The message identifies a failed wait, not its underlying cause. In the matching Linux Foundation lab thread from November–December 2018, the poster reported that the volume status was error and later found a Cinder volume-service heartbeat problem. That is one historical Ubuntu 16.04 and DevStack setup—not a universal cause or a verified fix for current releases.
What the error means
Nova’s VolumeNotCreated exception reports a volume ID, how long Nova waited, how many attempts it made, and the volume’s status. The exception template is: “Volume %(volume_id)s did not finish being created even after we waited %(seconds)s seconds or %(attempts)s attempts. And its status is %(volume_status)s.” An actual error substitutes values for those fields.
Those details describe the unsuccessful wait; the wording alone does not explain why the volume failed to reach the required state. The exception is defined in Nova’s exception definitions.
What happened in the Lab 3.1 forum thread
In a Linux Foundation Forums thread from November–December 2018, a student described an Ubuntu 16.04 DevStack deployment running in a KVM setup. The student had created one VM, then encountered the volume error when starting another instance as a newly created user; later, the admin user also could not create an instance.

The reported error showed the volume in error. The message in that incident included zero seconds and one attempt; those are values from that report, not general Nova defaults or diagnostic thresholds.
The poster later checked journalctl for devstack@c-vol and reported that the Cinder volume service was not sending heartbeats. In a follow-up, the poster said rebooting the DevStack instance reproduced the behavior and wrote, “Devstack, unfortunately, doesn’t survive this action(reboot).” This is the poster’s account of that lab environment, not an official Linux Foundation support statement.

Why the same message can have a different cause
Similar Nova wording can appear in another storage context. A NetApp knowledge-base example documents a first VM creation from a newly uploaded image with a NetApp ONTAP Cinder backend, involving image-cache work and a long driver operation.
That separate example does not explain the 2018 DevStack incident. It demonstrates why a top-level Nova message should be paired with the volume status, deployment details, and relevant service logs before assigning a cause.

How to investigate the error
- Capture the full Nova error. Record the volume ID, reported wait duration, attempt count, and status. The status is especially useful: the 2018 post reported
error, but another incident may show different details. - Check Cinder volume-service health. Inspect the logs and service state for the deployment in question, including heartbeat problems. The Lab 3.1 poster used
journalctlto inspectdevstack@c-vol; that service name is specific to the reported DevStack setup. - Establish the incident context. Identify the OpenStack or DevStack version, operating system, storage backend, whether the symptom followed a reboot, and whether this was the first use of a newly uploaded image. These factors distinguish the historical lab report from other incidents with similar wording.
- Use the deployment’s logs to find the cause. Follow the volume operation through the relevant services and backend logs to determine why it did not reach the required state. Do not infer a fix from Nova’s summary message alone.
What this historical report does—and does not—establish
The matching thread documents an older Ubuntu 16.04 lab, a volume reported in error, and the poster’s later report of a Cinder heartbeat problem. It does not establish a current DevStack repair, show that all occurrences have the same cause, or support changing a timeout or rebooting as a general remedy. Current-version behavior and a version-specific fix are not established by the sources cited here.
