Kerala Chief Minister V. D. Satheesan has proposed two or three model plants for plastic waste disposal and four or five plants to turn regular waste into power. The announcement is part of the state’s five-year Nirmalam cleanliness campaign, but the plants have not been identified as funded, tendered or scheduled projects in the available reports.
What plants did Kerala announce?
Speaking at the launch of the Local Self-Government Department’s “Nirmalam – A New Era of Clean Keralam” campaign, Satheesan said the state should establish separate model facilities for plastic waste and for converting regular waste into electricity. PTI reported his remarks on Oct. 2, 2026.

These are proposed counts, not a record of plants already operating. The PTI account does not specify locations, operators, technologies, processing capacity, funding or procurement dates. It also does not clarify what “plastic waste disposal” will involve at the proposed facilities.

Reports published close together gave different timelines. PTI’s Oct. 2 report quoted Satheesan saying the plants should be established within one or two years. The New Indian Express, in a report published Oct. 3, gave a two-to-three-year horizon for model waste-management plants. Neither report establishes a confirmed construction or commissioning schedule.

Satheesan framed the ambition as a way for other states to learn from Kerala’s waste-management system rather than travel elsewhere. PTI quoted him saying, “Within one or two years, no one should need to travel to Indore or anywhere else to study waste management. We should have an even better system.”
How does the announcement fit the Nirmalam campaign?
PTI reported that the five-year Nirmalam campaign aims to make Keralam completely waste-free by March 30, 2031. Satheesan described it as an action plan with targets and timelines divided into three phases. The proposed plants are part of the broader ambition; the report does not state that their delivery has been tied to specific campaign milestones.

At the campaign inauguration, Satheesan also said: “Our vision is to transform Keralam into a place cleaner than any global destination, where no litter is visible anywhere.” Both quotations are attributed to him in PTI’s Oct. 2, 2026 account.

What waste system does Kerala already describe?
The State Planning Board’s Economic Review 2024 describes an existing chain for non-biodegradable plastic. Haritha Karma Sena members collect plastic from homes and establishments; it is sorted at material collection facilities and further separated or processed at resource recovery facilities. The separated material may then be recycled, sent to cement kilns or energy plants, or used in road works.

This provides background on current collection and handling, but the review does not explain whether or how that system will supply or connect to the newly proposed model plants. The announcement also distinguishes plastic disposal from the separate proposal to convert regular waste into power; the reports do not set out feedstock rules or technology for either stream.
Does an older waste-to-energy policy determine how these plants will be procured?
No. A 2018 Kerala Local Self Government Department order proposed 5 MW solid-waste-to-energy plants using a design, build, finance, operate and transfer public-private partnership. It described a transparent tender to select a qualified concessionaire and a service area covering local bodies within roughly 25–35 km.

That order is historical policy context, not evidence that the 2026 announcement refers to the same projects or will use that procurement model. Project-specific procurement details for the newly announced plants have not been reported.

What is still unknown?
The announcement is an intention to establish model infrastructure, not confirmation that construction is under way. The reports do not identify:
- Plant sites, selected firms or operators
- Final technologies, capacities or accepted waste types
- Funding allocations, tender dates or environmental clearances
- Construction and commissioning milestones
- How the new facilities would integrate with Kerala’s current collection and processing network
Kerala government background material updated in 2026 says around 40 rendering plants have already been set up in the state. Those are rendering plants, not the newly proposed plastic-disposal or municipal waste-to-energy facilities.
