vendor-reported ecosystem figures suggest ongoing software activity, but do not confirm support for a particular model, operator, precision, or serving feature in the configuration you intend to use. Other China-developed vendors

Public reporting identifies Alibaba T-Head, Biren, Hygon, Iluvatar CoreX, MetaX, and Moore Threads among vendors whose processors appeared on a domestic procurement certification list reported in May 2026. The same report names Huawei Ascend 310 and 910 and Alibaba T-Head Zhenwu M530 and M890. This is procurement-related evidence, not a technical qualification for a particular workload or proof of broad commercial availability. The report says vendors may choose whether to submit products; Cambricon and Kunlunxin were absent from that particular list, which should not be read as proof of rejection or illegality. Congressional testimony also identifies Huawei, Cambricon, and Biren among Chinese AI chip designers. That establishes that these companies are part of the broader vendor landscape, not that every named product is currently available or suitable for every buyer. Congressional testimony

Are Nvidia alternatives legal to buy or export to China?

“Legal” cannot be determined from a chip’s model name alone. For a cross-border transaction, assess the item’s classification, the exporter and other parties, the destination, the end user and end use, and whether a license or exception applies. U.S. Export Administration Regulations include advanced-computing controls and separate end-user and end-use restrictions relevant to China and Macau. Military, supercomputer, restricted-party, or other provisions may also apply, depending on the facts. Policy can change, and a licensing policy is not a blanket authorization. On January 13, 2026, the U.S. Bureau of Industry and Security (BIS) said applications for Nvidia H200, AMD MI325X, and similar chips would receive case-by-case review when specified conditions are met. The announcement lists conditions including protecting capacity available to U.S. customers, purchaser export-compliance procedures, and independent U.S. testing. A case-by-case review does not mean every product, customer, or shipment will be approved. Nvidia’s fiscal 2026 filing says the U.S. government informed the company in April 2025 that a license was required for H20 exports to China and certain other destinations; Nvidia also said it was effectively foreclosed from China’s data-center compute market at fiscal year end. How should you compare alternatives for a real workload?

Compare candidate systems against the workload you intend to run, rather than choosing by vendor name or peak-compute claim. Resolve transaction eligibility separately from technical fit, then test software compatibility and operating requirements on the target configuration.

  1. Confirm transaction eligibility. Determine the item classification, parties, destination, end user, and end use; check the current licensing requirements and any applicable restrictions with qualified compliance support.
  2. Specify the workload. Record whether you need model training, fine-tuning, or inference, and identify the model, framework, serving stack, precision, and expected concurrency.
  3. Verify the software path. Check that the exact operators, kernels, precision modes, and deployment features your workload needs are supported on the proposed hardware and software versions. General framework or ecosystem claims are not a substitute for this check.
  4. Estimate migration and operations work. Congressional testimony assesses that moving all of a company’s AI workloads from CUDA to CANN could be a multiyear project; that is an expert assessment for a broad migration, not a universal estimate for a single model or service. A 2026 field study of MoE and multimodal inference on Ascend reports source-level patches and operational safeguards in the deployments it studied.   5. Match system capacity to the job. Evaluate memory capacity and bandwidth, interconnect, and scale-up topology for the model and target deployment. A large system’s peak-compute figure alone does not establish performance for your workload.
  6. Validate procurement and support. Confirm the procurement route, supply, local technical support, and service arrangements for the exact system and location. A procurement certification list does not answer those questions for every buyer.

What can public evidence establish—and what remains unknown?

The available sources identify vendors, describe Huawei’s published system and ecosystem claims, and document the importance of software migration. They do not provide a current independent, like-for-like benchmark across the named vendors’ products, verified price or delivery comparisons, or confirmation of stock and a typical consumer buying route for an Ascend 910C accelerator. The Atlas 900 A3 is an enterprise-scale system, not a consumer graphics card. For procurement, request configuration-specific technical documentation, a workload-relevant evaluation, and written confirmation of supply and support rather than inferring them from a chip name or vendor-level announcement.
