Use browser-based accessibility audits to find detectable problems quickly, then test the page yourself using only a keyboard. Automated tools can flag some markup and guideline issues, but they cannot confirm that every control is reachable, focus moves in a sensible order, or a dialog works correctly in use.

What browser audits can—and cannot—tell you

Accessibility scanners check page content against rules that can be evaluated automatically. They are useful for finding certain issues and directing attention to parts of a page that need review. A clean scan is not proof that a page is keyboard-accessible: whether controls are reachable and usable, focus is visible and logical, and interactions work as expected requires human testing. Chrome’s DevTools guidance explicitly recommends trying keyboard navigation yourself: Chrome DevTools accessibility reference.

The UK Department for Work and Pensions (DWP) recommends combining browser tools, manual checks, and assistive-software testing rather than relying on a single scan: DWP accessibility testing guidance.

Browser accessibility tools compared

Choose tools based on where you need to test, which browser workflow suits your team, and how findings feed into manual review. The available guidance does not establish a controlled accuracy ranking, so these tools should be treated as complementary ways to find issues—not as competitors with a proven “most accurate” winner.

A scan does not replace keyboard operation. Review findings in context and verify them rather than assuming every result is a confirmed defect or a clean result proves usability.
ARC Toolkit DWP documents running the Chrome extension from its DevTools panel and recommends it alongside axe and WAVE because browser plugins can find somewhat different things. DWP accessibility testing guidance You want another browser-based rule set to complement a quick review. The cited guidance does not provide a controlled comparison of accuracy against other tools.
WAVE WebAIM offers a URL-based evaluator and extensions for Chrome, Firefox, and Edge. It says WAVE aims to identify many WCAG errors and facilitate human evaluation. WAVE by WebAIM You need to evaluate a public URL, or use a browser extension for a protected, local, or dynamic page; its visual issue presentation may help review. WAVE results still require human evaluation; they are not a complete conformance determination.
Lighthouse in Chrome DevTools Chrome documents Lighthouse accessibility audits and the DevTools Accessibility tab, which exposes the accessibility tree, ARIA attributes, and computed properties. Chrome DevTools accessibility reference You already work in Chrome DevTools or need to inspect accessible properties and markup. Chrome says DevTools cannot determine whether someone can navigate the page with a keyboard; try the page yourself.

How to choose

  • Consider page access: Will you test a public URL, an authenticated page, a local build, or a dynamic interface? A URL-based checker and an in-browser extension do not offer the same access path.
  • Consider your browser workflow: WAVE lists Chrome, Firefox, and Edge extensions; the DWP instructions for axe DevTools and ARC Toolkit describe Chrome DevTools workflows.
  • Decide whether you need a scan or a guided review: W3C WAI describes axe DevTools as supporting automated, semi-automated, and manual evaluation, while a quick automated scan alone cannot establish keyboard usability.
  • Assess how findings support follow-up: Look for issue details, reporting, and a practical path from a detected issue to checking it in the live interface.

How to test keyboard accessibility manually

Test the actual page and its important flows without using a mouse. Use Tab and Shift+Tab to move through interactive elements. Use Enter or Space where appropriate to operate controls; custom widgets may use arrow keys for navigation.

  1. Start at the beginning of the page. Press Tab repeatedly to move forward and Shift+Tab to move backward. Include the page’s menus, forms, dialogs, and any custom widgets in the flows you test.
  2. Check reachability and operation. Confirm you can reach and use every interactive control with the keyboard. A visible control that cannot be reached or operated is a failure, even if an automated scan does not flag it.
  3. Watch focus as you move. Make sure there is a visible focus indicator throughout the interaction and that focus follows a logical order for the content and task.
  4. Check for traps and bypasses. Confirm you can move into and out of components without getting stuck, and that a working skip link is available where needed.
  5. Exercise dialogs and pop-ups. While one is open, confirm focus stays within it; after it closes, check that focus returns appropriately.
  6. Check what happens on focus. Merely tabbing to a link or form control should not unexpectedly activate the link or submit the form.
  7. Try the controls’ expected keys. Use Enter or Space as appropriate, and arrow keys where the widget’s interaction pattern calls for them.

These checks align with DWP’s keyboard guidance for WCAG 2.1.1 Keyboard, 2.1.2 No Keyboard Trap, 2.4.1 Bypass Blocks, 2.4.3 Focus Order, 2.4.7 Focus Visible, and 3.2.1 On Focus: DWP accessibility testing guidance. Browser and operating-system behavior can vary, so test the flows in the environment relevant to your users. If screen-reader use is in scope, treat assistive-technology testing as an additional layer, not a substitute for keyboard checks.

A practical workflow for teams

  1. Run audits on representative pages and states. Start with one or more of axe DevTools, ARC Toolkit, WAVE, and Lighthouse. Choose based on browser, page access, and reporting needs; different plugins may surface different issues.
  2. Verify findings in context. Inspect the affected element and interaction. DWP’s axe instructions tell testers to check whether issues are real rather than accepting false positives or false assurances.
  3. Complete keyboard checks on important journeys. Manually test flows that include menus, dialogs, forms, and custom widgets, not only a static landing page.
  4. Add checks to development where useful. DWP recommends integrating accessibility checks into acceptance tests and continuous integration (CI), while retaining manual and assistive-software review.
  5. Keep reproducible evidence. Record the page and state, browser and tools used, steps taken, findings, and verification outcome. DWP recommends retaining manual and assistive-software results as evidence.

For screen-reader or other assistive-software checks, use the approach appropriate to the service and retain those results as a separate part of the review.
