Choose quantization when you want to store more KV-cache values in less GPU memory; choose offloading when you can use CPU memory to relieve GPU pressure and tolerate the transfers. Neither is a universal speed upgrade. The better option depends on your model, serving framework, context length, batch or concurrency, and whether you care most about latency, throughput, or fitting more requests.
What each method changes
A key-value (KV) cache stores attention data from earlier tokens so a model can reuse it during generation. At long context lengths or with multiple active requests, that storage can become a substantial part of inference memory and limit how many tokens or requests fit on a GPU.

These are different levers, not interchangeable names for the same technique. Frameworks may also provide combinations or other cache policies, so confirm what a particular implementation supports.
When quantization is the better first experiment
Try quantization when GPU memory is the bottleneck and your serving stack supports a cache-quantization implementation compatible with your model and hardware. Storing cache values at fewer bits can allow more cached tokens or requests to fit in GPU memory without moving the cache to the CPU.

The gain is not free. Quantization adds work, and its impact depends on the implementation and workload. Hugging Face’s KV cache strategies documentation warns that cache quantization can harm latency when context is short and the full cache already fits in GPU memory. In that situation, test whether the extra capacity is worth any latency or quality change rather than assuming lower precision will make generation faster.
Hugging Face documents Quanto and HQQ backends for its quantized cache. vLLM also documents a quantized-cache path for storing more tokens in memory. Availability and supported combinations depend on framework release, cache backend, model architecture, and hardware; check the version-specific documentation before choosing a configuration.

When offloading is the better first experiment
Try offloading when GPU memory is constrained, host memory is available, and your workload can tolerate data movement. The cache still has to be available to the GPU when attention uses it; offloading changes where cache data resides between uses rather than eliminating the need to transfer it.
Hugging Face describes keeping the current layer’s cache on the GPU, asynchronously prefetching the next layer’s cache, and returning the current layer’s cache to the CPU after attention. Its documentation says offloading saves GPU memory by moving cache for all but one layer to the CPU, while noting that throughput may degrade depending on the model and generation choices. vLLM also documents KV-cache offloading configuration. The exact controls and supported setups are version-dependent.

Offloading is therefore a capacity trade-off: it can make a workload fit in GPU memory, but transfers may lower throughput. It is not automatically a way to reduce time to first token or per-token latency.
How to choose for your workload
Start with the constraint you are trying to solve, then compare both strategies under the same conditions. A memory-saving method that misses your latency target or changes output quality unacceptably is not a successful choice.

- GPU capacity is the issue, and keeping data on the GPU matters: test quantization first if your framework supports a compatible backend.
- GPU capacity is the issue, and you have host memory to spare: test offloading if your service can tolerate transfer overhead.
- The cache is short and fits comfortably already: quantization may add latency without solving a real capacity problem.
- Neither meets the service objective: review other serving configurations or capacity options; neither method is guaranteed to solve every memory or performance constraint.
Measure the workload that will actually run in production. Keep hardware, model, software versions, and generation settings fixed when comparing options, and include representative prompts, context lengths, batch or concurrency levels, and output lengths.
What to measure in a comparison
- Peak GPU memory: Does the option bring usage within the available budget?
- Host memory use: Especially important for offloading, which shifts some cache storage to CPU memory.
- Throughput: Record tokens per second or requests completed per unit of time at representative concurrency.
- Latency: Track time to first token and per-token latency separately; a throughput change does not tell you how an individual request feels.
- Output quality: Check that quantization preserves acceptable results for your model and task.
- Compatibility and operations: Confirm architecture and backend support, version-specific configuration, and the complexity of deploying and monitoring the option.
How to interpret published performance figures
Research results can show what a method achieved in a particular experiment, not what your deployment should expect. KIVI, a research method for tuning-free asymmetric 2-bit KV-cache quantization, reported up to 4× larger batch size and 2.35×–3.47× throughput on the real LLM inference workloads evaluated in its 2024 paper. Those figures describe that paper’s setup, not a general guarantee. See the KIVI paper.

H2O is a different kind of cache-reduction approach: it retains “heavy hitter” tokens rather than simply changing cache precision or moving cache storage to CPU memory. Its authors reported up to 29× throughput improvement over named baselines in a stated setup using 20% heavy hitters on OPT-6.7B and OPT-30B. That is not a quantization-versus-offloading comparison or a deployment expectation. See the H2O paper.
These results should not be ranked against each other: they use different methods, setups, and baselines. No universal head-to-head result establishes that quantization or offloading wins across frameworks and hardware.
Check implementation details before deploying
- Hugging Face Transformers: Its documentation covers quantized cache backends and cache offloading. Verify the current release and configuration options for your model.
- vLLM: Its serving documentation covers KV-cache offloading and quantized-cache functionality. Check version and hardware support for the exact path you plan to use.
- Other cache-reduction policies: Methods such as H2O manage which tokens remain in the cache; they are distinct from quantizing values or offloading storage.
Because APIs and supported combinations change, use the documentation for the framework version you will run rather than copying a flag or configuration from an unrelated release.
